Pro-freedom leader Masrat Aalam Friday said that people of Kashmir know it well who butchered innocent Kashmiri youth on the streets of Valley in 2010. He castigated New Delhi and Indian media for holding him responsible for over 100 innocent killings in Kashmir Valley during Summer Agitation of 2010. “Yes, we came up with a programme against the ‘occupation’ of India in Kashmir but it were Indian troopers and apparatus that killed Kashmiri youth in cold-blood. People of Kashmir know it well who killed more than 100 innocent youth and India can’t hoodwink and befool the people of Kashmir,” Aalam told Srinagar based news agency CNS adding that he always believed in peace and will always fight peacefully against the ‘Indian occupation’.Castigating former Chief Minister Omar Abdullah for claiming that Mufti Muhammad Sayeed released him from jail after a deal, Masrat Aalam said that Omar can imagine anything as he lives in an imaginary world. “It is just his (Omar Abdullah’s) imagination and nothing else that I got freedom after a deal. Why should I deal with any politician and for what. I spent more than four years in prison and during all these years I challenged the grounds of my ‘illegal’ detention,” he said. Masrat Aalam said that revelations made by then SSP Srinagar Syed Ashiq Bukhari are astounding that exposes the mindset of State apparatus. “Bukhari’s statement makes it clear that fake encounters do occur in the State of Jammu and Kashmir and such incidents are not new to the people of Kashmir,” he said adding that these revelations exposes the mindset of Omar Abdullah.

Pertinently, then SSP Srinagar Syed Ashiq Bukhari had claimed that Omar Abdullah wanted to see Masrat Aalam dead. Bukhari had claimed that Omar wanted him to eleminate Aalam in a fake encounter while his (Bukhari’s) police team apprehended Aalam in a ‘neat and clean’ operation. Responding to a question, Muslim League Chairman said that every Kashmiri in Kashmir is under survelience of Indian security agencies. “The directions from Indian Home Minister to Jammu and Kashmir Government to put me under surveillance didn’t surprise or bother me as it is not only me but every Kashmiri is under the close surveillance of Indian security agencies,” he said adding that his release from Jail exposed Indian policies on Kashmir  and every Kashmir came to know that New Delhi ‘forceably’ rules over Jammu and Kashmir. Four houses gutted in Sopore

At least four residential houses were gutted at Shahabad area of Apple Town Sopore in North Kashmir’s Baramulla district.   According to reports, fire emanated from one of the gutted houses during the intervening night of Thursday and Friday and soon spread to other adjacent houses. The incident left around six families displaced.“Since it is a congested area, we struggled a lot to extinguish the fire,” an official of Fire and Emergency Services Sopore told CNS and added that the houses of . Ghulam Mohammed Sheikh, Ghulam Ahmed Sheikh, Habibulla Sheikh and Ghulam Ahmed Sheikh were completely gutted in fire.    Deputy Commissioner, Baramulla, Talat Parvaiz along with SDM Sopore, Tehsildar Sopore visited Shahabad and took stock of the situation. The Deputy Commissioner assured all possible help to the affected families and on spot forwarded Rs two thousand cash to each family. On his directions, the administration also provided rice, tents and blankets to the fire victims. (CNS)

Gurez bound stranded passengers stage protest

Scores of stranded passengers from land-locked Gurez Valley Friday staged a protest in North Kashmir’s Sonawari area and alleged that State Government is indifferent to their woes and is making no arrangements to airlift them to their native place. Eyewitnesses told CNS that scores of residents from Gurez Valley are stranded in North Kashmir’s Bandipora district. They are unable to travel for Gurez due to road-block. These passengers assembled in Sonawari area and staged a protest against the administration. The protesters alleged that they are short of food and money and yet the government is doing nothing to airlift to them to their native place.The district administration officials rushed to the spot and assured all possible help to them. “The road will be through soon and if the blockade continues, we will surely make arrangements to airlift them,” said an official. Minister for Information Technology, Technical Education & Youth Services & Sports Imran Raza Ansari had a meeting with Union Minister for IT & Telecom Ravi Shanker Prasad on Friday.Various mega projects according to CNS in the IT Sector were discussed in the meeting and it was proposed to have a Electronic Cluster and a Cyber City in the State for which the Union Minister assured of full funding from the Central Government.According to the Jammu and Kashmir Minister, the IT City thus proposed would be on the model of Hyderabad, Bangalore & Trivandrum & it will be spread on 100 Acres of land where the central share funding would be of the order of Rs 50 Crores. It was also decided to involve main Electronic Players of India in this project so as to boost the employment & local manufacturing of the electronic items on the National specification. This would also involve medical electronics; also it was decided to develop State Wide Area Network (SWAN) in the State for which the Union Minister assured of the full funding on priority basis. SMC demolishes ‘illegal’ structures

Appeals people to apply for proper building permission

Continuing with its demolition drive to curb the illegal constructions in the city, Srinagar Municipal Corporation (SMC) has demolished various illegal strucutres at Rajbagh, Court Road, Gojwara and near Makhdoom Sahib areas of the city. The SMC official informed that these ‘unauthorized’ constructions were both in commercial and residential in nature.“Commissioner SMC had strictly directed the enforcement wing to act promptly in getting the illegal structures demolished on spot where ever found,” the official said.“SMC for the last one week has demolished at least fifteen illegal constructions in different areas of the city,” said Chief Enforcement Officer Nisar shah. Commissioner SMC, Dr GN Qasba said that SMC shall be continuing rigorously with the demolition drives with regard to unauthorized construction in Srinagar city.“I make an appeal to the citizens of Srinagar who aim to construct residential/commercial establishments’ shall apply for proper building permission from Competent Authority and shall not take law and order in their hands,” Qasba said. Ganderbal people castigate previous Coalition Government

The residents of Ganderbal Friday alleged that previous government did not take pains in establishing a permanent Central University campus in the district. They said that the Central University of Kashmir (CUK), which was established in 2009, has been functioning from rented accommodations at three temporary places.The Ganderbal residents told CNS that Rs 3.50 crore were spent for land filling recently, but neither temporary huts nor plinth was erected. “From past six years, the people have been eagerly waiting to see the said University functioning in the district, but the callous and indifferent attitude of the previous coalition government dashed all our hopes,” a delegation headed by Muzafar Ahmed said.

