The State Government today ordered implementation of the new recruitment policy which has been named as “Fast-track Recruitment in Government Departments.” As per the new policy the recruitment against all the vacant posts referred to the recruiting agencies shall have to be completed within four months.Announcing this at a press conference here today, Minister for Education, Naeem Akhtar, said as per the new policy, the appointments would be on regular basis. The new appointees would be, however, paid basic minimum pay (Pay Band+Grade Pay) during the first five years of service.

He said the persons appointed under the new policy shall be entitled to annual increments, dearness allowance, house rent and city compensatory allowance after successful completion of the five years service on consolidated salary. They will be, however, entitled to the benefits under the medical attendance rules and leave rules from the date of their initial appointment.

He said the placement in regular scale of pay would be subject to assessment of the performance of the appointee. However, he said, the seniority would be fixed taking into account the five years service rendered by the officer/official.Mr Akhtar, who is also the State Government spokesman, said the new appointees shall have to necessarily serve in their native place for five years in case of general candidates and for seven years in case of appointees from RBA, LoC and LAC categories. The Minister said all the fast-track recruitments would be made through existing institutions like Services Selection Board (SSB) and Public Service Commission (PSC). He said in case of SSB, each district would be assigned to a member and the Board would be strengthened by deputing more members to it.He said the full Public Service Commission (PSC) with strength of nine members would be also in place shortly.He said there will be no compromise on the method of recruitment and all procedural formalities like advertisement, written test, interview would be adopted for making selections. The Minister said it would be obligatory for the recruiting agencies to complete the selection process for the already referred vacancies within three months from the date of issuance of the policy (30 June 2015) and complete selection process of the posts to be referred to these agencies within a period of four months from the date of such reference.He said it shall be also obligatory on all the departments to refer the existing vacancies and also the vacancies the vacancies that would accrue during the current year to the concerned selection agencies within a period of one month from the date of issuance of this policy.
