Sarkar Vapaar Milni organized by the state government led by the Punjab Chief Minister Bhagwant Singh Mann on Sunday proved to be an apt platform for solving the problems of the traders and industrialists on the spot.
During the milni, Jasbir Singh said that this is a historic occasion for the entire district as the Chief Minister has come here. He said that for the first time any Chief Minister has bothered to come amongst the people and listen to grievances of traders. He said that Dinanagar is situated on the border so frequent power cuts pose problems in their work.
Responding quickly, the Chief Minister asked the PSPCL authorities to immediately look into the matter and ensure that no unannounced cuts should be there. He said that this is not tolerable as Punjab has surplus power and no cuts especially unannounced ones should take place.
Another trader/ industrialist, Ravi Khanna said that industrial area Gurdaspur had come into existence long back but is facing a quagmire of problems since then. He said that it is for the first time that any Chief Minister has come to the border area adding that even the local MLAs in the past had not heard the people of this area. He hoped that the issues of the border district would now be resolved at the earliest.
Replying to it, the Chief Minister said that people had voted them to power with hope due to which now the winds of change are blowing in the state and he is sitting here. He said that the people won’t have to suffer now as the state government is making concerted efforts for the welfare of people and progress of the state.
Bhagwant Singh Mann said that neither he promises Rs 15 lakh in every account nor plying buses on water but every word he says will be fulfilled.Paramjit Singh Sohal from Qadian, said that traders are the backbone of the economic activity in the state but they don’t get any facility especially in case of natural disaster, theft or mishap with them.
He said that traders must be allowed to do his work fully, adding that for the first time any Chief Minister has come into the field to listen to their problems.Rajbir Singh Randhawa, another trader/ industrialist, congratulated the Chief Minister for doing exemplary work in the state.
