Sh. Yash Garg, Director of the Industries and Commerce Department, Haryana said that the Haryana Government has made significant progress in reducing the average approval time for the NOC required by industries to just 12 days. The state of Haryana is steadily emerging as a model under the "Ease of Doing Business" initiative.

Sh. Garg was chairing a workshop on the rationalization of regulatory compliances and the decriminalization of criminal provisions under "Ease of Doing Business" here today. Dr. Jivisha Joshi Gangopadhyay, Deputy Secretary, DPIIT, Government of India, and Sh Rajesh Aggarwal, Additional Director, Industries and Commerce Department, Haryana, along with other officers, were present at the event. 

Representatives from 34 departments of Haryana participated in the workshop, emphasizing the importance of ease of doing business and fostering a conducive environment for industries in the state. The event commenced with the welcome remarks by Sh. Yash Garg who highlighted the state's proactive role in promoting industries, particularly heavy industries, which are vital in generating employment and revenue for the state. 

He said that Haryana has made significant strides in reducing the average clearance time for industries to just 12 days and was recognized as a top achiever in the BRAP by DPIIT. He stressed the importance of collaborative efforts across all departments to create a business ecosystem conducive to attracting and sustaining industries. 

He further pointed out that a stable and predictable environment is crucial for fostering entrepreneurship, noting the high economic cost that regulatory burdens can impose. He expressed hope that Haryana would set the benchmark for other states to follow, fulfilling its role as a model for industrial development and ease of doing business.

This was followed by a session on the Ease of Doing Business (EoDB) initiatives including Business Reform Action Plan and Reducing Compliance Burden exercise led by Dr. Jivisha Joshi Gangopadhyay, Deputy Secretary of DPIIT evaluating the current status of BRAP and RCB implementation in the state and discuss the way forward.

Further thematic sessions were conducted to focus on the importance of reforms introduced under Business Reform Action Plan 2024. Key themes discussed in the workshop are: National Single Window System – Streamlining processes for ease of business, Labour Regulation Enablers, Legal Metrology, Healthcare,  Paying Taxes, State Excise, Business Entry, and Environmental Enablers, Utility Permits, Construction Permits, Fire NOC, and Trade Licenses, Time Document &Steps (TDS) and Harmonization of Documents, State Presentation on Ease of Doing Business Best Practices and Business Reform Action Plan+ and Way Forward.

This initiative reinforces Haryana's continued commitment to implement reforms that support industries and ensure a regulatory environment that is transparent, efficient, and conducive to growth.
