The Union Minister for Jal Shakti, Gajendra Singh Shekhawat launched the fifth edition of "Jal Shakti Abhiyan: Catch the Rain" campaign on 9th March, 2024, at the NDMC Convention Centre in New Delhi. The campaign, themed "Nari Shakti se Jal Shakti," emphasises the integral role of women in water conservation and management.
The campaign comes under the National Water Mission, Department of Water Resources, River Development & Ganga Rejuvenation in collaboration with Department of Drinking Water & Sanitation. The Union Minister also virtually launched two books namely “Jal Shakti Abhiyan 2019 to 2023- The Journey for Sustainable Water Future” and “101 glimpse of Women Power: Through the prism of Jal Jeevan Mission”.
The event began with the auspicious ‘Jal Kalash’ ceremony which signified collective commitment towards water conservation and its sustainable use in the future. Two short films “Jal Shakti Abhiyan 2019 to 2023 – A public led movement marching towards Water Security'' and (ii) “Short films of Jal Jeevan Mission” and documentary of Ladakh were also screened during the event which witnessed participation of women warriors, Sarpanchs, VWSC members, pump operators from the State Governments, Senior Officials of Department of Water Resources, RD & GR, Department of Drinking Water & Sanitation, NGOs, Officials of State Governments, Officials of partner Ministries/ Departments of Ministry of Jal Shakti, Press/ Media persons etc.
Addressing the august gathering, Union Minister, Shri Gajendra Singh Shekhawat emphasized the critical importance of water conservation & sustainable management and highlighted the imperative role of water in our lives and economy.
The Union Minister said that JSA:CTR – 2024 is a testament to the Government's unwavering commitment towards water conservation and sustainable development, with 'Nari Shakti' playing a leading role in these efforts. He said it is our firm belief that empowering women will empower the Nation.
The Minister said that women participating in this event represents women of the country, who are taking responsibility on their shoulders to fulfill the vision of our Prime Minister to make our country a developed Nation.
He praised the commendable efforts of women that have contributed to the success of Schemes/ Campaigns like Jal Shakti Abhiyan, Swachh Bharat Abhiyan, Jal Jeevan Mission and Atal Bhujal Yojna. He also emphasized that women, through collective efforts, have effectively conserved water resources.
He added that women possess the ability to adapt and innovate, showcasing their power and ability to bring positive change in water resource management. He also lauded the Prime Minister for translating his vision where we have transitioned from 'Fragile Five' to 'Top 5' economies."
He pointed out that under the leadership of our Prime Minister, our goal is to make India a global manufacturing hub which will result in increase in economic activities in the country, subsequently raising our water demand which shall be tackled by effective integrated water management.
India's water demand relies heavily on groundwater and rainfall. He stated that approximately 24 lakh women have been trained for testing water samples using Field Testing Kit (FTK) to ensure quality of piped water supply.
The Minister mentioned that the Atal Bhujal Yojna ensures representation of at least 33% woman members in the Gram Panchayat for the preparation of water budget and water security plans. The Minister acknowledged the collaborative efforts of central and state governments.
He appreciated the active participation of citizens in previous campaigns, turning this campaign into people's movements for water conservation. Shri Shekhawat called upon all citizens to actively participate in "Jal Shakti Abhiyan: Catch the Rain" – 2024.
He envisioned it as a transformative movement towards a water-secure and sustainable future. Secretary, DoWR, RD & GR, Ms. Debashree Mukherjee highlighted the burdensome task of water collection predominantly borne by women and the significance of clean water sources in transforming communities.
She acknowledged the commitment and dedication of all stakeholders involved in the Jal Shakti Abhiyan and applauded the central and state governments' efforts in addressing water-related challenges. She underlined the success of Jal Jeevan Mission (JJM) launched by Govt. of India in July 2019 and its positive impact for the welfare of the society across the rural parts of the country.
She also highlighted the recent achievement of Mission i.e. 75% coverage of rural households with the provision of tap water connection. She further urged for people’s participation in rain water conservation, ground water recharge, clean rivers, etc. for ensuring long term suitability of piped water supply schemes.
Ms. Mukherjee called for collaborative efforts towards a future where every citizen has access to clean and sustainable water sources.The event featured women water warriors from diverse backgrounds who shared their experiences, challenges and successes in championing water conservation efforts.
Their stories will serve as a source of inspiration, shedding light on the transformative impact women have in nurturing sustainable water practices.Focused interventions of the campaign includes (1) water conservation and rainwater harvesting, (2) enumerating, geo-tagging & making inventory of all water bodies; preparation of scientific plans for water conservation, (3) Setting up of Jal Shakti Kendras in all districts, (4) intensive afforestation and (5) awareness generation.