The university is in possession of thousands of acres of land for the construction of  permanent campus at Ganderbal but still the authorities did not take any measure to start work on the project,” they said and added that since 2009 the varsity continues to operate from rented accommodations at three different locations – Magramal Bagh, Sonwar and Zainakote in Srinagar district—which has created a lot of inconvenience for the administration as well as for the students enrolled for higher studies in the university.Vice Chancellor CUK, Dr Mehraj-u-Din Mir blamed the local opposition at Ganderbal for the delay in construction work. “Opposition from some farmers whose land has been acquired is the main cause for the delay in construction work,” he said. “Had there been no such opposition, the construction work would have progressed much earlier.  The work has been halted by the locals there.’’

    He said somehow we managed to bring these agitated land owners on table and the ground work would be started soon. (CNS)

Arya Samaj leader and Founder Convenor of Sarva Dharma Sansad, Swami Agnivesh Friday said that Prime Minister Narendra Modi’s  visit to the Ganga Talao, the famous Shiva temple in Mauritius and offering prayers and performing  ‘puja’ and ‘aarti’  on Thursday doesn’t seem to be in good taste for a secular India which he represents now in the capacity as Prime Minister of India. In a statement to CNS, Swami Agnivesh said that, “nor do I think his act augurs well in the spirit of Indian Constitution. India is a Secular State and Article 51 A (h) of the Constitution states that It shall be the duty of every citizen of India to develop the scientific temper, humanism and the spirit of inquiry and reform.It is unfortunate that Narendra Modi,  who is  duty bound to uphold India’s  Constitutional values and provisions has failed to balance his acts of religiosity   in line with the spirit of the Constitution particularly when he is on a State visit.  I am sure  1.25 billion people belonging to  different faiths in India  whom Narendra Modi represents as Prime Minister would like to see him rising above his religious identity and holding India’s head high in a global level,” he said. Police Public meet held in Srinagar

In order to further good relations with general public, Srinagar police today organized a Police-Public meeting in Police Station Zadibal.The meeting was presided by SDPO Hazratbal Sh. Dy SP Zahid Lone and SHO Police Station Zadibal Sh. Nazir Ahmed. The meeting was attended by the respectables, traders and inhabitants of Zadibal area. Today’s meeting was second in series of such interactions held in this month in the police station.During the meeting threadbare discussions were held on various public issues including gambling and Drug Addiction in the area. The participants lauded the efforts of police in reducing gambling and drug addiction, however requests for more concrete steps to end this menace particularly in the areas close to Abiyar Park were demanded. The Police officers assured frequent patrolling in such places will be conducted in future.

The respectable highlighted the issue of road encroachment & traffic jamming while complaining that certain street hawkers intrude the roads thus creating hurdles in pedestrian area which leads to traffic jamming in the area of Alamgari Bazar , M.K Chowk. The police assured strict action against them.

Incidents of burglaries in the area also came up for discussion. People thanked police for arresting two suspects during night patrolling this week.  The police officers assured the people that effective night patrolling will be taken up to check burglaries.The participants demanded accountability in distribution of essential commodities like food grains, LPG gas and transparent working of Ration Ghats, Kerosene depots.The police officers in their address advised public to call the police in case of any suspicious movement. All the contact numbers of officers and police station were provided to them and advised to contact police station in case of any exigency.  The participants have been assured that their demands and suggestions will be taken care of and effective measures in this regard will be taken in a very short period of time. Swine flu claims Ganderbal lady, 3 more tests positive

Swine flu claimed yet another life with a lady from Ganderbal becoming the latest victim of the deadly virus. With the death, the toll has risen to 16 in Jammu and Kashmir.A 42-year-old woman died at SK-Institute of Medical Science in Soura today morning,” Public Relation Officer Kulsum Bhat said. 

She said three more tested positive for the H1N1 virus, taking the number of those infected with the virus to 377.“54 patients were seen at special OPD and 13 samples were taken which includes 5 samples received from Army Hospital.  Patients are admitted in isolation ward and 2 patients have been discharged,” she added. Doodipora killing: HC grants 4 weeks to complete the probe

The J&K High Court has ordered conclusion of investigations within four weeks into the killing of four youth including three minors allegedly by personnel of Rashtriya 33 Rifles on February 22, 2006.“Today’s order was based on a status report filed by the police investigating officer,” said a spokesman of Jammu Kashmir Coalition of Civil Society in a statement issued to GNS.“The investigations thus far confirm the role of main accused Captain (now Major) Nitin Dutta (alias Rambo / Aijaz Khan) in the killings. Two army personnel have given statements to the police that Captain Nitin Dutta led the attack.”

He said Captain Nitin Dutta himself has given a statement that he had “immediate command and control” of the operation.

