Haryana Chief Electoral Officer, Shri Anurag Agarwal stated that along with the announcement of the Lok Sabha 2024 general elections, the Model Code of Conduct has been enforced. Now, the Haryana government cannot announce new development projects.
The projects already underway will continue. To address complaints of violations of the model code of conduct, the Election Commission has developed the C-Vigil app, where any citizen can submit videos and audio recordings. Action will be taken within 100 minutes upon receiving complaints.
In the state, 1,99,38,247 voters can participate in the elections. Sh. Agarwal mentioned that in the previous Lok Sabha elections, approximately 70% voter turnout was recorded in Haryana. There is an appeal to increase voter participation in the upcoming elections.
There are 1 crore 99 lakh 38 thousand 247 voters in the state, with 2,64,760 voters aged over 85. Similarly, there are 11,028 voters over 100 years old, and 41 voters over 120 years old. Arrangements will be made for voters to choose between voting at polling stations or from their homes.
The number of service voters is 1,08,572. The number of voters in the age group of 18 to 19 is 3,65,504 and the number of voters in the age group of 20 to 29 is 39,31,717. Regarding the election schedule, Sh. Agarwal stated that the notification for elections will be issued on April 29.
The deadline for filing nominations is May 6. The scrutiny of nominations will be done on May 7, and candidates can withdraw their nominations until May 9. Voting will take place on May 25, followed by counting on June 4. The entire election process will be completed before June 6.
Electronic Voting Machines (EVMs) will be used for voting, and adequate EVMs are available. Voter Verifiable Paper Audit Trail (VVPAT) machines will also be placed at all polling stations. 10 to 15 percent reserved EVMs will be available with the Sectoral Magistrate, wherever there is a complaint, EVMs will be made available.
There will be a total of 19,812 polling stations in the state, including 6,224 urban and 13,588 rural polling stations, with 2,289 vulnerable and 63 critical polling stations. Each polling station will accommodate an average of 1,001 voters, with all necessary facilities ensured.
Sh. Agarwal emphasized the importance of conducting elections impartially and transparently. He mentioned that 15 companies of central armed police forces have already arrived, and the Home Ministry has been requested for 200 more companies. Additionally, Haryana Police and home guard personnel will be deployed for security during the elections.
Regarding recruitment processes during the election period by the Haryana Staff Selection Commission and the Haryana Public Service Commission, Sh. Agarwal mentioned the formation of a committee under the Chief Secretary of Haryana, which will meet at least twice a week and send its recommendations to the Chief Electoral Officer.
Permission will be sought from the Election Commission for immediate appointments if required.He urged political parties and contesting candidates to adhere to the Model Code of Conduct and appealed to voters to participate actively in the elections.
Sh. Agarwal emphasized the role of the media in raising awareness among voters about the importance of voting. Additional Chief Electoral Officer Smt. Hema Sharma, Joint Chief Electoral Officer, Sh. Apurv, besides other senior officers, were also present on the occasion.

हरियाणा के मुख्य निर्वाचन अधिकारी श्री अनुराग अग्रवाल ने कहा कि लोकसभा 2024 के आम चुनाव की घोषणा के साथ आदर्श आचार संहिता लागू हो गई है। अब नई विकास परियोजनाओं की हरियाणा सरकार घोषणा नहीं कर सकती। जिन परियोजनाओं पर कार्य चल रहा है वे जारी रहेगा।
