The Chief Minister Bhagwant Singh Mann-led Punjab Government has provided major relief in stamp duty to subsequent purchasers of properties after the original allottees of housing cooperative societies and other cooperative societies registered under the Punjab Cooperative Societies Act, 1961, which allot immovable properties such as plots and flats to their members.
Sharing this information while interacting with media persons here today, Mohali MLA Kulwant Singh said that as per a notification issued by the Punjab Government on January 12, 2026, any allottee or buyer who gets the registration of his or her property done up to January 31, 2026, will be required to pay only 1 percent stamp duty.
Those property owners who get their registrations done between February 1, 2026 and February 28, 2026 will have to pay stamp duty at the rate of 2 percent, while registrations carried out between March 1, 2026 and March 31, 2026 will attract stamp duty at the rate of 3 percent.
The MLA further informed that there are around 24–25 such cooperative societies in Mohali, and nearly 5,000 to 7,000 families residing in these societies are expected to benefit from this decision.He added that apart from the concession in stamp duty, the concerned property owners have also been granted complete exemption from SIC, PIDB and SIDF charges.
However, a registration fee of 1 percent will continue to be applicable as per rules. In case any allottee gets the registration done after March 31, 2026, full stamp duty as per existing rules will be applicable.MLA Kulwant Singh said that due to his sustained efforts, the relief extended to property owners of cooperative house building societies has generated a wave of happiness among them.
As a result, a large number of representatives of the concerned societies called on the MLA today to express their gratitude.He also assured that he would take up the matter with the government to ensure that property owners who purchase the stamp duty certificate and submit their documents to the concerned Sub-Registrar by January 31, 2026, but whose registrations are completed after this date due to unavoidable reasons, continue to be charged stamp duty at the concessional rate of 1 percent.
Furthermore, he stated that if house building cooperative societies cause undue delay in providing mandatory documents such as NDC or NOC, thereby preventing timely registration, the Punjab Cooperation Department would appoint Special Registrars at its own level to facilitate the registration process.