“This evidence, along with the strong and credible evidence of the villagers of Doodhipora indicts the 33 Rashtriya Rifles and specifically Captain Nitin Dutta.”He said that the army filed a false FIR and tried to stall investigations and delay the case, but despite these attempts, the evidence has come on record and “Captain Nitin Dutta stands clearly indicted.”“The police must now conclude investigations in four weeks, record all necessary statements, and file a chargesheet against Captain Nitin Dutta and personnel under his command,” he added. One way traffic to ply on Highway: IGP traffic

In view of frequent land sliding and sinking of road at some places due to the recent torrential rains, the Traffic authorities have decided to allow one way traffic on National Highway I-A till it is made roadworthy for two way traffic and there is improvement in the weather conditions.Accprding to an official statement issued to GNS, the Inspector General of Police (Traffic) Jammu  the future plan , till further orders, to regulate traffic on the National Highway from Jammu to Srinagar  and vice versa will be strictly on the analogy of one way traffic with fixed timings for up and downward movement .It is informed that from Srinagar to Jammu movement all Light Motor Vehicles PSV’s should cross Pantha Chowk by 9 a m, Levdoora up to 12.30 p.m and Jawahar Tunnel up to 2 p.m.Similarly, trucks and load carriers will be allowed to move towards Jammu, if they cross Pantha Chowk up to 7 a.m, Levdoora by 1 p.m and Jawahar Tunnel by 3 p.m. No vehicle of any type will be allowed to cross Jawahar Tunnel beyond the above mentioned cut-off time.

It is further informed that for vehicular movement from Jammu to Srinagar LMVs/PSVs shall cross Nagrota by 8 a.m and Udhampur by 9.30 a.m after that no PSV will be allowed to move towards Kashmir. Trucks/load carriers will only be allowed from Udhampur to proceed towards Kashmir till cut-off time of 1.30 p.m to cross Jekhani Chowk Udhampur.The general public can get information about the traffic movement   from Control Rooms at Ramban (9419993745, 9596798726), Jammu (0191-2459048, 9419147732) and Srinagar (0194-2485396) for the purpose.It is further informed that extension in cut-off time and permission for any vehicle to ply against the convoy will only be given by the headquarters. However, Ambulances carrying patients will be allowed. 

 

 

 

Govt withdraw circular on State flag

State Government is pursuing since 11.12.2013 a court case in the J&K High Court wherein the petitioner has prayed for a direction that the Republic Day of the State of J&K should be celebrated when the State Constitution was adopted and became enforceable, an official spokesman in a statement issued to GNS said.It was also prayed that all the constitutional authorities be commanded to use the Flag of the State in all their official cars, offices and buildings with dignity and honor demonstrating the sanctity of the Flag, he said.The spokesman added that the State Government had not responded to the case and had not filed a reply as desired by the Court. The court gave a last chance to the State Government to file a reply on or before it comes up for hearing which was expected to be anytime now, he said.

The spokesman further added that in order to avoid any adverse order in a sensitive Constitutional matter, the State Government intended to file an affidavit in the Court today contesting all the pleas made by the petitioner, the official said.In the affidavit, it stated that it will issue a circular reiterating the respect that is to be accorded to the Union as also the State Flag taking recourse to J&K Prevention of Insult to the State Honour Act, 1979, in the latter case, the official said.However, the draft of the circular was not approved by the Competent Authority before issue of the same on 12th March, 2015 and as such stands withdrawn with immediate effect. Appropriate administrative action will be taken after enquiry into the circumstances leading to the issuing of this circular, he added. (GNS)

In a bid to promote exclusively the ideal tourist destinations of Jammu region, the Chief Minister Mufti Mohammad Sayeed today issued immediate directions to the Tourism Department to prepare an all-inclusive smart package that focuses on increasing the occupancy levels and increasing footfall of nature tourists in the region. The Chief Minister said he will examine within two weeks the blueprint of the package, which will be prepared in consultation with the private tour and travel operators.The Chief Minister, who holds the charge of Tourism portfolio, was speaking while taking a review of the Department given by Commissioner/Secretary, Shailendra Kumar, here today.Deputy Chief Minister, Dr. Nirmal Singh, Minister for Finance, Dr. Haseeb Drabu and Minister for Social Welfare and Forest, Environment and Ecology, Bali Baghat, were present on the occasion.

Also present in the meeting were Chief Secretary, Iqbal Khanday, Principal Secretary Planning, B. R. Sharma, Principal Secretary to Chief Minister, B. B. Vyas, Principal Secretary, Power, Sandeep Naik, Secretary, H&UDD, Satesh Nehru, Secretary, Forests, M. Azfal Bhat, MD, Jammu & Kashmir Tourism Development Corporation (JKTDC), Farooq Ahmad Shah and Director Tourism, Jammu, R. K. Verma.In a bid to create another linkage to Jammu’s tourism potential, besides the huge influx of pilgrims that visit the holy Mata Vaishno Devi Shrine on a daily basis, the Chief Minister said there is an urgent requirement to target the region’s ideal and known locations like Sanasar, Bhaderwah, Patnitop, Sudhmahadev and Batote in the first phase.The Chief Minister stated that the Tourism Conference showcasing the State’s three regions as one entity will be held at Patnitop later this month “The Department should hold pre-conference discussions with all the stakeholders so that the meet becomes fruitful and result-oriented,” he said and added that the aim of promotion of Jammu resorts is to optimally utilize the idle infrastructure and facilitate generation of employment opportunities for youth.Asking Commissioner/ Secretary, Tourism, to prepare a detailed project report for Central funding of off-beat destinations in the region, the Chief Minister issued directions to expedite the construction of Patnitop Ropeway as well as exploring the possibility of organizing water sports around the Baghliar Dam catchment so that high-end adventure tourists are attracted to visit the area full of stunning locales.  