He said that ever since independence no Chief Minister had ever bothered about people but for the first time people are being listened to. He also raised the issues of traffic congestion and security in Batala district along with strengthening the public transport system in the town. He also sought concerted efforts by the state government to give a boost to the industrial development in the town.
Satwinder Singh Goldy from Dinanagar said that in the last 35 years no one had ever bothered about the common man. However, he said that with the concerted efforts of the Chief Minister, Punjab is witnessing a new era of unprecedented development and progress in the state.
He demanded that the excavation of earth upto three feet may be allowed with machines instead of manual excavation and the limit of excavation for brick kiln owners may be enhanced from existing area of two acres to five acres.The Chief Minister said that from now onwards brick kiln owners may use an area of five acres instead of two acres for the purpose of brick kilning.
He said that formal orders in this regard will be issued soon adding that those brick kiln owners who will save the environment will also be incentivized soon. Bhagwant Singh Mann said that the issue of manual excavation will also be examined sympathetically for the welfare of the common man.

मुख्यमंत्री ने मिलनी के दौरान उठाए गए मुद्दों के तुरंत हल का दिया भरोसा

पंजाब के मुख्यमंत्री भगवंत सिंह मान के नेतृत्व वाली राज्य सरकार द्वारा रविवार को करवाई सरकार-व्यापार मिलनी व्यापारियों और उद्योगपतियों की समस्याओं को मौके पर हल करने के लिए उपयुक्त मंच साबित हुई। मिलनी के दौरान जसबीर सिंह ने कहा कि यह पूरे जिले के लिए ऐतिहासिक अवसर है क्योंकि मुख्यमंत्री यहाँ आए हैं। उन्होंने कहा कि पहली बार किसी मुख्यमंत्री ने लोगों में आकर व्यापारियों की शिकायतें सुनी हैं। उन्होंने कहा कि दीनानगर सरहद पर स्थित है, इसलिए लगातार बिजली के कट उनके काम में मुश्किलें पैदा करते हैं।
इसका तुरंत जवाब देते हुए मुख्यमंत्री ने पी.एस.पी.सी.एल. के अधिकारियों को इस मामले की जाँच-पड़ताल करने और यह सुनिश्चित बनाने के लिए कहा कि कोई अघोषित कटौती नहीं होनी चाहिए। उन्होंने कहा कि यह बर्दाशत योग्य नहीं है क्योंकि पंजाब के पास अतिरिक्त बिजली है और कोई भी कट ख़ासकर अघोषित कट नहीं लगने चाहिए।