चुनाव आचार संहिता के उल्लंघन के बारे शिकायत दर्ज करने के लिए चुनाव आयोग ने सी-विजिल एप बनाया है, जिस पर कोई भी नागरिक वीडियो व आडियो बनाकर भेज सकता है, जिस पर 100 मिनट में कार्रवाई की जाएगी। यह एप चुनाव आयोग की पैनी नजर के रूप में कार्य करेगा।
मुख्य निर्वाचन अधिकारी आज यहां पत्रकारवार्ता कर रहे थे। श्री अनुराग अग्रवाल ने कहा कि पिछले लोकसभा चुनाव में हरियाणा में लगभग 70 प्रतिशत मतदान हुआ था, आगामी चुनाव में मतदान बढ़े इसके लिए मतदाताओं से अपील की गई है कि वे मतदान में अवश्य भाग लें। राज्य में 1 करोड़ 99 लाख 38 हजार 247 मतदाता हैं।
उन्होंने बताया कि 85 वर्ष से अधिक मतदाताओं की संख्या 2 लाख 64 हजार 760 है। इसी तरह से 100 से अधिक आयु के मतदाताओं की संख्या 11 हजार 28 है। 120 आयु के 41 मतदाता हैं। ऐसे मतदाताओं के लिए चुनाव रिटर्निंग अधिकारी कार्यालय से घर जाकर उनसे विकल्प लिया जाएगा कि वे मतदाता केंद्र में आकर मतदान करना चाहते हैं या फिर घर से।
सर्विस मतदाताओं का संख्या 1 लाख 8 हजार 572 है। 18 से 19 आयु के मतदाताओं की संख्या 3 लाख 65 हजार 504 है तथा 20 से 29 आयु वर्ग के मतदाताओं की संख्या 39 लाख 31 हजार 717 है। 26 अप्रैल 2024 तक प्रदेश में महिला व पुरुष अपने वोट बनवा सकते हैं। अब सूची से वोट काटने का काम नहीं होगा, सिर्फ वोट जोड़ने का होगा।
एक प्रश्न के उत्तर में श्री अग्रवाल ने कहा कि चुनाव के लिए अधिसूचना 29 अप्रैल को जारी की जाएगी। 6 मई को नामांकन भरने की अंतिम है। 7 मई को नामांकन पत्रों की समीक्षा की जाएगी। 9 मई तक प्रत्य़ाशी अपने नामांकन वापस ले सकते हैं। 25 मई को मतदान होगा। 4 जून को मतगणना होगी और चुनाव प्रक्रिया 6 जून से पहले पूरी कर ली जाएगी।
उन्होंने बताया कि मतदान ईवीएम (इलेक्ट्रानिक्स वोटिंग मशीन) के माध्यम से होगा। पर्याप्त संख्या में ईवीएम उपलब्ध हैं। इसके अलावा वीवीपैट भी हर मतदान केंद्र पर रखे जाएंगे। 10 से 15 प्रतिशत आरक्षित ईवीएम सेक्टरल मजिस्ट्रेट की पास उपलब्ध रहेंगी, जहां भी शिकायत होगी वहां ईवीएम उपलब्ध करा दी जाएगी।
उन्होंने बताया कि प्रदेश में कुल 19 हजार 812 मतदान केंद्र होंगे, जिनमें 6 हजार 224 शहरी और 13 हजार 588 ग्रामीण मतदान केंद्र शामिल हैं, जिनमें 2289 वन्लरबल और 63 क्रिटिकल मतदान केंद्र हैं। एक मतदान केंद्र पर औसतन 1001 मतदाता अपने मत डाल सकेंगे। सभी मतदान केंद्रों पर सुनिश्चित जन सुविधाएं उपलब्ध करवाई जाएगी।
श्री अग्रवाल ने कहा कि लोकसभा चुनाव में चुनाव लड़ रहे प्रत्याशी की चुनाव खर्च सीमा 95 लाख रुपये होगी और जिस दिन नामांकन पत्र दाखिल करेगा उसी दिन से राशि की गणना शुरू कर दी जाएगी। प्रत्याशी को अलग से चुनाव खर्च विवरण की जानकारी बैंक खाते के माध्यम से देनी होगी। उन्होंने बताया कि निष्पक्षता व पारदर्शी तरीके से चुनाव करवाना आयोग की प्राथमिकता है। चुनाव को लेकर प्रदेश में केंद्रीय शस्त्र पुलिस बलों की 15 कंपनियां आ चुकी हैं। गृह मंत्रालय से 200 कंपनियों की मांग की गई है।
इसके अलावा हरियाणा पुलिस व गृह आरक्षी कर्मियों को भी चुनाव में सुरक्षा में लगाया जाएगा।हरियाणा कर्मचारी चयन आयोग व हरियाणा लोकसेवा आयोग की चुनाव अवधि के दौरान भर्ती प्रक्रिया के संबंध में पूछे गए प्रश्न के उत्तर में श्री अग्रवाल ने बताया कि हरियाणा के मुख्य सचिव की अध्यक्षता में एक कमेटी गठित की गई है, जो सप्ताह में कम से कम से दो बार बैठक करेगी और मुख्य निर्वाचन अधिकारी को अपनी सिफारिशें भेजेगी।कर्मचारियों की नियुक्ति तत्काल आवश्यकता है तो चुनाव आयोग से अनुमति ली जाएगी।
श्री अग्रवाल ने राजनीतिक पार्टियों व चुनाव लड़ रहे प्रत्याशियों से अपील की है कि आदर्श चुनाव आचार संहिता की पालना करें और मतदाताओं से भी अपील की है कि वे अधिक से अधिक मतदान करें। मुख्य निर्वाचन अधिकारी श्री अग्रवाल ने कहा कि मीडिया व चुनाव आयोग एक ही सिक्के के दो पहलू हैं। इसलिए आयोग के साथ-साथ मीडिया भी मतदाताओं को मतदान करने के प्रति जागरूक करे। इस अवसर पर अतिरिक्त निर्वाचन अधिकारी हेमा शर्मा, संयुक्त निर्वाचन अधिकारी अपूर्व व राजकुमार सहित विभाग के अन्य वरिष्ठ अधिकारी मौजूद रहे।
