Punjab Chief Minister Bhagwant Singh Mann on Thursday emphasized the need for foolproof planning and effective execution of the state’s master plan for flood protection across Punjab. While presiding over a high-level meeting at his official residence to monitor the progress of ongoing flood protection works, the Chief Minister stated that the master plan would not only ensure judicious use of funds but also help save crores currently being spent on compensating flood victims for crop loss and property damage.
He underscored that the plan for managing drains and rivers should be developed in close coordination with engineers from the irrigation department. This would ensure regular de-silting, cleaning, and strengthening of flood protection infrastructure.
Mann noted that these measures will play a vital role in safeguarding residents from the devastation caused by floods during the monsoon. The Chief Minister instructed officials to prepare a comprehensive final blueprint based on the master plan so that flood protection works can be implemented systematically, rather than following the traditional ad-hoc approach just before the rainy season.
He also stressed the importance of earmarking a special allocation in the annual state budget to support these efforts on a regular, long-term basis. Furthermore, Bhagwant Singh Mann directed officials to formulate an actionable plan in consultation with Chief Engineers, highlighting priority tasks in both the drainage and canal wings of the irrigation department.
In a major move, the Chief Minister approved approximately ₹116 crore to carry out flood protection works and cleaning of drains across all 22 districts of Punjab. He instructed Deputy Commissioners to ensure these projects are completed before the onset of the monsoon, with strict timelines to be met by June 30.
Bhagwant Singh Mann made it clear that any officer or official from the irrigation department found negligent in executing these tasks would be held personally accountable.The Chief Minister emphasized that these funds must be utilized in the most effective way possible, with special attention given to vulnerable areas within each district.
He also directed officials to thoroughly inspect and address newly affected areas that experienced flooding last year, particularly due to obstructions caused by road construction. Preventing floods and ensuring that no part of the state suffers during the monsoon is a top priority, Bhagwant Singh Mann said.
On the occasion, Cabinet Ministers Hardeep Singh Mundian and Barinder Goyal, Chief Secretary K.A.P. Sinha, and other senior officials were also present.