The Chief Minister asked the Tourism Department to put in place a regulatory mechanism with proper checks and balances so that a discernible change is felt on the ground. “There has to be synergy between the Government and private stakeholders in the tourism industry,” he added.Stating that increased spending and plan allocation in the tourism sector shall only be performance-based, the Chief Minister said time has come for the sector to show results in improving occupancy levels and significantly contributing towards State’s internal revenue generation. He added that the Department should explore all possibilities to source funding in the sector under the Centrally-sponsored schemes.Reiterating the need for increasing State’s intake capacity to match the tourist inflow, the Chief Minister stated that the Government will soon take several steps to absorb as many tourists as possible. “I have already expressed my desire to take back idle properties at known health resorts at Gulmarg and Srinagar and properly utilize unused infrastructure so that our intake capacity increases. These, however, remain interim measures. In long-term, we need to draw a map to develop high-end tourism infrastructure so that we cater to the requirements of overseas and domestic visitors,” Chief Minister said and directed the Minister for Finance to take up the issue related to Centaur Lake View Hotel with the Union Ministry of Finance. He also directed Director Tourism, Kashmir, to immediately start light-and-sound show at Shalimar Mughal Garden at Srinagar.

The Chief Minister pitched for a collaborated effort by tourism players of Jammu, Kashmir and Ladakh to showcase J&K as one package. The Chief Minister stated that he will soon call the meeting of the Tourism Advisory Committee (TAC) which he heads for shaping the roadmap for a comprehensive tourism policy that drives performance-based investment in all sub-sectors. “Tourism is all about selling a good package by having the right linkages at the right places,” he said and emphasized on intertwining tourism stakeholders with those in food and handicrafts industry.The Deputy Chief Minister, who also holds the charge of Power & Housing portfolios, in his remarks, stressed the need for undertaking publicity campaigns at vantage points like the Jammu Airport, Railway Station and bus-stands, so that people who arrive for obeisance at Mata Vaishno Devi Shrine are made aware about opportunities of leisure and adventure tourism. He also said the Power Department will devise a strategy to provide regular power supply to the health resorts so that the visitors do not face any discomfort during their stay.

Expressing serious concern over huge cost involved in visiting J&K as compared to other tourist destinations, the Minister for Finance advised the Tourism Department to strategize and find ways to make J&K packages cheaper. Describing the food culture of J&K as one of the finest in the world, Dr. Drabu asked the department to showcase local cuisines and recipes at all major health resorts.  Minister for Forest and Social Welfare highlighted the tourism potential of Dessa Valley. He requested the Chief Minister to carry out a visit so that the area is brought on the tourism map of the State.Earlier, the Commissioner/Secretary gave a detailed power-point presentation on the State and Central Schemes presently underway. He also briefed the Chief Minister about the steps taken by the department to increase footfall of tourists in the State and gave a detailed power-point presentation on plan and non-plan allocations as well as the present status of schemes in the department. DAK aghast over dog menace

Doctors Association Kashmir (DAK) today expressed deep sorrow and grief over the death of two innocent girls who were mauled to   death by pack of stray dogs.In a statement issued to GNS, President DAK Dr Nisar ul Hassan said that it is very sad to observe that every day large numbers of people are falling prey to dog bites and more shocking is that state government has failed to check the increasing population of stray dogs as it sans in concrete policies to check the menace. If we still did not wake up to this menace, the situation is deteriorating from bad to worse.It is  sad to observe that now dog curfew is everywhere and   kids are ambushed by them on their way to school , market or play grounds.Meanwhile with stray dogs and their whelps seen everywhere, what is the state Govt doing to fix the problem. By doing, sterilization of few dogs in a specific area of capital city is no solution to this problem. There does not seem to be any program in place of keeping record of stray dogs by the state government and their vaccination. There is no system what so ever-in place to identify, treat, and isolate the rabid dogs, which is mater of great concern.

WHO has suggested that dog sterilization program would be successful only when carried out on fast track mode. The WHO standards recommend that around 70% of dogs should be sterilized within three months of start of process. However, the canine control program adopted by state government in which only in a specific area of capital city dogs were sterilized is not only big failure but has only overburdened the state exchequer. State has obligation to protect human lives and by not addressing to dog menace it is endangering precious lives under the garb of animal rights which is unacceptable. (GNS)

Khan, who was elected to the State Legislative Assembly from Gurez Assembly constituency in 1996, had earlier resigned from the basic membership of the Congress party. He narrowly lost the 2014 elections by a margin of 141 votes.After joining the party,  Faqir Khan praised Mufti Mohammad Sayeed for his people-friendly policies and reaffirmed his resolve to work for strengthening the party at the grassroots’ level.

Shafi as the person before whom the members elected to the Legislative Assembly may make and subscribe the oath or affirmation set out in the Fifth Schedule to the J&K Constitution.  Mohd. Rajendra visits venue takes stock of arrangements

In order to conduct the Police Public Mela in a befitting manner, efficient arrangements have been made at different levels of various committees, constituted for the mega event. The day long Mela is being held in Jammu on 15th March, 2015 (Sunday) at Gulshan Ground.Director General of Police (DGP),  K. Rajendra Kumar said that all arrangements for 25th Police Public Mela, being held here have been finalized and the Mela is now all set to take off in a befitting manner. Rajendra said this while inspecting the venue this afternoon to took stock of the arrangements made for the grand event. He was accompanied by organizing committee members of the Mela. He was apprised by the Mela Nodal Officer,  Atul Sharma that more than 60 stall holders from across the State have reached to the venue along with their goods and have established their stalls at the identified spaces. He was informed about various items displayed in different stalls representing all regions of the State. He also discussed the security, traffic, parking space, police bandubast, sanitation, entertainment and other facilities for the visitors.

