Plan under ‘Beti Bachao, Beti Padhao’ rolled out at Kathua

To discuss the implementation of flagship programme “Beti Bachao, Beti Padhao” , District Development Commissioner Kathua Ramesh Kumar held a meeting here at DC office complex today.DDC threw light on the importance of sex ratio and the consequences of its imbalance. The meeting discussed in detail the measures for effective implementation of the scheme in the district for which a plan was rolled out with the aim to improve the sex ratio in the district. He disclosed that the sex ratio of 890:1000 ( as per 2011 census)  which need to be improved.District Level Committee under the Chairmanship of ADDC Kathua (Nodal Officer for the District) whereas Block Level Committees under the chairmanship of Tehsildar were constituted. The SDM’s will be the Nodal Officer for implementation of BBBP in their respective areas.      

DDC informed that five mega awareness programmes in every tehsil will be held under which signature campaign, baby girl shows, nukkad nataks, painting competitions shall be organized to educate and sensitize every stakeholders of the society. Under the mega awareness programme convergence of all government schemes and banks to be disseminated for the education of common masses. The provision for on-spot issuance of income certificates for female applicants shall be made.DDC called for organizing educative sessions and programmes at village level involving PRI’s, VLW’s, ASHA workers, patwari’s and anganwadi workers. The ASHA and Anganwadi workers shall encourage women folks for institutional deliveries to avail benefits of various schemes and also maintain record of pregnant and lactating women. CMO was directed to aware people regarding PNDT Act.  Principals of educational institutions were also directed to organize rallies, debates, skits, painting and essay competitions on the theme to educate youth. Awareness cum counseling drive to be held for girl’s education besides drive for re enrollment of dropout girl’s students shall be ensured by CEO and PO ICDS. The PO ICDS to form girls volunteer groups in villages for making planned activities to educate women gender imbalance.  

Gram Panchayats were detailed to celebrate ‘Laadli Diwas’ as a monthly event.  Health Department was instructed to strictly monitor 100 Gender Critical Villages and organize weekly special drives in such villages where health check up camps are to be held.  Provision of BBBP pledge in each awareness activities shall be taken up to sensitize people. Special Employment Fairs for females is also provisioned under the plan.  CEO Kathua is directed to take initiatives like displaying the name of the outstanding Girl child in every school on the notice board as ‘Girl of the Month’ to encourage female child. Gender ratio for all classes in the school shall be displayed. Municipalities to disseminate information through hoardings, wall paintings, debates, poster competition etc and organize ‘Laadli Diwas’ in urban areas.

Police Department to hold gender sensitization workshops of police officers and keep strict vigil on illegal abortions in private nursing home, further directed for strict implementation of PNDT Act.Displaying of message stickers on vehicles at the time of registration of new vehicle and during routine checking shall be done by RTO office to disseminate the message. NIC to create dedicated webpage of BBBP on district Kathua website.  Jingles on ‘Beti Bachao Beti Padhao’ shall be used as caller tunes to spread the message of the scheme, DDC informed. DYSSO was instructed to organize special sports/ athletic meet for girls at district and block level.Under corporate social responsibility Industries and NHPC shall adopt gender critical villages.DDC called upon the officers to make all out efforts for smooth implementation of the plan so that the purpose of the mission can be achieved. He asked for having good coordination between the departments and PRI’s to achieve desired results.ACR Kathua, SDM Billawar, SDM Hiranagar, SDM Bani, ACD, CPO, CEO, CMO, PO ICDS, Principal GDC Kathua and other District Officers were present on the occasion.
