Chief Secretary, B R Sharma Tuesday chaired the 2nd meeting of the Governing Body of Jammu & Kashmir Land Records Management Agency (JaKLRMA) here.Financial Commissioner, Revenue, Promod Kumar Jain, Financial Commissioner, Planning, Development & Monitoring Department, B B Vyas, Div Com Jammu, Dr Pawan Kotwal, Commissioner Secretary Revenue, Mohammad Afzal Bhat, Commissioner Survey and Land Records, J&K, Shahid Anayatullah, Secretary, IT, Hilal Ahmad Parray and other senior officers were present in the meeting.JaKLRMA was formed in 2013 by the State government to implement the Digital India Land Records Modernization Programme (DILRMP) in a mission mode. The programme is 100% centrally funded and aims at enhancing transparency in land records maintenance. The main components of the programme include computerization of all land records including mutations, digitization of maps and integration of textual and spatial data.Financial Commissioner, Revenue briefed the meeting about to date status of Land Records Modernization Programme in the State. He said JaKLRMA in July 2014 approached GOI with an Action Plan of Rs 109 cr for implementation of programme.The Action Plan included activities like Data Entry/Digitization of Cadastal Maps, Survey/Re-survey for updation of Land Records, integration with Records of Rights, Management of Old Revenue Documents and development of web based GIS for running various applications together with training and capacity building.He said, however, for the 1st phase an Action Plan of Rs 49.58 cr was approved by the Union Government during the year 2014-15.Mr Jain said in the 1st phase, JaKLRMA took up Srinagar and Jammu districts for digitization of Land records and related works. JaKLRMA invited proposals from IT solution providers for implementation programme in the State. Accordingly an agreement was signed in June 2015 between JaKLRMA and M/S RAMTech Software Solution Pvt Ltd at a cost of Rs 45.42 Cr with a timeline of 28 months in the 1st phase. The Project was formally inaugurated by the Revenue Minister in both Jammu and Srinagar in the month of April, 2016. In the 2nd phase, 10 more districts will be taken up and in the last phase remaining 10 districts will be covered and the whole process is expected to be completed by 2022.Mr Jain further added that while digitization of Land Record is being done in Srinagar and Jammu districts, three parallel activities across the State are being taken up in phase 1st including scanning old/current land records and digitization of cadastal maps, establishing Ground Control Points and Development of web based GIS.Chief Secretary in the meeting stressed on defining clear timelines regarding the quantum and category of works to be completed by the service provider in each phase. He also called for submitting a revised action plan for 22 districts for a period of 5 years starting 2015-16 to 2021-22, to the GOI for approval and release of funds under DILRMP.The Governing body also discussed and approved various proposals including related to establishment of State Level Data Centres and storage of data for safety proposes in NIC Data Centre, New Delhi.