Apart from the these interventions, JSA: CTR 2024 will have a distinctive emphasis on following key aspects this year (i) de-silting and cleaning of water bodies, (ii) Revitalizing Abandoned/Defunct Borewells for groundwater recharge, (iii) Geo-tagging of water bodies, coupled with meticulous mapping and regular updates in the State's revenue records, (iv) Intensified afforestation efforts in the catchment areas of water bodies, (v) Snow harvesting in hilly areas like stupas in Ladakh for conserving water and (vi) Rejuvenation of Small Rivers.
Inspired by the Prime Minister’s mantra of Jal Sanchay, the Ministry of Jal Shakti launched Jal Shakti Abhiyan in 2019 as a “Jan Andolan” to initiate water conservation at the grass-root level through citizen participation to accelerate water conservation across the country.
JSA could not be implemented in 2020 due to restrictions imposed by Covid 19 pandemic and Ministry of Jal Shakti implemented ‘Catch the Rain’ (CTR) campaign. Ever since it was launched as "Jal Shakti Abhiyan: Catch The Rain" Campaign in 2021, it has become an annual feature covering all the blocks of all districts (rural as well as urban areas) across the country .
"Jal Shakti Abhiyan: Catch the Rain-2024” is the fifth addition in the JSA:CTR series which will be implemented from 9th March, 2024 to 30th November, 2024. The event concluded with a Vote of Thanks by Shri Chandra Bhushan Kumar, Additional Secretary and Mission Director, Jal Jeevan Mission, Department of Drinking Water and Sanitation.
केंद्रीय जल मंत्री गजेंद्र सिंह शेखावत ने ‘जल शक्ति अभियान: कैच द रेन-2024’की शुरुआत की
केंद्रीय मंत्री ने महिलाओं को सशक्त बनाने और जलसुरक्षित भविष्यका निर्माण सुनिश्चित करने के लिए कैच द रेन अभियान में सक्रिय रूप से शामिल होने का आग्रह किया

केंद्रीय जल मंत्री श्री गजेंद्र सिंह शेखावत ने 09 मार्च, 2024 को नई दिल्ली के एनडीएमसी कन्वेंशन सेंटर में "जल शक्ति अभियान: कैच द रेन" अभियान के पांचवें संस्करण का शुभारंभ किया।"नारी शक्ति से जल शक्ति" थीम वाले इस अभियान में जल संरक्षण एवं प्रबंधन में महिलाओं की अभिन्न भूमिका पर बल दिया गया है।
यह अभियान पेयजल एवं स्वच्छता विभाग के सहयोग से राष्ट्रीय जल मिशन, जल संसाधन, नदी विकास और गंगा कायाकल्प विभाग के अंतर्गत आता है। केंद्रीय मंत्री ने दो पुस्तकों "जल शक्ति अभियान 2019 से 2023- द जर्नी फॉर सस्टेनेबल वाटर फ्यूचर" और "महिला शक्ति की 101 झलक: जल जीवन मिशन के प्रिज़्म के माध्यम से"को जारी किया।
इस कार्यक्रम की शुरुआत'जल कलश'समारोह के साथ हुआ, जो भविष्य में जल संरक्षण एवं इसके सतत उपयोग के प्रति सामूहिक प्रतिबद्धता को दर्शाता है।कार्यक्रम के दौरान दो लघु फिल्में "जल शक्ति अभियान 2019 से 2023 – जल सुरक्षा की ओर अग्रसर एक सार्वजनिक आंदोलन" और "जल जीवन मिशन की लघु फिल्में" और लद्दाख की वृत्तचित्र भी प्रदर्शित की गईं, जिनमेंमहिलायोद्धाओं, सरपंचों, वीडब्ल्यूएससी सदस्यों, राज्य सरकारों के पंप ऑपरेटरों, जल संसाधन विभाग, नदी विकास और गंगा संरक्षण विभाग, पेयजल एवं स्वच्छता विभाग के वरिष्ठ अधिकारियों, गैर सरकारी संगठनों, राज्य सरकारों के अधिकारियों, जल शक्ति मंत्रालय के भागीदार मंत्रालयों/विभागों के अधिकारियों, प्रेस/मीडियाकर्मियों आदि की भागीदारी देखी गई।
