Madan Lal Sharma Member Parliament Jammu Poonch Constituency while addressing a Public meeting at Bishnah asked the District and Sectoral officers to consult Sarpanchs for developing village level plans.  He said State Government has already given a clear cut direction in this regard, but unfortunately things are not implemented. He emphasized that Planning should be from bottom to top and not from top to bottom as only panchayats know what are the genuine and priority areas of work in the Villages.  He expressed dissatisfaction over the implementation of BADP scheme. He felt that funds of border people are not reaching them instead are used for vested interests.  He directed the officers to implement BADP guidelines in its full letter and spirit. MP also termed the issues of Refugees as genuine and appealed the State Government to resolve them on top priority.  He said GOI is ready for one time settlement of all pending issues and what is required, is push from the State Government.  He appealed the State Government to settle issues which they can at their own like voting rights and issuance of State Subject to West Pak Refugees, rest one time settlement to 1947, 1965,1971 to be jointly done by State and Centre Government. Later while addressing Public meetings at Dablarh and Sainik Colony Mr. Sharma demanded package for the Border people which should include recruitment of unemployed youths on 8th basis and insurance to life, property and crops of the border people.MP also appealed the Government to remove VAT from Canteen items to facilitate Ex-Soldiers and their families who have rendered meritorious services to the Nation while guarding Border and fighting militancy to make us live safe.Prominent among present on the occasion and spoke included Shashi Sharma, Chaman Lal , Rajesh Bitto, Sunita,  Dr. Ripu Daman Sharma, Dr. Khem Raj Sharma,Sh.