Rajendra enquired from the organizers about the facilities provided to the stall holders during their stay. He also emphasised upon them to make security and traffic arrangements in such a way so that the visitors reach the venue without facing any inconvenience and common people does not face any problem.Rajendra said that police public melas also provide opportunities to the common public to purchase various items of different regions of the State under one roof on reasonable rates. He said that the Mela also strengthens the police public relations which are useful for better policing.The DGP discussed the arrangements made for the inaugural ceremony of the event to be begin at 10 a.m. and conduct of raffle draw for 1211 prizes which will be held at 4 p. m. in the presence of public. It was decided that to make the draw in a transparent manner, small children from the gathering would be drawn to pick up the lucky tokens. People have been advised to come with original raffle draw tickets and get the prizes on spot.

Earlier, Chairperson JKPWWA, s. K. Vijaya Rajendra along with other PAWWA members also visited the venue and discussed in detail the arrangements for the visitors and children taking part in painting competition, amusement, tamboola and other items during the Mela. She described the 25th Mela is being celebrated as Silver Mela. Terming the Army’s recruitment rally in which around 20,000 youth appeared for filling up of 55 posts as an eye opener for the present dispensation in Jammu and Kashmir, CPI (M) State Secretary Mohammad Yousuf Tarigamion Friday observed that the unemployment in the state has assumed an alarming trend and youth are feeling distressed and disillusioned in absence of ample job opportunities.In a statement issued here, Tarigami said that the present dispensation in the state and the central government seem to have been focusing on political rhetoric and gimmickry rather than concentrating on solutions to the vexed issues confronting the people especially the youth of Jammu and Kashmir.

The CPI (M) leader observed that the burning issues confronting people of Jammu and Kashmir particularly the unemployed youth cannot be postponed till the political part of the Kashmir problem is addressed.He said that one of the burning issues, which is adding to the atmosphere of uncertainty and alienation, is the alarming rate of unemployment in the state. “It is not a matter of serious concern only but we believe that any further delay in addressing this smoldering issue will make this problem worse to handle.”While maintaining that unemployment in the State has assumed an alarming trend, the CPI (M) leader deplored the government’s inaction and lack of vision for tackling the problem adding that schemes bereft of pro youth incentives for self-employment have failed to motivate the youth to set up their own ventures sofar.Urging upon both Union and State government to devise comprehensive youth oriented policies with long lasting employment schemes, Tarigami advocated for formation of a state youth commission which can frame a special and result oriented projects and schemes for the harmonious development of the youth in J&K. Govt constitutes committee for posting wardens, assistant wardens in advisory boards

The Jammu and Kashmir government Friday constituted committee to recommend appointment of wardens, assistant wardens in various state advisory boards.According to Kashmir News Service (KNS), the GAD order 356 dated 13.03 2015 reads that sanction is hereby accorded to the constitution of the following Committee to recommend appointment of Wardens/Assistant Wardens in Gujjars and Bakerwals Hostels, Hostels under the Advisory Board for Pahari Speaking People and Hostels under the Advisory Board for the Welfare and Development of Other Backward Classes.The order reads that Administrative Secretary, GAD is the convener of the committee while other members are Administrative Secretary, Social Welfare Department, Administrative Secretary, School Education Department, and Secretary of the concerned Board.

The order further reads that the GAD shall obtain a panel of eligible lecturers, head masters with outstanding service career from School Education Department for their posting as mentioned above.“The orders of deputation of Wardens Assistant Wardens shall be issued by the General Administration Department after seeking approval of Chief Minister (Chairman of the Advisory Boards).The tenure of deputation of Wardens/Assistant Wardens shall be two years and in no case, it shall be allowed beyond three years,” the order reads. Former chief minister Omar Abdullah’s close aide and provincial president National Conference (NC) Davindar Singh Rana Friday while eulogizing the ‘pro people’ initiatives taken during its regime termed the former coalition government of NC- Congress alliance a ‘success’.Rana told KNS that the measurers for the well being of the people of the state taken during the previous dispensation were ‘historic’ and that ‘people would remember them for the times to come’.   It was the previous government I in the state that held the panchayat polls and strengthened the government at the grass roots. We introduced Public Service Guarantee Act, RTI and ensured accountability and transparency in the state of Jammu and Kashmir along with the creation of new administrative units,” Rana said while recating to the assertions of the chief minister Mufti Mohammad Sayeed that due to the absence of the CMP, NC-Congress coalition was a ‘disaster’.

“Mufti is a veteran politician, he raises novel issues every day after just to cover up his unholy nexus with the BJP,” Rana told KNS, adding that the chief minister is aware of the fact that people of both Jammu as well as Kashmir have become aware about the true colors of the CMP signed between BJP and the PDP.Over the reports that he acted as a facilitator during the talks between NC and BJP for the formation of the new government after 2014 state polls, Rana said, “Talks between the two parties never took place.”However, the NC leader was quick to add that it was BJP who tried to contact the National Conference via various channels. “But the leadership of our party unanimously decided not to join hands with the BJP. We uphold the aspirations of the people of the state and we would never barter principles for power,” Rana claimed.

He clarified that he never discusses any political issue with his brother who is a senior BJP leader and minister in Narendra Modi’s government. “Yes, he is my brother but we do not discuss politics with each other,” he said.Reacting over  chief minister’s controversial remarks in which he applauded militants, separatists and Pakistan for paving ways for the conduction of the smooth polls in JK, the senior NC leader said, “Credit for successful 2014 elections goes to the people of the state who ‘despite threats, coercion and floods came out in large numbers to exercise their franchise.”He added that in democracy the power of the decision making lies with the people and elections are the vital part of democracy.