केंद्रीय मंत्री श्री गजेन्द्र सिंह शेखावत ने इस अवसर पर उपस्थित गणमान्यों को संबोधित करते हुए जल संरक्षण एवं सतत प्रबंधन के महत्व पर बल दिया तथा जीवन और अर्थव्यवस्था में जल की अनिवार्य भूमिका पर प्रकाश डाला। केंद्रीय मंत्री ने कहा कि ‘जेएसए: सीटीआर-2024’ जल संरक्षण एवं सतत विकास के प्रति सरकार की अटूट प्रतिबद्धता को दर्शाता है और इन प्रयासों में 'नारी शक्ति'अग्रणी भूमिका निभा रही है।
उन्होंने कहा कि हमारा दृढ़ विश्वास है कि महिलाओं का सशक्तीकरण करने से राष्ट्र सशक्त होगा।मंत्री ने कहा कि इस समारोह में शामिह होने वाली महिलाएं देश की उन सभी महिलाओं का प्रतिनिधित्व करती हैं, जो हमारे देश को एक विकसित राष्ट्र बनाने के हमारे प्रधानमंत्री श्री नरेन्द्र मोदी के दृष्टिकोण को पूरा करने की जिम्मेदारी उठा रही हैं।
उन्होंने जल शक्ति अभियान, स्वच्छ भारत अभियान, जल जीवन मिशन और अटल भूजल योजना जैसी योजनाओं/अभियानों की सफलता में योगदान देने और सराहनीय कोशिश करनेवाली महिलाओं की सराहना की।उन्होंने इस बात पर भी बल दिया कि महिलाओं ने अपने सामूहिक प्रयासों के माध्यम से जल संसाधनों का संरक्षणप्रभावी रूप से किया है।
उन्होंने कहा कि महिलाओं में अनुकूलन एवं नवाचार करने की क्षमता है, जो जल संसाधन प्रबंधन में एक सकारात्मक बदलाव लाने के लिए अपनी शक्ति एवं क्षमता का प्रदर्शन करती है। उन्होंने अपना दृष्टिकोण बदलने के लिए प्रधानमंत्री की सराहना की और कहा कि हम 'कमजोर 5'अर्थव्यवस्थासे 'शीर्ष 5'अर्थव्यवस्था बन चुके हैं।
उन्होंने कहा कि प्रधानमंत्री मोदी के नेतृत्व में, हमारा लक्ष्य भारत को एक वैश्विक विनिर्माण केंद्र बनानाहै, जिससे देश की आर्थिक गतिविधियों में वृद्धि होगी, जिसके कारणदेश में पानी की मांग बढ़ेगी जिसे प्रभावी एकीकृत जल प्रबंधन के माध्यम सेपूरा किया जाएगा। भारत में पानी की मांग भूजल एवं वर्षा पर बहुत ज्यादा निर्भर करती है।
उन्होंने कहा कि पाइप से पानी आपूर्ति की गुणवत्ता सुनिश्चित करने के लिए फील्ड टेस्टिंग किट (एफटीके) का उपयोग कर पानी के नमूनों का परीक्षण करने के लिए लगभग 24 लाख महिलाओं को प्रशिक्षित किया गया है।मंत्री ने कहा कि अटल भूजल योजना में जल बजट और जल सुरक्षा योजनाओं की तैयारी के लिए ग्राम पंचायत में कम से कम 33 प्रतिशत महिला सदस्यों का प्रतिनिधित्व सुनिश्चित किया गया है। मंत्री ने केंद्र और राज्य सरकारों के बीच सहयोगात्मक प्रयासों की सराहना की।
मंत्री ने पिछले अभियानों में देश के नागरिकों की सक्रिय भागीदारी की सराहना की, जिन्होंनेइस अभियान को जल संरक्षण के लिए जन आंदोलन बना दिया। श्री शेखावत ने सभी नागरिकों से "जल शक्ति अभियान: कैच द रेन" – 2024 में सक्रिय रूप से शामिल होने का आग्रह किया। उन्होंने इसे जल-सुरक्षित और सतत भविष्य की दिशा में एक परिवर्तनकारी आंदोलन कहा।
