A meeting of the State-Level Empowered Committee (SLEC) was held under the Chairmanship of Additional Chief Secretary (Home) Dr. Sumita Misra here today to review and approve the State Action Plan for Modernisation of Police Forces (MPF) for the financial year 2025–26.
During the meeting, Dr. Sumita Misra underlined the state government’s commitment to ensuring a safe and secure environment for all residents of Haryana. She said modernisation of our police force is essential not just for crime prevention and investigation but also for building a technologically adept and community-friendly law enforcement system.
The committee approved the State Action Plan of Rs 22.09 crore (60:40), which includes procurement of advanced arms and equipment like pistols and CQB (Machine Guns), FSL equipmemnt like image and video enhamcement software, facial recognition and comparison software, polygraph system with accessories, next generation sequencer and trinocular stereo-zoom microscope, along with purchase of hi-tech communication, security, CCTNS and training equipment.
In order to ensure effective use of this modern equipment, domain experts will be engaged to provide technical guidance and support. In line with the Government of India’s MPF Scheme, the 2025–26 plan focuses on improving operational efficiency, responsiveness, and citizen-centric policing through the integration of smart technologies and capacity-building initiatives.
Dr. Misra highlighted the importance of deploying cutting-edge technology capable of delivering results swiftly. The meeting was informed that analogue communication equipment has been replaced by digital systems in 13 districts of Haryana till now, and all districts shall be covered under this soon.
Dr. Sumita Misra also directed officials to finalise the modalities under the Phase-I of Rs 150 crore-plan for modernization of police force as announced in this year’s Budget. She also directed that a separate proposal must be made for modernization of Forensic Science Laboratories of the state.
She also stressed the need to make the police force future ready and at par with other countries. She suggested setting up a task force which will suggest the measures to make long-term structural changes in the police force, in accordance with needs of the future.
She said domain experts can be consulted for this and directed officials to come up with a proposal in this regard within next one month. The committee also deliberated on proposals aimed at strengthening the police infrastructure, modernising communication and mobility systems, upgrading forensic capabilities, and promoting the use of emerging technologies in data analytics in policing. Emphasis was also laid on modern training for police personnel.
Sh. AS Dhillon, ADGP, Modernization & Welfare, Sh. H.S. Doon, ADGP, Telecommunication, Geeta Bharti, Secretary (Home), Dr Ajay Kumar, Deputy Director, Sh. Krishan Sangwan, Under Secretary-Finance and senior officers of various departments were present in the meeting.