Stating that Peoples Democratic Party (PDP) and Bhartiya Janta Party (BJP) were playing politics over the release of senior separatist leader Masrat Alam, Democratic Party (N) chief and former Agriculture Minister Ghulam Hassan Mir Friday said the way the issue is being projected is not based on the facts.

Talking to KNS he said, “The way Masrat Alam’s release is being projected is not based on facts. PDP wants to take credit over it and the BJP considers it as against its interests. Both the parties are not right.”“Real reason is that there is a communication gap between alliance partners PDP and BJP. Coalition government has taken over recently and both the parties aren’t able to understand the nitty-gritty of the coalition. It is a storm in tea cup,” Mir said.

The former Minister said that both the parties have separate constituencies and they want to satisfy their constituencies. “The way it (Masrat’s release) was projected there is no doubt at national level BJP had to face problems. By releasing Masrat PDP in the Valley wants to make its alliance with BJP acceptable. Masrat Alam’s release is no political issue as his PSA had ended and he had to be released anyway. If Masrat does some thing in future then what action government takes that time is to be seen,” he added.

Asked to comment on Chief Minister Mufti Mohammad Sayeed’s ‘North Pole South Pole meeting,’ comment, the DP (N) chief said, “This coalition is full of contradictions. The way both the parties showed interests to form the coalition, it seemed contradictions could be overcome. But it seems the dreams of development they have shown to the people might remain dreams.”On Common Minimum Programme (CMP), he said, “There is no vision in it. BJP wanted to keep Congress out of power and PDP wanted to do the same to National Conference. Through this relationship they covered the contradictions of the coalition.”Asked then why it took two months to formulate the CMP, Mir said, “The basic fight was on sharing of power. BJP wanted CM chair for three years. Then deciding portfolio distribution and number of ministries to each party took time. CMP took no time as both parties agreed on rest of the things without any delay,” he claimed.

 

 

 

 

BJP to change portfolios, upgrade two MoS to cabinet rank

Bhartiya Janta Party (BJP) is likely to hold a meeting on March 16 in Jammu where it will announce reshuffle and upgrdation of some portfolios among its ministers.Sources told KNS portfolio of Peoples Conference chief and MLA Handwara Sajjad Lone, who was earlier allocated Science and Technology and Animal Husbandry, will be changed.Besides, changing Lone’s portfolio, two BJP Ministers of State (MoS) would be upgraded to cabinet status. “After the meeting the BJP’s two MoS would take oath as they would be upgraded into the cabinet,” they said.Presently there are 17 ministers in the cabinet including Chief Minister Mufti Mohammad Syeed. After the BJP upgrades the two MoS, the number would increase to 19.

 

 

 

Killing of 4 youth in Doodipora, Handwara in 2006

HC orders investigations be concluded in 4-weeks

On the basis of police status report Jammu and Kashmir High Court Friday ordered thorough investigation of Doodhipora (Handwara) massacre in which four youths were killed by army during an operation.While giving details of the killings and the High Court decision, Coalition of Civil Societies (CCS) coordinator Khuram Pervaiz told KNS that the Court on Friday ordered for conclusion of investigations in four weeks in the 22 February 2006 Doodhipora, Handwara massacre in which four youth (including three minors) were killed by personnel of 33 Rashtriya Rifles.He said that today’s order was based on a status report filed by the state police’s concerned investigating officer.The CCS coordinator claimed that the investigations order confirms the role of main accused the then Captain (now Major) Nitin Dutta (alias Rambo/Aijaz Khan) in the killings. “Two army personnel have given statements to the police that Captain Nitin Dutta led the attack. While as Captain Nitin Dutta himself has given a statement that he had ‘immediate command and control’ of the operation,” he said and added that this evidence, along with the strong and credible evidence of the villagers of Doodhipora Handwara indicts  the involvement of 33 Rashtriya Rifles specifically Captain Nitin Dutta.“Indian army filed a false FIR, tried to stall investigations and delay the case, but despite these attempts, the evidence has come on record and Captain Nitin Dutta stands clearly indicted. High Court ordered that the police must now conclude investigations within four weeks, record all necessary statements, and file a chargesheet against Captain Nitin Dutta and personnel under his command,’ he added.

 

 

 

Transport Minister warn against malpractices in RTOs

Says will introduce new Motor Vehicle Amendment Bill

Admitting that there was a deep rooted corruption in the regional transport offices in the state, Transport Minister Abdul Gani Kohli Friday vowed that government will never allow such practices.Talking to KNS, he hinted there are reports that many officials in the RTO’s are involved in the corruption. “Corruption is deep rooted in the offices of RTO’s. But I can assure the people that I will never allow such practices. I request people to inform me directly if they find any malpractice taking place in the RTO’s,” he said.The Minister advised public to come forward themselves to get their work done without offering bribe to any official. “Self help is the best help. Do not involve employees in bribery for the sake of shortcuts,” he said

Asked if there is any plan to create one-window clearance system in the RTO’s, Kohli said the government will try its best to create the said system.

“We will send a letter to all RTOs asking them to get rid of agents in the transport offices. There are reports that the touts play main role in increasing the corrupt practices in the RTO’s. Instructions will be soon forwarded to all the offices in order to curb the corruption,” he said and added that he will also visit all the Regional transport offices and will take disciplinary action if this anti-people and undemocratic practice is found.