एक अन्य व्यापारी/उद्योगपति रवि खन्ना ने कहा कि औद्योगिक इलाका गुरदासपुर बहुत पहले होंद में आया था परन्तु तब से ही समस्याओं की दलदल में फंसा हुआ है। उन्होंने कहा कि यह पहली बार है कि कोई मुख्यमंत्री सरहदी क्षेत्र में आया है, पिछले समय में यहाँ तक कि स्थानीय विधायकों ने भी इलाके के लोगों की बात नहीं सुनी। उन्होंने आशा अभिव्यक्त की कि सरहदी जिले के मसले अब जल्द हल हो जाएंगे।
इसका जवाब देते हुए मुख्यमंत्री ने कहा कि लोगों ने उनको उम्मीद से वोटें डाली थीं, जिस कारण अब राज्य में तबदीली की हवा बह रही है और वह यहाँ के लोगों में बैठे हैं। उन्होंने कहा कि लोगों को अब दिक्कतें नहीं झेलनी पड़ेगी क्योंकि राज्य सरकार लोगों की भलाई और राज्य की तरक्की के लिए ठोस प्रयास कर रही है। भगवंत सिंह मान ने कहा कि वह न तो हर खाते में 15 लाख रुपए देने का वायदा करते हैं और न ही पानी में बसें चलाने का वायदा करते हैं परन्तु जो बात कहते हैं, उसे पूरा किया जायेगा।
कादियाँ से परमजीत सिंह सोहल ने कहा कि व्यापारी राज्य की आर्थिक गतिविधियों की रीढ़ की हड्डी हैं परन्तु उनको कोई भी सुविधा नहीं मिलती, ख़ासकर प्राकृतिक आपदा, चोरी या दुर्घटना की स्थिति में। उन्होंने कहा कि व्यापारियों को अपना काम पूरी तरह करने दिया जाना चाहिए, उन्होंने कहा कि पहली बार कोई मुख्यमंत्री उनकी समस्याएँ सुनने के लिए आया है।
एक अन्य व्यापारी/उद्योगपति राजबीर सिंह रंधावा ने राज्य में बेमिसाल काम करने के लिए मुख्यमंत्री को बधाई दी। उन्होंने कहा कि आज़ादी के बाद कभी भी किसी मुख्यमंत्री ने लोगों की बात नहीं सुनी परन्तु पहली बार लोगों की बात सुनी जा रही है। उन्होंने बटाला जिले में ट्रैफिक़ जाम और सुरक्षा के साथ-साथ कस्बे में सार्वजनिक यातायात प्रणाली को मज़बूत करने के मुद्दे भी उठाए। उन्होंने शहर में औद्योगिक विकास को बढ़ावा देने के लिए राज्य सरकार द्वारा ठोस प्रयास करने की भी माँग की।
दीनानगर से सतविन्दर सिंह गोल्डी ने कहा कि पिछले 35 सालों में किसी ने भी आम आदमी की परवाह नहीं की। उन्होंने कहा कि अब मुख्यमंत्री के ठोस प्रयासों से पंजाब बेमिसाल विकास और तरक्की के नये दौर का गवाह है। उन्होंने माँग की कि हाथों से खुदाई करने की बजाय मशीनों से तीन फुट तक मिट्टी की खुदाई करने की इजाज़त दी जाये और भठ्ठा मालिकों के लिए मिट्टी खोदने की हद मौजूदा दो एकड़ से बढ़ाकर पाँच एकड़ की जाये।
