Regularization of unauthorized colonies in Jammu stayed by HC : Asiea Naqash

Minister of State for Housing and Urban Development, Ms Asiea Naqash informed the House that there are 31 authorized and 21 unauthorized colonies in Jammu city and its outskirts under the jurisdiction of Jammu Development Authority.However she said that no colony has been regularized during the last ten years. She elaborated that the proposal for regularization of 21 un-authorized colonies has been prepared by JDA but the High Court in CMA No. 176/2014 WPPIL No. 19/2011 dated 17.12.2014 stayed the process.Replying to a question by Mr Sat Paul Sharma, the Minister said   the authorized colonies of J&K Housing Board include Gandhi Nagar Jammu, Shastri Nagar Jammu, Channi Himmat Jammu, Patoli (Lakar Mandi) Janipur Jammu and Channi Rama Jammu. Besides, there is only one un-authorized colony in J&K Housing Board i.e. Channi Rama Jammu (Khasra No. 331 & 332), she added and said that the ward wise detail of colonies yet to be regularized in Jammu Constituency included New Plot (left out) partly Ward No. 216 and partly Ward No. 17, vikas Nagar, Topsherkhania Ward No. 26, Chand Vihar Muthi Ward No. 67, Shant Nagar Ward No. 35, Indira Nagar (Janipur) Ward No. 34, Huyderpora (Janipur) Ward No. 36 and Puran Nagar (Bhagwati Nagar) ward No. 14.However he said a committee under chairmanship of chief secretary has been constituted to frame the policy for regularization of JKHB colony Channi Ramma.   

‘Work on Hajin town drainage project apace’Meanwhile, replying to a question of Mr Mohammad Akbar Lone,      Asiea Naqash informed the House that the ‘Storm Water Drainage Scheme (SWDS) in Hajin town is an ongoing scheme under State Capex Budget since 2009-10. She said the Drainage Section of the scheme is pegged at an estimated cost of Rs.11.11 crore with physical target of construction of 11000 RMTs deep drain, against which 1504 RMTs has been completed at a cumulative expenditure of Rs 1.81 crore till March 2017.

 The Minister said that an allocation of Rs.12.00 lakhs was approved for the scheme for the current financial year (2017-18) against which an amount of Rs.11.00 lakhs has been utilized till December 2017 and target of 268 RMTs fixed for the year has been achieved in full. She further said that the Storm Water Drainage works in the town wherever constructed are properly functional. She said after completion of the main scheme the drainage in the Hajin town shall be further improved. ‘4118 pension cases pending in Habbakadal constituency’Minister of State for Social Welfare, Ms Asiea Naqash informed the House that there are 4118 cases pending for clearance under Integrated Social Security (ISS) scheme in Habbakadal constituency for the last two years, which include Old Age Pension (OAP) 1400, Women in Distress (WID) 1300, Physically Challenged Persons (PCP) 1000, IGNOAPS 205 and NFBS 213.Replying to a question by Ms Shamim Firdous, the Minister said that to deal with this pendency, the proposal of the department to sanction 40000 new cases in the first instance is under the consideration of Finance Department.Mr Mubarak Gul raised supplementary to the main question and urged the government to pay focused attention towards the issue.
