Hundreds of Talwara Migrants including old, young, women and children resorted to one day dharna at Talwara.  Prof. Bhim Singh, Founder of Panthers Party along with several senior JKNPP leaders including its General Secretary Ms. Anita Thakur, Secretary Mr. Balwan Singh, District General Secretary Mr. Bashir Ahmad, President Talwara Migrants Action Committee Mr. Jagdev Singh and others.Each migrant who spoke strongly condemned the government for treating them as slaves and C-class citizens.  The members of the Talwara Migrants Action Committee appealed Prof.Bhim Singh to get them justice which has been denied to them only because they are from Jammu.  In a memorandum submitted to Prof. Bhim Singh they wanted to know why Rs.400 for Jammu migrant and Rs.2500 for Kashmir migrant.  Rs. 1600 per family for Jammu migrant where as Rs. 10,000 for Kashmiri Migrant family. There are all facilities for Kashmiri Migrants including free education, free medical treatment, free ration where as Jammu migrants have been deprived of all such facilities. They said that all Kashmiri Migrants children are given free education and free admission in all professional colleges and jobs where as the Jammu migrants have been deprived of such facilities. They said that criminal cases have been filed in courts against Jammu migrants though they were assaulted, beaten and arrested by the police on August 7, 2007. 

Prof. Bhim Singh warned Modi and Mufti governments of serious consequences if Jammu migrants are not given relief according to the judgment of the Supreme Court dated July 13, 2006.  The Supreme Court had ordered both the governments to provide the relief to all Jammu migrants at par with Kashmiri migrants. Besides the Court directed the governments to pay entire arrears of Rs. 21 crores to the Jammu migrants who had not been, admittedly, paid from 2004 to 2006. Prof. Bhim Singh regretted that the Supreme Court direction to the High Court to initiate contempt proceedings against the two governments.  The High Court of J&K had directed the J&K government to implement SC order.  This order was made in 2009. Prof. Bhim Singh felt sad that the High Court has not been able to proceed further in the case. Prof. Bhim Singh warned Modi and Mufti governments, that all the migrants with their children and families shall march from Jammu to Delhi to protest outside the residence of the Prime Minister in Delhi.  He gave ultimatum to the government, “Give justice before December 15, 2015 or face the consequences”.