मुख्यमंत्री ने कहा कि अब से भठ्ठा मालिक भठ्ठों के लिए दो एकड़ की बजाय पाँच एकड़ क्षेत्रफल का प्रयोग कर सकते हैं। उन्होंने कहा कि इस सम्बन्धी औपचारिक आदेश जल्द ही जारी कर दिए जाएंगे और पर्यावरण को बचाने वाले भठ्ठा मालिकों को भी प्रोत्साहित किया जायेगा। भगवंत सिंह मान ने कहा कि आम आदमी की भलाई के लिए मिट्टी की हाथों से खुदाई के मुद्दे को भी हमदर्दी से जाँचा जायेगा।

ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਸੂਬਾ ਸਰਕਾਰ ਵੱਲੋਂ ਐਤਵਾਰ ਨੂੰ ਕਰਵਾਈ ਸਰਕਾਰ-ਵਪਾਰ ਮਿਲਣੀ ਵਪਾਰੀਆਂ ਅਤੇ ਉਦਯੋਗਪਤੀਆਂ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਨੂੰ ਮੌਕੇ 'ਤੇ ਹੱਲ ਕਰਨ ਲਈ ਢੁਕਵਾਂ ਮੰਚ ਸਾਬਤ ਹੋਈ। ਮਿਲਣੀ ਦੌਰਾਨ ਜਸਬੀਰ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਪੂਰੇ ਜ਼ਿਲ੍ਹੇ ਲਈ ਇਤਿਹਾਸਕ ਮੌਕਾ ਹੈ ਕਿਉਂਕਿ ਮੁੱਖ ਮੰਤਰੀ ਇੱਥੇ ਆਏ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪਹਿਲੀ ਵਾਰ ਕਿਸੇ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਲੋਕਾਂ ਵਿੱਚ ਆ ਕੇ ਵਪਾਰੀਆਂ ਦੀਆਂ ਸ਼ਿਕਾਇਤਾਂ ਸੁਣਨ ਦੀ ਖੇਚਲ ਕੀਤੀ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਦੀਨਾਨਗਰ ਸਰਹੱਦ 'ਤੇ ਸਥਿਤ ਹੈ, ਇਸ ਲਈ ਲਗਾਤਾਰ ਬਿਜਲੀ ਦੇ ਕੱਟ ਉਨ੍ਹਾਂ ਦੇ ਕੰਮ ਵਿਚ ਮੁਸ਼ਕਲਾਂ ਪੈਦਾ ਕਰਦੇ ਹਨ।ਇਸ ਦਾ ਤੁਰੰਤ ਜਵਾਬ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਪੀ.ਐਸ.ਪੀ.ਸੀ.ਐਲ. ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਇਸ ਮਾਮਲੇ ਨੂੰ ਘੋਖਣ ਅਤੇ ਇਹ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਕਿਹਾ ਕਿ ਕੋਈ ਅਣਐਲਾਨੀ ਕਟੌਤੀ ਨਹੀਂ ਹੋਣੀ ਚਾਹੀਦੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਬਰਦਾਸ਼ਤਯੋਗ ਨਹੀਂ ਹੈ ਕਿਉਂਕਿ ਪੰਜਾਬ ਕੋਲ ਵਾਧੂ ਬਿਜਲੀ ਹੈ ਅਤੇ ਕੋਈ ਵੀ ਕੱਟ ਖ਼ਾਸ ਕਰਕੇ ਅਣ-ਐਲਾਨੇ ਕੱਟ ਨਹੀਂ ਲੱਗਣੇ ਚਾਹੀਦੇ।
ਇਕ ਹੋਰ ਵਪਾਰੀ/ਉਦਯੋਗਪਤੀ ਰਵੀ ਖੰਨਾ ਨੇ ਕਿਹਾ ਕਿ ਸਨਅਤੀ ਇਲਾਕਾ ਗੁਰਦਾਸਪੁਰ ਬਹੁਤ ਪਹਿਲਾਂ ਹੋਂਦ ਵਿੱਚ ਆਇਆ ਸੀ ਪਰ ਉਦੋਂ ਤੋਂ ਹੀ ਸਮੱਸਿਆਵਾਂ ਦੀ ਦਲਦਲ ਵਿੱਚ ਫਸਿਆ ਹੋਇਆ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਹ ਪਹਿਲੀ ਵਾਰ ਹੈ ਕਿ ਕੋਈ ਮੁੱਖ ਮੰਤਰੀ ਸਰਹੱਦੀ ਖੇਤਰ ਵਿੱਚ ਆਇਆ ਹੈ, ਪਿਛਲੇ ਸਮੇਂ ਵਿੱਚ ਇੱਥੋਂ ਤੱਕ ਕਿ ਸਥਾਨਕ ਵਿਧਾਇਕਾਂ ਨੇ ਵੀ ਇਲਾਕੇ ਦੇ ਲੋਕਾਂ ਦੀ ਗੱਲ ਨਹੀਂ ਸੁਣੀ। ਉਨ੍ਹਾਂ ਆਸ ਪ੍ਰਗਟਾਈ ਕਿ ਸਰਹੱਦੀ ਜ਼ਿਲ੍ਹੇ ਦੇ ਮਸਲੇ ਹੁਣ ਜਲਦੀ ਹੱਲ ਹੋ ਜਾਣਗੇ।
ਇਸ ਦਾ ਜਵਾਬ ਦਿੰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਲੋਕਾਂ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਉਮੀਦ ਨਾਲ ਵੋਟਾਂ ਪਾਈਆਂ ਸਨ, ਜਿਸ ਕਾਰਨ ਹੁਣ ਸੂਬੇ ਵਿੱਚ ਤਬਦੀਲੀ ਦੀ ਹਨੇਰੀ ਵਗ ਰਹੀ ਹੈ ਅਤੇ ਉਹ ਇੱਥੋਂ ਦੇ ਲੋਕਾਂ ਵਿੱਚ ਬੈਠੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਲੋਕਾਂ ਨੂੰ ਹੁਣ ਖੱਜਲ-ਖੁਆਰੀ ਨਹੀਂ ਝੱਲਣੀ ਪਵੇਗੀ ਕਿਉਂਕਿ ਸੂਬਾ ਸਰਕਾਰ ਲੋਕਾਂ ਦੀ ਭਲਾਈ ਅਤੇ ਸੂਬੇ ਦੀ ਤਰੱਕੀ ਲਈ ਠੋਸ ਉਪਰਾਲੇ ਕਰ ਰਹੀ ਹੈ। ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਨਾ ਤਾਂ ਹਰ ਖਾਤੇ ਵਿੱਚ 15 ਲੱਖ ਰੁਪਏ ਦੇਣ ਦਾ ਵਾਅਦਾ ਕਰਦੇ ਹਨ ਅਤੇ ਨਾ ਹੀ ਪਾਣੀ 'ਤੇ ਬੱਸਾਂ ਚਲਾਉਣ ਦਾ ਵਾਅਦਾ ਕਰਦੇ ਹਨ ਪਰ ਜੋ ਗੱਲ ਕਹਿੰਦੇ ਹਨ, ਉਸ ਨੂੰ ਪੂਰਾ ਕੀਤਾ ਜਾਵੇਗਾ।
