The meeting of Committee on Subordinate Legislation of Jammu and Kashmir Legislative Assembly was held under the Chairmanship of MLA, Bashir Ahmad Dar here today.Legislators, Mubarak Gul, Mushtaq Ahmad Shah, Altaf Ahmad Wani, Dr. Gagan Bhagat, Dr. Krishan Lal, Abdul Rahim Rather and Choudhary Qamar Hussain attended the meeting and gave their valuable suggestions to improve the working of the Subordinate Legislation Committee.The Committee held threadbare discussion on various issues related to the Service Rules, Laws and Acts pertaining to different departments which are pending before the Committee. It directed the Commissioner/Secretary to Government, Power Development Department to amend the necessary recruitment rules which apply harshly in the way of next promotions of the lower rung staff.
The Committee directed the department to take necessary measures to remove the bottlenecks in the stagnation of different categories of the employees in the department so that they get the timely opportunities for the promotion to the next grades. The panel observed that recruitment rules should be employees friendly which must safeguard the interests of all categories so that they get appropriate boost in their moral to deliver better.Commissioner/Secretary PDD briefed the Committee about the activities of the department and the measures taken by the department with regard to the proposals for amending various Recruitment Rules, Laws and Acts.
