District Development Commissioner Kathua Ramesh Kumar today asked the revenue department to adopt transparent and systematic delivery system for providing hassle free services to the people.He issued these instructions while chairing a meeting convened to review functioning of Revenue Department. The DDC stressed upon strict compliance to the provisions of the Public Service Guarantee Act, 2011 and Right to Information Act, 2009 while disposing off the applications in this regard.He also asked the government functionaries to maintain proper record of the disposed cases under both provisions. He directed the Tehsildar to give checklist to the applicants while entertaining their applications related to PRC, RBA Certificate, and Income Certificate etc.The DDC also directed to set up ‘Single Window System’ at tehsils level offices and make all necessary arrangements to make these functional at an earliest. He also directed SDM/ Tehsildars to submit daily report about number of applications received for PRCs, RBA Certificates, and Income Certificates etc. for further submission to higher authorities till Online Tracking Facility is set up.  He further directed them (SDM/ Tehsildars) to lay thrust upon the monitoring of services being provided by the revenue department at all levels. 

Displaying of names along with mobile numbers of APIO/PIO of concerned revenue office shall be widely publicized and circulated for the convenience of the information seekers, the DDC added. The DDC also passed instructions to all revenue officers to fix monthly targets regarding removal of encroachments from state, kahcharai and other common lands and furnish fortnightly progress to the DDC office.   In a strong message to revenue officials working in the field, the DC said that the Tehsil heads will be held responsible for any delay in delivery of services. He asked the Tehsildars to ensure that all the Patwaris remain present at designated office of their Patwar halqas on two notified days i.e Monday and Thursday every week. During the meeting, the DDC also called for expediting the land acquisitions process, disbursement of final award under PMGSY and other important projects in the district. He also directed SDM’s / Tehsildars to inspect Patwar Halqas of their respective areas and display the name and telephone numbers of patwaries in their offices. “Naib Tehsildar, Girdawars and Patwaries have to submit self certified report that no encroachment of khacharai, common and state land besides conversion of agriculture land has taken place in their jurisdiction”, directed the DDC.Other issues discussed in the meeting included timely submission of tour diaries and work done report.

 Later the DC chaired a meeting to discuss the District Disaster Management Plan and its implementation for effective and efficient disaster management in the district.

 The meeting discussed the strategies, human and material resources available in the district and responsibilities of various stakeholders at the time of any eventuality.

Preparations for measures such as evacuation, search and rescue, establishment of temporary shelters, distribution of food, drinking water, clothing, health and sanitation, communication accessibility and public information were thoroughly discussed in the meeting.“Coordination between Ranjit Sagar Dam Authorities and district administration to make early warning and timely communication shall be ensured for better response”, the DC asserted.The DDC emphasized on the importance of encouraging people for voluntary services during   disasters. He reviewed the preparedness of agencies like Red Cross, Civil Defence and home guards. Many valuable suggestions related to management of blood banks, first aid kits, provision of rescue van etc. were put forward by these agencies. The DDC also exhorted upon the representatives of civil defence to organize frequent camps to impart training to the volunteers.ADDC Kathua Manmohan Singh, ASP Kathua Khaleel Poswal,  ACR Kathua Atul Gupta, Sub Divisional Magistrates of respective Sub Divisions, Tehsildars, Naib Tehsildars, BDOs, officers of line departments, Representatives of Civil Defence, Red Cross, Fire & Emergency services were also present in the meeting.
