Social Security, Women and Child Development and Social Justice, Empowerment and Minority Minister Dr. Baljit Kaur held a meeting with the officials of the department at her office in Civil Secretariat to formulate policies for the welfare of transgender persons.
During this meeting, Special Chief Secretary Social Security, Women and Child Development Mrs. Raji P. Srivastava, Additional Chief Secretary Social Justice, Empowerment and Minorities Mr. D.K Tiwari, Director of Social Security, Women and Child Development Dr. Shena Aggarwal, Special Secretary Mrs. Vimmi Bhullar, Director-cum-Joint Secretary, Department of Social Justice, Empowerment and Minorities Mr. Raj Bahadur Singh and Deputy Director of Social Security, Women and Child Development Amarjit Singh Bhullar engaged in a detailed discussion regarding the formulation of policies for the welfare of transgender persons.
The Cabinet Minister said that the aim of these policies is to create an environment of respect, dignity and support for transgender persons. She said that policies will be formulated by the Punjab Government to prevent discrimination against these individuals and to establish an equitable and supportive environment for the transgender community.
She mentioned that efforts are being made by the Punjab Government, led by Chief Minister Bhagwant Singh Mann, to improve the lives of transgender people. Dr. Baljit Kaur directed the officials to conduct inter-deparmental meetings with the Health Department, Home Department, Finance Department and NGOs to formulate policies for the welfare of transgender persons.

ਇਸ ਮੀਟਿੰਗ ਦੌਰਾਨ ਵਿਸ਼ੇਸ਼ ਮੁੱਖ ਸਕੱਤਰ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ, ਇਸਤਰੀ ਤੇ ਬਾਲ ਵਿਕਾਸ ਸ੍ਰੀਮਤੀ ਰਾਜੀ ਪੀ.ਸ੍ਰੀਵਾਸਤਵਾ, ਵਧੀਕ ਮੁੱਖ ਸਕੱਤਰ ਸਮਾਜਿਕ ਨਿਆਂ, ਅਧਿਕਾਰਤਾ ਅਤੇ ਘੱਟ ਗਿਣਤੀ ਸ੍ਰੀ ਡੀ. ਕੇ ਤਿਵਾੜੀ, ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ, ਇਸਤਰੀ ਤੇ ਬਾਲ ਵਿਕਾਸ ਦੇ ਡਾਇਰੈਕਟਰ ਡਾ. ਸ਼ੇਨਾ ਅਗਰਵਾਲ, ਵਿਸ਼ੇਸ਼ ਸਕੱਤਰ ਸ੍ਰੀਮਤੀ ਵਿੰਮੀ ਭੁੱਲਰ, ਸਮਾਜਿਕ ਨਿਆਂ, ਅਧਿਕਾਰਤਾ ਅਤੇ ਘੱਟ ਗਿਣਤੀ ਵਿਭਾਗ ਦੇ ਡਾਇਰੈਕਟਰ-ਕਮ-ਸੰਯੁਕਤ ਸਕੱਤਰ ਸ. ਰਾਜ ਬਹਾਦਰ ਸਿੰਘ ਅਤੇ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ, ਇਸਤਰੀ ਤੇ ਬਾਲ ਵਿਕਾਸ ਦੇ ਡਿਪਟੀ ਡਾਇਰੈਕਟਰ ਸ. ਅਮਰਜੀਤ ਸਿੰਘ ਭੁੱਲਰ ਨਾਲ ਟਰਾਂਸਜੈਂਡਰ ਵਿਅਕਤੀਆਂ ਦੀ ਭਲਾਈ ਲਈ ਨੀਤੀਆ ਉਲੀਕਣ ਸਬੰਧੀ ਵਿਸਥਾਰ ਵਿੱਚ ਵਿਚਾਰ ਵਟਾਂਦਰਾ ਕੀਤਾ ਗਿਆ।