सुश्री देबाश्री मुखर्जी, सचिव,जल संसाधन विभाग और नदी विकास एवं गंगा संरक्षण ने जल संग्रहण के महत्वपूर्ण कार्य और समुदायों का रूपांतण करने में स्वच्छ जल स्रोतों के महत्व पर प्रकाश डाला। उन्होंने जल शक्ति अभियान में शामिल सभी हितधारकों की प्रतिबद्धता एवं समर्पण को स्वीकार किया और पानी संबंधित चुनौतियों का समाधान करने में केंद्र और राज्य सरकारों के प्रयासों की सराहना की।
उन्होंने भारत सरकार द्वाराजुलाई 2019 में शुरू किए गए जल जीवन मिशन (जेजेएम) की सफलता और देश के ग्रामीण क्षेत्रों में समाज कल्याण करने के लिए इसके सकारात्मक प्रभाव को रेखांकित किया। उन्होंने मिशन द्वारा प्राप्त हाल की उपलब्धि यानी नल जल कनेक्शन को75%ग्रामीण परिवारों तक पहुंचाने पर भी प्रकाश डाला।
उन्होंने पाइप जलापूर्ति योजनाओं की दीर्घकालिक महत्व को सुनिश्चित करने के लिए वर्षा जल संरक्षण, भूजल रिचार्ज, स्वच्छ नदियों के लिए लोगों से भागीदारी करने का आग्रह किया।श्रीमती मुखर्जी ने लोगों से ऐसे भविष्य के निर्माण में मिलकर काम करने का आह्वान किया जहां प्रत्येक नागरिक को स्वच्छ और सतत जल स्रोत उपलब्ध हो सके। इस कार्यक्रम में विभिन्न क्षेत्रों से उपस्थित हुई महिला जल योद्धाओं ने जल संरक्षण की कोशिश में अपने अनुभवों, चुनौतियों और सफलताओं को साझा किया।
उनकी कहानियां प्रेरणा स्रोत के रूप में काम करेंगी, जो स्थायी जल प्रथाओं को अपनाने में महिलाओं के परिवर्तनकारी प्रभाव पर प्रकाश डालेंगी।इस अभियान के केंद्रित मध्यवर्तनों में (1) जल संरक्षण एवं वर्षा जल संचयन, (2) सभी जल निकायों की गणना, भू-टैगिंग एवं सूची तैयार करना; जल संरक्षण के लिए वैज्ञानिक योजनाएं बनाना, (3) सभी जिलों में जल शक्ति केंद्रों की स्थापना, (4) सघन वनीकरण और (5) जागरूकता सृजनशामिल हैं।
इन मध्यवर्तनों के अलावा ‘जेएसए: सीटीआर 2024’ में इस वर्ष निम्नलिखित प्रमुख विषयों पर विशेष ध्यान दिया जाएगा(i) जल निकायों से गाद निकालना और उनकी सफाई, (ii) भूजल रिचार्ज के लिए त्यागे हुए/निष्क्रिय बोरवेलों का पुनरूद्धार,(iii) राज्य के राजस्व रिकॉर्ड की सावधानीपूर्वक मैपिंग एवं नियमित अपडेट के साथ जल निकायों की जियो-टैगिंग, (iv) जल निकायों के जलग्रहण क्षेत्रों में सघन वनीकरण करना,(v) जल संरक्षण के लिए लद्दाख में स्तूपों जैसे पहाड़ी क्षेत्रों में बर्फ का संचयन और(vi) छोटी नदियों का कायाकल्प।
प्रधानमंत्री के जल संचय मंत्र से प्रेरित होकर, जल शक्ति मंत्रालय ने पूरे देश में जल संरक्षण के काम में तेजी लाने के लिए जन भागीदारी द्वारा जमीनी स्तर पर जल संरक्षण शुरू करने के लिए 2019 में जल शक्ति अभियान को ‘जन आंदोलन’बनाया। कोविड-19 महामारी के दौरान लगाए गए प्रतिबंधों के कारण 2020 में जेएसएको लागू नहीं किया जा सका और जल शक्ति मंत्रालय ने 'कैच द रेन' (सीटीआर) अभियान शुरू किया।
2021 मेंजब से इसने"जल शक्ति अभियान: कैच द रेन" अभियान शुरू किया है, तब से पूरे देश के सभी जिलों (ग्रामीण और शहरी क्षेत्रों) के सभी ब्लॉकों को कवर करने वाली इसकी एक वार्षिक विशेषता बन गई है।"जल शक्ति अभियान: कैच द रेन-2024"जेएसए: सीटीआरश्रृंखला का पांचवां संस्करण है जिसे 09 मार्च, 2024 से 30 नवंबर, 2024 तक लागू किया जाएगा। इस कार्यक्रम का समापनजल जीवन मिशन,पेयजल एवं स्वच्छता विभाग के अतिरिक्त सचिव और मिशन निदेशक श्री चंद्र भूषण कुमार के धन्यवाद ज्ञापन के साथ हुआ।