The minister also claimed that his ministry will come with a new motor vehicle bill. “The government will introduce New Motor Vehicles Amendment Bill to end malpractices in RTOs across the state. The Amendment Bill will be formed as per the best practices of developed countries,” he said and added that government will bring total transparency and easy and hassle-free services will be made available to the people of Jammu and Kashmir. Registration of criminal in 2010 killings: Hurriyat (G) consults legal experts

Hurriyat Conference (G) General Secretary Ghulam Nabi Sumji held an emergency meeting with some executive body members and prominent legal experts on Friday in which the possibilities of registration of criminal cases with regarding to the 2010 killings against the Omer Abdullah and the former police officer Ashiq Hussain Bukhari were discussed, a spokesperson of the conglomerate said in a statement to KNS.“It was decided that a formal action in this regard will be taken in coming two or three days and will try every possible move to bring the murderers of the innocent students to justice,” Hurriyat (G) spokesman Ayaz Akbar said. “Beside some members of its advisory council, Hurriyat Conference legal advisors were also called. The participants in the meeting said that the statement of the former police officer clearly depicts that in 2010 the innocent students were deliberately killed in target firing and all this happened on the directions of the then administrative head Mr. Omer Abdullah and he has also rewarded the murderers with promotions and perks,” he said.

“The statement of the police officer is a kind of confessional statement and he had accepted that the innocent killings of 2010 were not any accident but it was a massacre which was carried out by the mutual understanding and cooperation of the state administration and police. The meeting also discussed the phone conversation in which Omer Abdullah had told to the police officer that why was Masrat Alam Bhat arrested alive and why wasn’t he killed on the spot? The participants of the meeting unanimously agreed on this that Omer Abdullah and his whole family have proven anti-Kashmir in every era of history and they have only deceived and betrayed the people of this land,” Akbar added.

In the meeting, the legal advisors of the Hurriyat (G) said that an another meeting will be held tomorrow on the possibilities of registering criminal cases against the Omer Abdullah and the police officer and a formal documentation will be started in this regard. “If police played any spoil spot then we will approach the court in this regard and will try every possible move to bring the murderers to justice. The meeting said that all this progress will be made public from time to time and these copies will be sent to the all the legal and human rights activists of Both India and Pakistan at a proper time,” the statement said.

 

 

 

Mirwaiz condemns posturing of Congress on release of political prisioners

Hurriyat Conference (M) chairman Mirwaiz Umar Farooq Friday expressed his dismay and condemned the posturing of the Congress party over the issue of release of political prisoners in the valley.Addressing the Friday congregation at the historic Jamia Masjid here, he said, “It its extremely unfortunate that any step taken in the direction of redressal of injustices committed against the Kashmiri people engaged in a political struggle for achieving their basic right, is sabotaged by the political party out of power at New Delhi, which in this case is the Congress.”“It has become a tradition with Indian parties that whenever out of power and in opposition they look at deriving domestic political mileage by hardline posturing over Kashmir, and hence thwart any and every attempt made in the direction of moving forward,” he said.

Reminding of his open letter to the Indian people last year before elections, Mirwaiz said, “This is exactly what I meant when I wrote that Kashmiris have realised that it is not at all possible to expect any sitting Prime Minister in India (irrespective of the party they come from) to pursue resolution of the issue on their own. Individual political will and personal determination have not been enough to move the process forward. Therefore, in order to resolve the Kashmir issue, the elected Prime Ministers need the consistent support of the opposition parties.”He said unless their is consensus  among the political parties at the centre with regard to policies and approach towards the handling of Kashmir issue “it will always be hijacked and subject to real politicking by them and Kashmiris will continue to suffer.”

“This was amply proved when both Vajpayee and Manmohan Singh tried to break the ice but failed to achieve anything,” he said.Mirwaiz also blasted a section of electronic media which indulges in hype and jingoism with regard to reporting on Kashmir, to further its popularity and TRPs. He said while such reporting may give them instant popularity, in the long run it undermines and jeopardises the chances of stability and peaceful coexistence in the region. 

Mirwaiz clarified that release of political prisoners is a humanitarian issue and many Kashmiris are languishing in prisons against all legal norms purely on the basis of a political vendetta. He demanded their immediate release and cautioned the Government about their safety as many of them are in jails outside the state.

Sharma, presently Acting Vice Chancellor, University of Jammu, as Vice Chancellor for a period of three years from the date he takes over charge.Prof. R. D. Sharma has wide and rich experience of teaching, research and extension in business education besides possessing administrative experience at different levels of functioning. He is the senior most Professor of Jammu University and among the senior teachers of Business Education in the country.Prof. Sharma joined the teaching profession in 1980, became Reader in 1987 and Professor in 1994. In his academic career Prof. Sharma has worked in various positions which include Fulbright Visiting Professor of Business Administration, URI, USA; Chairman, J&K Board of Professional Entrance Examinations; Dean Academic Affairs, JU; Rector, Kathua Campus, JU; Controller of Examinations, JU; Dean Faculty of Business Studies and Faculty of Commerce, JU; Head, Department of Commerce, JUetc. He has rich research experience and a number of his papers have been published in reputed national and international journals.Prof. Sharma’s appointment brings to a close the selection process which commenced in November, 2014.

4 ‘drug smugglers’ held in Bandipora

Police have arrested four alleged drug smugglers in Hajin area of Bandipora district and recovered three kgs of charas besides cash amount of Rs 40500 from their possession.“On a specific information regarding movement of drug smugglers who were in a process of finalizing a drug deal, police laid a naka at Hajin, Bandipora. The naka party intercepted a Maruti car bearing registration number 5502/JK01 coming from Hakbara towards Hajin. During the search of the vehicle 3 kgs of charas and cash amount of Rs 40,050 was recovered from the car. Police arrested all the four smugglers boarding the car,” a police spokesperson told KNS.“The arrested smugglers were identified as Aman-ul-lah Wagay son of Habib-ul-lah Wagay, Showket Ahmad Dar son of Mohammad Sadiq residents of Hakbhara, Sumbal, Zahoor Ahmed Sheikh son of Ghulam Hassan resident of Nowhatta, Srinagar and Manzoor Ahmad son of Habib-ul-lah Beigh resident of Hawal, Srinagar.Bandipora police has registered a case FIR number 9/2015 under section 8/20 NDPS act in Police Station Hajin and investigation was taken up. During investigations, it came to surface that the arrested persons were notorious charas producers and smugglers who were finalizing a drug deal and the contraband was to be smuggled to Srinagar city for sale among the youth indulging in its abuse,” he claimed.