ਕੈਬਨਿਟ ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਇਹਨਾਂ ਨੀਤੀਆਂ ਦਾ ਉਦੇਸ਼ ਟਰਾਂਸਜੈਂਡਰ ਵਿਅਕਤੀਆਂ ਲਈ ਆਦਰ, ਸਨਮਾਨ ਅਤੇ ਸਮਰਥਨ ਦਾ ਮਾਹੌਲ ਪੈਦਾ ਕਰਨਾ ਹੈ। ਉਨ੍ਹਾ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਇਹਨਾਂ ਵਿਅਕਤੀਆਂ ਵਿਰੁੱਧ ਵਿਤਕਰੇ ਨੂੰ ਰੋਕਣ ਸਬੰਧੀ ਅਤੇ ਟਰਾਂਸਜੈਂਡਰ ਭਾਈਚਾਰੇ ਲਈ ਬਰਾਬਰੀ ਵਾਲਾ ਅਤੇ ਸਹਾਇਕ ਮਾਹੌਲ ਸਿਰਜਣ ਆਦਿ ਲਈ ਨੀਤੀਆਂ ਉਲੀਕੀਆਂ ਜਾਣਗੀਆਂ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਟਰਾਂਸਜੈਂਡਰ ਵਿਅਕਤੀਆਂ ਦਾ ਜੀਵਨ ਸੁਖਾਲਾ ਬਣਾਉਣ ਲਈ ਯਤਨ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। ਡਾ. ਬਲਜੀਤ ਕੌਰ ਨੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸਿਹਤ ਵਿਭਾਗ, ਗ੍ਰਹਿ ਵਿਭਾਗ, ਵਿੱਤ ਵਿਭਾਗ ਅਤੇ ਐਨ.ਜੀ.ਓ'ਜ਼ ਨਾਲ ਟਰਾਂਸਜੈਂਡਰ ਵਿਅਕਤੀਆਂ ਦੀ ਭਲਾਈ ਲਈ ਨੀਤੀਆ ਉਲੀਕਣ ਲਈ ਮੀਟਿੰਗ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ।

सामाजिक सुरक्षा, महिला एवं बाल विकास और सामाजिक न्याय, अधिकारिता और अल्पसंख्यक मंत्री डा. बलजीत कौर ने ट्रांसजैंडर व्यक्तियों की भलाई के लिए नीतियाँ बनाने के लिए विभाग के अधिकारियों के साथ सिवल सचिवालय स्थित अपने दफ़्तर में मीटिंग की।
इस मीटिंग के दौरान विशेष मुख्य सचिव सामाजिक सुरक्षा, महिला एवं बाल विकास श्रीमती राजी पी. श्रीवास्तवा, अतिरिक्त मुख्य सचिव सामाजिक न्याय, अधिकारिता और अल्पसंख्यक श्री डी. के तिवारी, सामाजिक सुरक्षा, महिला एवं बाल विकास के डायरैक्टर डा. शेना अग्रवाल, विशेष सचिव श्रीमती विम्मी भुल्लर, सामाजिक न्याय, अधिकारिता और अल्पसंख्यक के डायरैक्टर- कम- संयुक्त सचिव स. राज बहादर सिंह और सामाजिक सुरक्षा, महिला एवं बाल विकास के डिप्टी डायरैक्टर स. अमरजीत सिंह भुल्लर के साथ ट्रांसजैंडर व्यक्तियों की भलाई के लिए नीतियाँ बनाने सम्बन्धी विस्तार में विचार-विमर्श किया गया।
कैबिनेट मंत्री ने बताया कि इन नीतियों का उद्देश्य ट्रांसजैंडर व्यक्तियों के लिए आदर, सम्मान और समर्थन का माहौल पैदा करना है। उन्होंने बताया कि पंजाब सरकार की तरफ से इन व्यक्तियों के विरुद्ध भेदभाव को रोकने सम्बन्धी और ट्रांसजैंडर भाईचारे के लिए एक समान और सहायक माहौल सृजन करने आदि के लिए नीतियाँ बनाईं जाएंगी।
उन्होंने कहा कि मुख्यमंत्री भगवंत सिंह मान के नेतृत्व वाली पंजाब सरकार द्वारा ट्रांसजैंडर व्यक्तियों का जीवन आसान बनाने के लिए यत्न किये जा रहे हैं। डा. बलजीत कौर ने अधिकारियों को स्वास्थ्य विभाग, गृह विभाग, वित्त विभाग और एन. जी. ओज़ के साथ ट्रांसजैंडर व्यक्तियों की भलाई के लिए नीतियाँ बनाने के लिए मीटिंग करने के निर्देश दिए।
