The Haryana Government has accelerated its efforts towards digital transformation and administrative reforms in the revenue sector by initiating a comprehensive capacity-building programme for revenue officials across the state and launching a special drive for the disposal of pending demarcation cases. 

Simultaneously, preparations are in the final stages for the rollout of Paperless Registration 2.0, a next-generation digital registration platform that will significantly enhance citizen services and governance efficiency. To ensure a seamless transition, the migration from Paperless Registration 1.0 to 2.0 will be carried out in a phased, district-wise manner, ensuring uninterrupted service delivery and minimal inconvenience to citizens.

Giving details, Financial Commissioner Revenue and Disaster Management Department, Dr. Sumita Misra, said that Paperless Registration 2.0 has been designed as an advanced digital framework to modernize the registration ecosystem through end-to-end online processing with zero physical paperwork. 

The platform will enable online submission of applications, digital document uploads, Aadhaar-based authentication, e-signatures, online fee payment, real-time verification, secure data storage, and automated workflow management.

She said the system will substantially reduce citizens' dependence on physical visits to government offices, minimize manual intervention, improve transparency and accountability, and ensure faster service delivery. The initiative is expected to strengthen governance efficiency while promoting ease of doing business and providing a seamless, citizen-centric registration experience.

To ensure smooth implementation of the upcoming platform, the department has prepared detailed Standard Operating Procedures (SOPs) and user manuals covering all operational modules. A statewide training programme is currently being conducted through video conferencing for revenue officers and field functionaries across all districts.

In addition, every district has identified and trained Master Trainers who will support officers and staff in adopting the new digital processes. Senior officials informed that the training exercise is expected to be completed within a week, creating a strong foundation for the successful rollout of Paperless Registration 2.0 and other digital revenue reforms at the grassroots level.

Dr. Misra emphasized that strengthening digital capabilities among Patwaris, Kanungos and other revenue personnel is critical for ensuring uniform implementation of reforms and eliminating procedural bottlenecks in field operations.Meanwhile, the department has launched a 10-day special campaign across all districts for the disposal of pending demarcation cases. 

The drive aims to provide time-bound services to citizens, improve service delivery standards, and reduce the backlog of land-related disputes and applications.As part of the campaign, district administrations have been directed to expedite the processing of pending cases and closely monitor progress. 

In a significant administrative measure, the department has also decided that demarcation applications for which approval has been granted but the prescribed fee has not been deposited within 15 days will be automatically discarded. Officials stated that this step will help remove inactive cases from the system, improve efficiency, and ensure that administrative resources are focused on genuine and active applications.