 

 

Kashmiris victims of worst kind of human rights violations: Nayeem Khan

National Front Chairman and Hurriyat Conference (JK) leader Nayeem Ahmad Khan Friday alleged Kashmiri people are the victims of worst kind of human rights violations not only by the hands of the forces and their collaborators but also by the national media “which breaks every professional barrier in the garb of the so called national interest when it comes to Kashmir.”In a statement to KNS Khan demanded an immediate and unconditional release of all the political prisoners of Kashmir. “All the prisoners should be shifted to their nearest jails immediately and without any delay before they are released unconditionally,” he demanded.He said that more than 500 political prisoners are languishing in different jails of the state and outside. “Many freedom loving people are languishing in jails without trial because authorities are sure to loose in courts. Most of the Kashmiris jailed outside the state have been booked in fabricated cases. Releasing of those who have been left to rotten would prove as a great confidence building measure,” Khan said.

“New Delhi must take immediate steps to address the worries of those whose kith and kin are languishing in far off jails so that hundreds of people feel relieved. Miseries and victimization of freedom loving Kashmiri people by Indian troops and police personnel continued unabated,” he alleged. “One lakh civilians have been martyred by the occupational forces in last two and a half decades only because they demanded for political rights of their brethren. The state terrorism has rendered more than 30 thousand women widowed while thousands have been molested.”The National Front Chairman said that all these victims need first attention. He appealed the international community to take note of the Kashmir issue and play its role in resolving the oldest political dispute which involves not only Kashmiri people but the whole south Asian region.

 

 

 

 

 

JK Bank holds literacy camps in Udhampur, Barmulla

J&K Bank conducted financial literacy camps in Udhampur and Baramulla besides concluding a training programme in Pulwama.Udhampur CampThe bank organised a financial literacy camp besides coin/note exchange mela at Lander, a remote village in Udhampur.Speaking on the occasion, the bank’s Cluster Head S. Iqbal Singh informed the audience about salient features of (PMJDY) Pradhan Mantri Jan Dhan Yojna Scheme.Urging the audience to avail benefits under PMJDY like overdraft facility, PMJDY Insurance and RUPAY Card, he assured them that the bank would always cater to their banking and financial needs.On the occasion, a total of 5000 coins of denomination of Rs 5 & Rs 10 were also distributed. Head B.U Lander concluded the camp with vote of thanks.Baramulla CampsThe bank’s Financial Literacy and Credit Counselling Centre (FLCC) center Baramulla organized a literacy camp regarding Prime Ministers Jhan Dhan Yojna (PMJDY) and other schemes of the bank in collaboration with Business Unit Ladoora in Government Middle School at Village Sadipora (Block Rafiabad).The camp was attended by villagers mostly farmers, teachers, students and unemployed Youth.

Speaking on the occasion, Facilitator FLCC Mohammad Sultan Dar gave a detailed overview of Prime Ministers Jhan Dhan Yojna (PMJDY), which is meant for comprehensive coverage of all the financially excluded households in the country.He explained the benefits of Kissan Credit Card Scheme, Education loan scheme and various income generating loan products of banks.He also deliberated upon the proper end use of funds by establishing units under various other loan products of banks and sponsored cases from line departments and repayment of regular installments.A similar camp was organized at Sheikhpora in Block Wagoora.SETI PulwamaMeanwhile, the bank’s RSETI Pulwama concluded a 21-day Entrepreneurship Development Programme wherein more than 50 female trainees were educated about various aspects of contemporary dress designing. The trainin module had been designed to enable these entreprenuers to set up their own viable business units.Director RSETI Pulwama, Lead District Manager, Incharge FLCC and Special Officer from Handloom department besides Incharge RSETI zonal office south Pulwama addressed the trainees and assured them to provide full help in the process of setting up units.Director RSETI Mohammad Maqbool Bhat apprised the guests that the the total number of trainees rose to 714 during the year 2014-15.

 

 

 

Official Circular withdrawn

An official spokesman today said that the State Government is pursuing since 11.12.2013 a court case in the J&K High Court wherein the petitioner has prayed for a direction that the Republic Day of the State of J&K should be celebrated when the State Constitution was adopted and became enforceable. It was also prayed that all the constitutional authorities be commanded to use the Flag of the State in all their official cars, offices and buildings with dignity and honor demonstrating the sanctity of the Flag.The spokesman added that the State Government had not responded to the case and had not filed a reply as desired by the Court. The court gave a last chance to the State Government to file a reply on or before it comes up for hearing which was expected to be anytime now.The spokesman further added that in order to avoid any adverse order in a sensitive Constitutional matter, the State Government intended to file an affidavit in the Court today contesting all the pleas made by the petitioner. In the affidavit, it stated that it will issue a circular reiterating the respect that is to be accorded to the Union as also the State Flag taking recourse to J&K Prevention of Insult to the State Honour Act, 1979, in the latter case.

However, the draft of the circular was not approved by the Competent Authority before issue of the same on 12th March, 2015 and as such stands withdrawn with immediate effect. Appropriate administrative action will be taken after enquiry into the circumstances leading to the issuing of this circular, he added.