ਕਾਦੀਆਂ ਤੋਂ ਪਰਮਜੀਤ ਸਿੰਘ ਸੋਹਲ ਨੇ ਕਿਹਾ ਕਿ ਵਪਾਰੀ ਸੂਬੇ ਦੀਆਂ ਆਰਥਿਕ ਗਤੀਵਿਧੀਆਂ ਦੀ ਰੀੜ੍ਹ ਦੀ ਹੱਡੀ ਹਨ ਪਰ ਉਨ੍ਹਾਂ ਨੂੰ ਕੋਈ ਵੀ ਸਹੂਲਤ ਨਹੀਂ ਮਿਲਦੀ, ਖ਼ਾਸ ਕਰਕੇ ਕੁਦਰਤੀ ਆਫ਼ਤ, ਚੋਰੀ ਜਾਂ ਦੁਰਘਟਨਾ ਦੀ ਸਥਿਤੀ ਵਿੱਚ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਵਪਾਰੀਆਂ ਨੂੰ ਆਪਣਾ ਕੰਮ ਪੂਰੀ ਤਰ੍ਹਾਂ ਕਰਨ ਦਿੱਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ, ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪਹਿਲੀ ਵਾਰ ਕੋਈ ਮੁੱਖ ਮੰਤਰੀ ਉਨ੍ਹਾਂ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਸੁਣਨ ਲਈ ਆਇਆ ਹੈ।
ਇਕ ਹੋਰ ਵਪਾਰੀ/ਉਦਯੋਗਪਤੀ ਰਾਜਬੀਰ ਸਿੰਘ ਰੰਧਾਵਾ ਨੇ ਸੂਬੇ ਵਿੱਚ ਮਿਸਾਲੀ ਕੰਮ ਕਰਨ ਲਈ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਵਧਾਈ ਦਿੱਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਆਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਕਦੇ ਵੀ ਕਿਸੇ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਲੋਕਾਂ ਦੀ ਗੱਲ ਨਹੀਂ ਸੁਣੀ ਪਰ ਪਹਿਲੀ ਵਾਰ ਲੋਕਾਂ ਦੀ ਗੱਲ ਸੁਣੀ ਜਾ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਬਟਾਲਾ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਟਰੈਫਿਕ ਜਾਮ ਅਤੇ ਸੁਰੱਖਿਆ ਦੇ ਨਾਲ-ਨਾਲ ਕਸਬੇ ਵਿੱਚ ਜਨਤਕ ਆਵਾਜਾਈ ਪ੍ਰਣਾਲੀ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਦੇ ਮੁੱਦੇ ਵੀ ਉਠਾਏ। ਉਨ੍ਹਾਂ ਸ਼ਹਿਰ ਵਿੱਚ ਸਨਅਤੀ ਵਿਕਾਸ ਨੂੰ ਹੁਲਾਰਾ ਦੇਣ ਲਈ ਸੂਬਾ ਸਰਕਾਰ ਵੱਲੋਂ ਠੋਸ ਉਪਰਾਲੇ ਕਰਨ ਦੀ ਵੀ ਮੰਗ ਕੀਤੀ।
ਦੀਨਾਨਗਰ ਤੋਂ ਸਤਵਿੰਦਰ ਸਿੰਘ ਗੋਲਡੀ ਨੇ ਕਿਹਾ ਕਿ ਪਿਛਲੇ 35 ਸਾਲਾਂ ਵਿੱਚ ਕਿਸੇ ਨੇ ਵੀ ਆਮ ਆਦਮੀ ਦੀ ਪਰਵਾਹ ਨਹੀਂ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਹੁਣ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਠੋਸ ਯਤਨਾਂ ਨਾਲ ਪੰਜਾਬ ਬੇਮਿਸਾਲ ਵਿਕਾਸ ਅਤੇ ਤਰੱਕੀ ਦੇ ਨਵੇਂ ਦੌਰ ਦਾ ਗਵਾਹ ਹੈ। ਉਨ੍ਹਾਂ ਮੰਗ ਕੀਤੀ ਕਿ ਹੱਥੀਂ ਖੁਦਾਈ ਕਰਨ ਦੀ ਬਜਾਏ ਮਸ਼ੀਨਾਂ ਨਾਲ ਤਿੰਨ ਫੁੱਟ ਤੱਕ ਮਿੱਟੀ ਦੀ ਪੁਟਾਈ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਦਿੱਤੀ ਜਾਵੇ ਅਤੇ ਭੱਠਾ ਮਾਲਕਾਂ ਲਈ ਮਿੱਟੀ ਪੁੱਟਣ ਦੀ ਹੱਦ ਮੌਜੂਦਾ ਦੋ ਏਕੜ ਤੋਂ ਵਧਾ ਕੇ ਪੰਜ ਏਕੜ ਕੀਤੀ ਜਾਵੇ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਹੁਣ ਤੋਂ ਭੱਠਾ ਮਾਲਕ ਭੱਠਿਆਂ ਲਈ ਦੋ ਏਕੜ ਦੀ ਬਜਾਏ ਪੰਜ ਏਕੜ ਰਕਬੇ ਦੀ ਵਰਤੋਂ ਕਰ ਸਕਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਸਬੰਧੀ ਰਸਮੀ ਹੁਕਮ ਜਲਦੀ ਹੀ ਜਾਰੀ ਕਰ ਦਿੱਤੇ ਜਾਣਗੇ ਅਤੇ ਵਾਤਾਵਰਣ ਨੂੰ ਬਚਾਉਣ ਵਾਲੇ ਭੱਠਾ ਮਾਲਕਾਂ ਨੂੰ ਵੀ ਉਤਸ਼ਾਹਿਤ ਕੀਤਾ ਜਾਵੇਗਾ। ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਨੇ ਕਿਹਾ ਕਿ ਆਮ ਆਦਮੀ ਦੀ ਭਲਾਈ ਲਈ ਮਿੱਟੀ ਦੀ ਹੱਥੀਂ ਪੁਟਾਈ ਦੇ ਮੁੱਦੇ ਨੂੰ ਵੀ ਹਮਦਰਦੀ ਨਾਲ ਘੋਖਿਆ ਜਾਵੇਗਾ।
