The Secretariat Non-Gazetted Employees today observed one day pen down strike on the non-fulfillment of the issues and demands projected by them before the Government.The Chairman, J&K Secretariat employees coordination committee Ghulam Rasool Mir said that the issues which were projected before the Government I.e. Removal of Pay Anomaly, Career Progression/ Cadre Review Including the issues of Estates, ration and Security problem a Removal of which authorities never like to address. He said that the Secretariat Union is pursuing these issues vigorously and had many deliberations with the higher ups but it has been observed over a period of time that the authorities at the helm of affairs especially in GAD are not projecting/ recommending the genuine demand of Career Progression/Cadre Review positively, a group of officers having negative mind set dealing the subject matter in GAD are trying to sabotage this issue all along. he said that they are always guiding their superiors to frame such rules which applies very harsh for the Non-gazetted employees which is forcing us to come open for confrontation, while as on the other hand they keep/ amend rules for their own purposes/ benefits time to time. It gives clear indication how they treat us. 

They only desire work from us and never like to see our prosperous future. Similarly, there are also middle rung officers in Finance Department who always project our issues before the authorities with a negative approach, which is clear from case file of cadre review of Class IV Employees which has been returned/ turndown twice by the Finance Department, he maintained.The Employees Chairman further said that no doubt GAD has recommended a few posts as cadre review to Finance Department for concurrence as an eye wash but unfortunately, that file too has been projected unconstructively from the bottom. It is also clear indication that they are not serious to consider small things so how can we expect redressal of big issues like removal of pay anomaly and career progression/cadre review from such atmosphere, he added.He further said that only a year before, the government created new administrative units without considering financial implications and recently Government considered Cadre Review of IAS and KAS cadre without forwarding the same to Finance Department for concurrence. In both these cases, there are huge financial implications but government approved without any delays. However, in our case the government is deliberately trying to delay our issues which has forced us to go on protest, he maintained. (KNS)
