Minister for Consumer Affairs and Public Distribution (CA&PD), Choudhary Zulfikar Ali today said that there are 57701 court cases pending in High Court and 136095 cases pending in Sub-ordinate Courts in the State and necessary steps are being taken to minimize their pendency.While replying on behalf of Minister for Law and Justice to a question of Ghulam Nabi Monga, the Minister said that judicial infrastructure is being constantly and regularly upgraded in the State. He said that computerization of Courts is also a step in that direction.The Minister said that the High Court has also issued instructions for speedy disposal of cases. He informed the House that the Lok Adalats are being held regularly to settle disputes through mediation and reconciliation.He said that Government of India has ceased funds to 38 Additional and Special Mobile Magistrates alongwith staff established under 13th Finance Commission after the award period was over on March 31, 2015 and same has been continued by the State Government by taking these liabilities as charge on State exchequer from the date Government of India funding has ceased from these courts.

The Minister informed the House that 22 Dehi Adalats have also been created and established throughout the State recently and Government is contemplating to create more such. He said such Adalats are headed by Aadils who are Munsiff level Judicial Officers.The Minister informed the House that at present there are 13 courts functioning in rented buildings. He said all the Sub-ordinate Courts in the State are created, established and upgraded on the recommendations of the High Court. He said creation of courts is being considered on the basis of pendency of cases, topography and population of the area, courts already existing and financial resources of the State.
