Haryana is fully geared up for the Rabi procurement season 2026–27, with government procurement set to begin from April 1 and continue till May 15, backed by extensive arrangements across mandis and administrative machinery. Divulging more details in this regard, Minister of State for Food, Civil Supplies & Consumer Affairs, Sh. Rajesh Nagar said that grain markets across the state have been readied with a focus on cleanliness and essential facilities for farmers.
Officers concerned, including District Food and Supply Controllers and the District Managers of the agency, have undergone specialised training to ensure smooth procurement operations. He said that procurement in the mandis will be biometric-based; to simplify the process, the State Government has mandated biometric verification for either the farmer personally or for only one of the three nominees designated by them, eliminating the need for farmers to be physically present at the mandi.
The Minister said that all mandi locations have been geo-fenced. Under this facility, it will be ensured that all activities, including the issuance of gate passes, auctions, the generation of 'J-Forms' (sale receipts), and the lifting of produce are conducted exclusively within the mandi premises.
To achieve this, physical presence within the geo-fenced zone of the mandi is verified, thereby preventing any unauthorized individual from fraudulently selling a farmer's produce in the farmer's name. He further informed that for gate pass issuance, uploading of the vehicle photograph along with the vehicle number has been made mandatory.
In cases where vehicles do not have number plates, farmers will be allowed to display the number manually on paper or by paint, which will be treated as valid. The Minister further said that exit gate passes will be issued only when the vehicle is physically present within the geo-fenced mandi area. Similarly, geo-fencing of storage locations has been implemented to ensure that foodgrain is accepted in warehouses only when the vehicle is physically present within the designated storage premises.
He added that procurement will be carried out for all farmers registered on the Meri Fasal Mera Byora portal. Crop verification will be done through a satellite imagery-based system started by the Agriculture department to verify the crops grown on the land declared by the farmers, along with checks by revenue and district agriculture officials, and a third layer of validation using heat maps generated by HARSAC.
