Secretary, Planning Development & Monitoring Department (PD&MD), Dr. Raghav Langer, today conducted extensive visit of Ganderbal district and reviewed progress on various development projects under implementation in the district.

In this regard, Secretary convened a review meeting in which all district and sectoral officers were present. While taking department wise review, Secretary directed all the officers to work in tandem so that all set targets under various schemes are achie ed in timely manner.

DDC presented a detailed profile about development scenario of the district through a power point presentation. Secretary was apprised of the initiatives started by the district administration to achieve 100 per cent enrolment of out of school children. 

He asked to start bridge classes for the newly enrolled students under Mashal-e-Gaash programme, an initiative by the district administration to achieve cent percent literacy rate in the district. 

He directed the officers to focus on learning outcomes for improvement of education standards at various levels in light of New Education Policy. He stressed upon all the officers to further improve the service delivery mechanism in order to provide quality services to the common people. 

He asked the District Social Welfare Officer to conduct door to door campaign to make common people aware about the welfare schemes launched by the government. He also asked for displaying the help line numbers at main places so that the needy people can seek help from the departments as and when required. 

Raghav Langer directed Superintending Engineer, Jal Shakti, Circle Ganderbal, to expedite the pace of work on approved Water Supply Schemes. He also asked for ensuring coverage of left out households under JJM. 

Secretary asked the officers of agriculture and allied sectors to put in all efforts for increasing the productivity and ensuring market linkages in order to benefit the farming community. 

He directed the Chief Animal Husbandry Officer, Ganderbal, to coordinate with NRLM for formulation of dairy collection centres by registered Self Help Groups. 

While reviewing Fisheries department, Secretary was informed that two units under FIDF (Fisheries Infrastructure Development Fund) are in progress in the district, one unit namely K2 Aquaculture (RAS) has been sanctioned for Rs. 47.00 crore while another unit with the project cost of Rs. Rs. 7.00 crore is likely to be sanctioned soon.

He was apprised that the Trout Fish production, after the completion of the projects, is expected to increase by 1000 tonnes per annum in the district. 

It was informed in the meeting that Ganderbal has been ranked as number one district in J&K in implementation of PMMSY scheme and efforts will be geared up to maintain the status and make the district capable of exporting regular consignments of frozen Rainbow Trout to various countries.

While assessing National Rural Livelihood Mission, Secretary directed the officers to provide suitable space for establishment of Rural Haat on permanent basis at each block headquarter and two District Headquarters. 

He asked to explore the possibility for establishment of e-platforms to strengthen e-commerce mechanism. Secretary also reviewed progress under District Capex Budget, Languishing Programme and BTV. He was informed that against the availability of Rs 10769.11 lakh, Rs 9414. 92 lakh (87.43 %) have been utilized under District Capex Budget upto ending January, 2023. 

Out of 762 works targeted for the current fiscal, 602 works have been completed, so far. Similarly, under languishing Programme, against approved 75 schemes 29 have been completed till date. 

With regard to Back to Village, 132 works under B2V1 and 222 works under B2V2/B2V3 have been completed. Secretary congratulated the district administration for District Development Commissioner for getting award at UT level. .

Later, Secretary inspected development projects like construction of accommodation for Migrant employees coming up at Baba Deryadin and Wandhama Ganderbal besides Wayil bridge being constructed over Sindh Nallah.

During the inspection of transit accommodation being constructed at Wandahama with a cost of Rs 23.04 crore, Superintending Engineer, R&B Circle Ganderbal has assured that four blocks shall be completed by end of February, 2023 and one block will be completed by end of March,2023 while the remaining blocks shall be completed by Sept, 2023.

Later, Secretary inspected the Transit accommodation being constructed at Bab-Daryadin with a cost of Rs 23.4395 crore, SE R&B Circle Ganderbal informed that out of 12 blocks seven are at truss level and 5 are at roof level. 

He assured that eight blocks shall be completed by ending July, 2023. Secretary directed the Chief Planning Officer to hold weekly review on progress made in respect of both the transit accommodations and ensure that projects shall be completed within the stipulated time lines.
