Around 23 members took part in the Discussion on Demand for Grants of Rural Development, Panchayati Raj, Law and Justice Departments in the Legislative Assembly, here today.Initiating the Discussion, Mian Altaf Ahmad urged for renewed efforts for implementation of departmental schemes/initiatives on ground so that benefits are delivered to the targeted beneficiaries.He suggested for reviewing and updating of rules, guidelines for utilization of funds under various schemes including MGNERGA and called for giving MLA discretion for spending 30% funds on developmental works. He also pleaded for judicious use of funds allocated under various schemes, timely distribution of wages among job card holders and additional efforts to generate employment at ground level.Choudhary Sukhnandan Kumar, while taking part in the discussion, appreciated Minister for RDD for completing various developmental works under MGNREGA including construction of bridges over Ravi Canal.He urged for constructing irrigation channels under convergence for better irrigation facilities in his constituency and taking up other important development works in the area.

He asked for effective and judicious use of funds on ground so that the assets created by the department benefit the people.Vikar Rasool Wani, while highlighting the importance of Rural Development Department, he said it directly impacts the life of weaker sections of society living in the rural areas. He appreciated the department for extensive works undertaken in his constituency under MGNERGA, but called for expediting clearance of liabilities under the scheme. He demanded construction of protection bunds in his Constituency and early release of 2nd instalment to IAY beneficiaries of 2015-2016.Vikar called for establishment of Additional Session Court in Banihal and for increasing the number of Lok Adalats being organized in the State. He also demanded for filling up of vacancies of Judges in J&K High Court.M Y Tarigami underscored the need for organizing Gram Sabha meetings to involve people of rural areas in decision making   and to provide them a platform to directly project their issues and concerns.He also demanded for formulating a comprehensive policy for regularization of MGNERGA contractual employees and said that till their remuneration should be enhanced by 10 % till regularization process was completed.

Mohammad Khalil Bandh called for constituting Committee of all political parties before going for Panchayat elections. He also supported the suggestion for organizing Gram Sabha meetings on regular intervals.Aga Syed Ruhullah Mehdi asked the government to ensure that benefits of development works initiated under MGNERGA reach to people at grassroots level. He pleaded for judicious use of MGNERGA funds and release of funds under Model Village initiative.Aga Syed suggested for inclusion of Labartal and Chandipora villages in Budgam block presently included in Soibugh Block.Dr Devinder Manyal highlighted various issues pertaining to the department. He hailed RDD Minister for taking various initiatives including several effective conversions to improve the working of the Department.He suggested for defining a role for MLA in Integrated Watershed Management Programme (IWMP) for its efficient implementation. He also pleaded for advance payment of Rs 12000 being given to the beneficiaries for construction of individual latrines.

Hakeem Mohammad Yasin underscored the need for bringing transparency and accountability in the system, including transfer of field functionaries.  He asked the government to release wages of the labours   working with RDD on priority and also stressed for improvement in the system.Hakeem suggested for a review before going for Panchayat polls in the State. He urged the government to increase the funds under Swachh Bharat Mission (SBM) for the construction of public utilities.Mohammad Akbar Lone raised various public interest issues   concerning his Constituency. He said that the Gram Sabhas need to be strengthened and issues discussed in these be communicated to concerned MLAs for early action.He also called for bringing transparency and accountability in the functioning of RDD. He urged for up-gradation of Munsif Courts to Sub Judges.Shakti Raj Parihar appreciated the RDD Minister for doing a commendable job in improving the functioning of the Department. He suggested for giving priority to the local vendors for supplying material for MGNERGA works.He urged for conducting resurvey for socio-economic census in his Constituency to cover the left out beneficiaries under PMAY. He also raised other issues including enhancement of labour wages and early redress of other demands under MGNERGA.

G M Saroori, while taking part in the discussion, also called for involving local MLA  with the institution of Gram Sabhas so that issues can be taken up for early redressal. He asked the government to ease the process of issuance of job card certificates.He called for maintaining video records for all works taken up under RDD so as to ensure transparency in the system.  Saroori appreciated the RDD Minister for taking up various initiatives including construction of culverts and bridges in his constituency.He asked the government to release funds under various state and centrally sponsored schemes especially 14th Finance Commission and IWMP in his constituency.  He demanded for opening of Munsif Court at Chattroo area of his Constituency.Bashir Ahmad Dar congratulated the RDD Minister for setting up   Additional Court in Kupwara and demanded for infrastructure development in the Courts. He also urged for proper implementation of Himayat and UMEED in his constituency.Ch. Qamar Hussain appreciated the efforts of government for taking various reforms in RDD. He demanded for construction of Chambers for Lawyers at Courts in District Rajouri. 

Ali Mohammad Sagar underscored the need for making functioning of RDD result oriented. He said the department is directly connected to the weaker sections of society. He called for strengthening   Article 370 and said that special position of J&K State in Indian Constitution should be defended.Jeevan Lal called for strengthening and streamlining implementation of MGNREGA at ground level. He urged the government for early clearance of liabilities under labour and material component for the year 2016-17. He asked the government to ensure timely distribution of wages among labours.He also pleaded for proper monitoring of execution of works to ensure transparency in the system. Syed Mohammad Baqir Razvi while taking part in the discussion raised various public importance issues pertaining to his Constituency. He also called for bringing more transparency and accountability in RDD.Pawan Kumar Gupta expressed concern over what he said insufficient funds earmarked for Udhampur Constituency. He urged the government for providing sufficient funding besides bringing transparency in functioning of the RDD. He demanded for clearing   MNREGA liabilities for the year 2015-2016 and 2016-2017. He demanded for filling up of vacant posts in RDD in his constituency.

Mohammad Amin Bhat raised various issues of public importance and demanded for setting up of Munsif Court in Devsar Constituency. He called for clearing liabilities for the year 2015-2016 and 2016-2017 of four blocks under RDD schemes in his Constituency. He demanded for construction of protection bunds.He appreciated the work of Minister for his contribution in improving the working of the Rural Development Department.

Shah Mohammad Tantray raised various public interest issues and demanded for government’s intervention for redressal of these issues. He appreciated RDD Minister for commendable performance in the Department and for taking up extensive conversion works for devemental activities. He also demanded for setting up of Munisif Court in Mandi area.Gulzar Ahmad Wani   highlighted various issues of public importance with regard to RDD works in his constituency. He demanded for shifting of Munisif Court from Rural Development building to another suitable place in his Constituency.Javid Ahmad Rana, while taking part in discussion, raised various public interest issues and urged the government for early redressal of issue of reservation in promotion of SC/ST and other categories. He also called for proper use of funds sanctioned under MGNERGA and said that it will help to minimize un-employment in the state. He asked the government for construction of protection sheds near border areas. He also asked the government for filing up vacant posts in RDD including that of Block Development Officers.Abdul Majid Paddar also took part in the discussion and gave valuable suggestions for improvement in the working of RDD. He appreciated the government for successful achievements registered under RDD especially under MGNERGA. He demanded for clearing pending liabilities under different RDD schemes.

Nawang Rigzin Jora also took part in the discussion and said that the funds available for year 2016-17 and 2015-16 have been underutilized and urged government for ensuring judicious use of the same   for public welfare. He also called for judicious utilization of funds sanctioned under PMAY.
