All Parties Huriyat Conference today condemned the slapping of Public Safety Act (PSA) on the incarcerated Tehreek-e-Huriyat (TeH) leaders Mohammad Rustum Bhat, Mohammad Yusuf Bhat and shifting Molana Sarjan Barkati to central jail Srinagar. Huriyat while lashing at state authorities for their callous and insensitive policy against detainees, said that it is quite heartless and illogical.Huriyat in its statement expressed its displeasure over the silence maintained by World Red Cross, ICRC and international organisation for human rights, said that their negligence towards detainees is heartening. Huriyat said that they failed to oblige their duties and nor they are taking any effective step to check senseless detention of innocent citizens.Huriyat spokesman, Ayaz Akbar said that septagenarian TeH leader, Mohammad Rustum Bhat and Mohamnad Yusuf Bhat were arrested during people’s uprising in 2016. Bhat have been serving detention under PSA in district Jail Baramulla. Bhat was granted bail in all the cases registered against him but today was again slapped another PSA to prolong his detention,” spokesman said in a statement.

In December 2016, the PSA of Mohammad Rustum Bhat was quashed by court, while as Mouhamad Yusuf Bhat remained in Kot Bhalwal jail for six months. Spokesman said that after being bailed out by court, there was no justification to detain them, however police authorities instead of obeying court orders, repeatedly shifted them to several police stations. Today second PSA was slapped against these elderly leaders and shifted to Kupwara sub-jail Spokesman said that Molana Sarjan Barkati was arrested in October 2016, in Shopian. PSA was slapped and he was shifted to Kot Bhalwal Jail. Though state judiciary bailed out him from all charges, but instead of honouring court verdict he was rearrested and again shifted to Srinagar central jail. During detention, his condition deteriorated, however he was denied any medical facility nor he was released to facilitate specific treatment, said spokesman.Referring to Tehreek-e-Huriyat activist, Ab Majid (Logripora Sopor), spokesman said that police declared him proclaimed offender and since then he left his residence & was living   somewhere at another place. 

Police raided his residence, harassed inmates and seized his property, said spokesman.On 14th March, he appeared in lower court and court in its judicial remand asked authorities to lodge him in jail, however police handed over him to SOG, where he was subjected to third degree torture and his condition deteriorated. Later he was shifted to police station Sopor in serious condition state.Spokesman said that Muneeb Ahmad, Javed Ahmad, Manzoor Ahmad & Mumtaz Ahmad, all from Jammu province are presently languishing in Udhampor jail, are ill-treated and harassed on one pretext or the other. They are provided with sub-standard food and no medical facility is being provided to them, said spokesman.Spokesman said that as per jail manual all prisoners are to be provided with suitable facilities, however we are receiving disturbing reports from various detention centres and jails, saying all facilities are denied to them.In an appeal to ICRC, Amnesty International and international organisation for human rights, Geelani impressed to take their cognizance and use influence for immediate release of all detainees
