MP Cabinet Approves 9 Landmark Bills Ahead of Assembly Session

The Madhya Pradesh Cabinet, chaired by Chief Minister Mohan Yadav, has approved nine significant Bills during its meeting at Jagdishpur near Bhopal, setting the stage for a transformative monsoon session of the Legislative Assembly beginning July 20.

The decisions made during the special cabinet meeting marked a sweeping legislative agenda, with reforms spanning civil law, education, industry, labour, and public welfare. Foremost among these is the "Madhya Pradesh Uniform Civil Code Bill, 2026", which introduces a unified framework governing marriage, divorce, adoption, and inheritance across religions.

The Bill mandates registration of live-in relationships and ensures equal property rights for men and women, while exempting tribal communities from its ambit. This move places Madhya Pradesh among the few states to advance such a comprehensive civil reform.

Equally pivotal is the "Private Universities (Establishment and Operation) Amendment Bill, 2026". The Cabinet has relaxed stringent land requirements, replacing the 25-acre minimum with a flexible “adequate land” criterion. This change allows universities to be established within or near city limits, enabling multi-storey campuses and aligning with the New Education Policy’s emphasis on modern curricula.

The reform is expected to spur private investment in higher education and expand access for urban students. The "Ease of Doing Business Act, 2026" has also been strengthened with the creation of a dedicated EoDB Secretariat under the MP Industrial Development Corporation.

This single-window system will streamline approvals for new industries, with investors receiving a “Letter of Establishment” based on self-declaration. Notably, the Pollution Control Board certificate requirement at the initial stage has been waived, cutting months of procedural delays.

Education reforms extend further with the "MP Private Coaching Institutes (Registration and Regulation) Bill, 2026". It prohibits enrollment of students below Class 11, mandates registration of institutes, and enforces strict rules against misleading advertisements.

Fee refunds for dropouts must be processed within ten days, ensuring accountability in the booming coaching sector. Labour reforms have been introduced through the "MP Labour Code, 2026", which consolidates six outdated laws into a unified code aligned with central legislation.

It permits 24/7 operations in theatres and restaurants under a three-shift system and eliminates mandatory inspector verification for new establishments, promoting flexibility and efficiency. Other approved bills include the "Madhya Pradesh Highways (Amendment) Bill, 2026", the "Madhya Pradesh Repeal Bill, 2026", the "Fire Act, 2026", and the "Dhanvantari Health University Bill".

Also, amendments to the Panchayat Raj and Cess Acts will exempt rural property registrations under the Swamitva Yojana from levies, easing burdens on villagers. Together, these nine Bills reflect the Cabinet’s intent to modernise governance, simplify regulations, and expand opportunities across sectors.

The monsoon session promises to be one of the most consequential in recent years, with Madhya Pradesh positioning itself at the forefront of legislative innovation.
