Haryana Chief Electoral Officer, Sh. Anurag Agarwal said that in the era of information technology, the Election Commission of India is also continuously becoming more high-tech. For this year's Lok Sabha general elections, the Election Commission has launched several mobile apps and portals, facilitating political parties and candidates in the implementation of activities related to the election process, along with the Commission.
In this series, through the Suvidha portal (https://suvidha.eci.gov.in) launched by the Commission, online permissions are being provided for election campaign activities. So far, 207 requests have been received from various political parties and candidates in Haryana.
He said that the Suvidha portal is a technological solution developed by ECI to ensure a level playing-field upholding the democratic principles of free, fair and transparent elections. The Suvidha Portal streamlined the process of obtaining and acting upon requests for permissions and facilities from political parties and candidates during the election period.
The Chief Electoral Officer said that recognizing the importance of the election campaign period, where parties and candidates engage in activities to reach out to voters, the Suvidha Portal caters to a diverse range of permission requests transparently on the First in First Out principle. It caters to permissions for organizing rallies, opening temporary party offices, door-to-door canvassing, video vans, helicopters, obtaining vehicle permits, and distributing pamphlets.

Sh. Anurag Agarwal said that political parties and candidates can seamlessly submit permission requests online from anywhere, at any time. Additionally, offline submission options are available to ensure inclusivity and equal opportunity for all stakeholders.
Suvidha also has a companion app that enables applicants to track the status of their requests in real time, adding further convenience and transparency to the process. Furthermore, the permission data available on the portal serves as a valuable resource for scrutinising election expenditures, contributing to greater accountability and integrity in the electoral process, he added.

हरियाणा के मुख्य निर्वाचन अधिकारी श्री अनुराग अग्रवाल ने कहा कि सूचना प्रौद्योगिकी के युग में भारत निर्वाचन आयोग भी लगातार हाईटैक हो रहा है। इस बार के लोकसभा आम चुनावों के लिए निर्वाचन आयोग ने कईं मोबाइल ऐप व पोर्टल लॉन्च किए हैं, जिससे चुनाव प्रक्रिया से संबंधित गतिविधियों के क्रियान्वयन में आयोग के साथ-साथ राजनीतिक पार्टियों व उम्मीदवारों को सुविधा हो रही है।
इसी कड़ी में आयोग द्वारा लॉन्च किए गए सुविधा पोर्टल (https://suvidha.eci.gov.in) के माध्यम से चुनाव प्रचार गतिविधियों के लिए ऑनलाइन अनुमति दी जा रही है। अभी तक हरियाणा में विभिन्न राजनीतिक पार्टियों व उम्मीदवारों की ओर से 207 अनुरोध प्राप्त हो चुके हैं। श्री अनुराग अग्रवाल ने कहा कि सुविधा पोर्टल एक तकनीकी समाधान है, जो स्वतंत्र, निष्पक्ष और पारदर्शी चुनावों के लोकतांत्रिक सिद्धांतों को कायम रखते हुए सभी को समान अवसर सुनिश्चित करता है।
इस सुविधा पोर्टल के माध्यम से चुनाव अवधि के दौरान राजनीतिक दलों और उम्मीदवारों से अनुमति और सुविधाओं के अनुरोध प्राप्त करने तथा उन पर कार्रवाई करने की प्रक्रिया को सुव्यवस्थित किया गया है। उन्होंने कहा कि चुनाव अभियान अवधि के दौरान जब पार्टियां और उम्मीदवार मतदाताओं तक पहुंचने के लिए गतिविधियों में व्यस्त होते हैं, तो उस दौरान यह सुविधा पोर्टल पहले आओ-पहले पाओ के सिद्धांत पर पारदर्शी रूप से विविध श्रेणी के तहत अनुमति अनुरोधों पर कार्रवाई करता है।
इस पोर्टल पर रैलियों के आयोजन, अस्थायी पार्टी कार्यालय खोलने, घर-घर जाकर प्रचार करने, वीडियो वैन, हेलीकॉप्टर, वाहन परमिट प्राप्त करने व पर्चे बांटने सहित विभिन्न गतिविधियों की अनुमति प्राप्त की जा सकती है।

मुख्य निर्वाचन अधिकारी ने बताया कि सुविधा पोर्टल के माध्यम से राजनीतिक दल और उम्मीदवार कहीं से भी, किसी भी समय ऑनलाइन अनुमति अनुरोध प्रस्तुत कर सकते हैं। इसके अतिरिक्त, सभी हितधारकों के लिए समान अवसर सुनिश्चित करने के लिए ऑफ़लाइन सबमिशन विकल्प भी उपलब्ध है।
पोर्टल में एक ऐप भी है जो आवेदकों को वास्तविक समय में अपने अनुरोधों की स्थिति को ट्रैक करने में सक्षम बनाता है, जिससे प्रक्रिया में और अधिक सुविधा और पारदर्शिता आती है। इसके अलावा, पोर्टल पर उपलब्ध अनुमति डेटा चुनाव व्यय की जांच करने के लिए एक मूल्यवान संसाधन के रूप में कार्य करता है, जो चुनावी प्रक्रिया में अधिक जवाबदेही और अखंडता में योगदान देता है।
