Vice-President and Rajya Sabha chairman M. Hamid Ansari on Saturday said frequent disruptions in the upper house create a bad impression in the public mind and asked the members to adhere to the allocated time of the proceedings.Inaugurating a two-day orientation programme for the newly-elected members of the Rajya Sabha on Saturday, the Vice-President pointed out that frequent disruptions impinge upon the privileges of other members. He emphasised on brevity and time management and called upon the members "not to violate the allocated time" while participating in the proceedings.He urged the members to conduct themselves in a way which is not unparliamentary.

He emphasised the importance of the Rajya Sabha as a chamber to check haste, cool passions and control legislation and also to flag the concerns of the individual states.Ansari cited the constitutional point that the two houses of Parliament are equal and only functional modalities are different.Underlining the functions of Parliament in legislation, executive accountability and discussion and debate on issues of public interest, he exhorted the new members to make effective use of parliamentary devices such as questions and zero hour submissions to secure daily accountability of the government.He called upon the members to focus on the committee work.
