Haryana, Chief Secretary Sh. T.V.S.N Prasad today directed the Deputy Commissioners to promptly survey crops damaged by hailstorms to ensure timely compensation for affected farmers. He emphasised that farmer satisfaction is paramount.
The Chief Secretary was reviewing the ongoing procurement activities during the Rabi Marketing season in Haryana with the Deputy Commissioners, officers from the Food, Civil Supplies and Consumer Affairs Department, representatives from the Food Corporation of India, and various other agencies. Deputy Commissioners participated in the meeting via video conference.
Sh. Prasad stressed the need to expedite the lifting of stocks from the Mandis, insisting that at least 50 percent of the stocks be promptly transferred to godowns by tomorrow evening. He directed Deputy Commissioners to facilitate dialogue between commission agents and farmers, urging farmers to refrain from bringing their crops to the Mandis to clear space for wheat arrivals.
Consequently, there will be no purchase tomorrow, i.e. on April 21.The Chief Secretary also underscored that the Food, Civil Supplies and Consumer Affairs Department has also authorised district authorities to utilize vehicles owned by commission agents (Arhatis) for transporting crops from Mandis to warehouses.
They will be paid rates already approved by the department for hiring such vehicles. This initiative aims to bolster the availability of transportation resources and expedite the uptake process, he added.The Chief Secretary asked Administrative Secretaries and Deputy Commissioners, along with officers involved in Rabi crop procurement, to make the payment to farmers within 72 hours of issuing the J-Form.
He also directed the administrative secretaries to visit the allotted Mandis to ensure a seamless procurement process of grains.Sh. Prasad gave clear directions to the officers that farmers should not face any problem in selling their crops, and payment for the crops should be ensured within the stipulated period under all circumstances.
The Chief Secretary mentioned that for the convenience of the farmers, silos have also been made procurement centers where the farmers can directly take their crops to sell.Additional Principal Secretary to Chief Minister, Smt. Ashima Brar, Director, Food, Civil Supplies and Consumer Affairs Department, Sh. Mukul Kumar and other senior officers from FCI and Haryana Warehousing Corporation remained present during the meeting.

हरियाणा के मुख्य सचिव श्री टीवीएसएन प्रसाद ने उपायुक्तों को निर्देश कि ओलावृष्टि से खराब हुई फसलों का जल्द से जल्द सर्वे किया जाए, ताकि किसानों को समय पर खराब फसलों की भरपाई मिल सके। किसानों की संतुष्टि हमारी प्राथमिकता है। मुख्य सचिव आज चंडीगढ़ से वीडियो कॉन्फ्रेंसिंग के माध्यम से प्रदेश के सभी उपायुक्तों एवं अन्य अधिकारियों से रबी-फ़सल की खरीद से संबंधित व्यवस्थाओं की समीक्षा-बैठक की अध्यक्षता कर रहे थे।
उन्होंने प्रशासनिक सचिवों, सभी जिलों के उपायुक्तों तथा रबी-फ़सल की खरीद से संबंधित अधिकारियों को निर्देश दिए कि प्रदेश की मंडियों में गेहूं व सरसों की आवक तेजी से बढ़ रही है। किसानों व आढ़तियों से तालमेल करके रविवार को मंडियों में फसल की खरीद बंद रखें और ट्रकों व अन्य वाहनों के माध्यम से 24 घंटे में 50 प्रतिशत गेहूं व सरसों की फसलों का मंडियों से कल शाम तक उठान करवाकर गोदामों में रखवाएं।
अगर मंडियों में फसलों के उठान में कोताही न बरती जाए। वे स्वयं इसका फीडबैक लेंगे। उन्होंने कहा कि अगर गेहूं उठान के लिए आढ़ती अपने वाहन का इस्तेमाल करते हैं तो उन्हें खाद्य एवं नागरिक आपूर्ति विभाग तय रेट दे दिए जाएं। उन्होंने कहा कि किसान की फसल का जे -फॉर्म कटने के 72 घंटे के अंदर-अंदर फसल का भुगतान किया जाए। उन्होंने प्रदेश की अनाज मंडियों से फसलों का समय पर उठान करने और किसानों को हर संभव सुविधा मुहैया कराने के भी निर्देश दिए।
उन्होंने प्रशासनिक सचिवों को भी समय -समय पर अपने अधीन मंडियों की विजिट करने के भी निर्देश दिए। आढ़तियों के साथ तालमेल करके श्रमिकों की व्यवस्था करें, ताकि ट्रकों से गेहूं की लोडिंग व अनलोडिंग में दिक्कत न हो। मुख्य सचिव श्री टीवीएसएन प्रसाद ने फसल खरीद से संबंधित अधिकारियों को स्पष्ट निर्देश दिए कि किसानों को अपनी फ़सल की बिक्री करने में किसी प्रकार की दिक्कत का सामना न करना पड़े, साथ ही फसलों का भुगतान निर्धारित अवधि में हर हाल में सुनिश्चित किया जाए।
मुख्य सचिव ने कहा कि किसानों की सुविधा के लिए सायलो को भी खरीद केंद्र बनाया गया है जहां पर किसान सीधा अपनी फसल बेचने के लिए ले जा सकता है। इस अवसर पर बैठक में मुख्यमंत्री की अतिरिक्त प्रधान सचिव आशिमा बराड़, नागरिक आपूर्ति एवं उपभोक्ता मामलों के निदेशक श्री मुकुल कुमार समेत अन्य वरिष्ठ अधिकारी उपस्थित थे। इनके अलावा कई प्रशासनिक सचिव तथा सभी जिलों के उपायुक्त एवं खरीद एजेंसियों के अधिकारी भी वीडियो कॉन्फ्रेंसिंग से जुड़े हुए थे।
