The Election Commission of India (ECI) has instructed the State Government, through a Circular, that the officers and officials connected with Special Summary Revision of Electoral rolls should not be transferred from their place of posting without prior permission of ECI during the period of Special summary revision in the State. The posting of substitute officers may be made with the consultation of State Chief Electoral Officers (CEO) and the CEO should consult the Commission where felt necessary.Stressing the need for initiating pre-determined activities for timely completion of revision process, the ECI has also sought massive participation of public and cooperation of political parties, rural & urban local bodies and NGOs.The Commission has called for strengthening the infrastructure, deployment of adequate manpower and filling up of vacant posts relating to electoral rolls works.The circular instructions of the Commission stated that no officer or official should be deployed against whom the Commission has recommended any disciplinary action and the same is pending or against whom a serious criminal case is pending in any court of law. There should be provision of adequate funds for hassle-free and timely completion of summary revision process in the State.

As per the Schedule of Special Summary Revision of Electoral Rolls, the Election Commission of India (ECI) has fixed January 1, 2018 as the qualifying date  to prepare accurate electoral rolls inclusive of all eligible persons as electors. Draft publication of  Electoral Rolls on October 3, 2017,  period for filling of claims and objections from October 3 to November 1,   reading of relevant parts/section of photo electoral rolls in Gram Sabha/Local Bodies and RWA meetings and verification of names from October 4 to 18, special campaign dates with Booth Level Agents of Political Parties  for receiving claims and objections have been fixed  October 14 and 21, disposal of claims and objections  by November 30, updating the database, merging of photographs, updating the control tables and preparation and printing of supplementary list by December 15 and final publication of Electoral Rolls on January 1, 2018.During the process, the focus will be given on the registration of new age voters and missing voters especially in the category of PWDs, gender and other vulnerable and marginalized section of the society.  Besides, the deletion of names of the dead/ shifted or otherwise disqualified electors would also be made and particulars of electors corrected and updated during the process.Pertinently, the State Election Department  organized one  special Camp  on October 14  and one more  will be organized on October 21 for the registration of new eligible citizens as electors who will be attaining the age of 18 years or above on January 2018 wherein   Booth Level Officers (BLO) will be available during the working hours.
