At a time when rising healthcare costs are placing increasing financial pressure on households, the Bhagwant Mann Government’s Mukh Mantri Sehat Yojana (MMSY) is emerging as a comprehensive and affordable healthcare protection scheme, offering several advantages over conventional private health insurance policies.

Highlighting the impact of the scheme, Health and Family Welfare Minister Dr Balbir Singh said, “The Mukh Mantri Sehat Yojana has provided treatment to more than 2,26,822 patients through 3,65,340 treatment procedures worth ₹632.50 crore within five months of implementation.

While private health insurance remains an option for those seeking customised coverage, the Mukh Mantri Sehat Yojana has been designed to ensure that every eligible resident of Punjab receives access to quality healthcare without facing financial hardship.”

Sharing details, the Health Minister noted, “One of the biggest differences between private insurance and Mukh Mantri Sehat Yojana is the absence of premium payments. While private health insurance policies often require annual premium payments running into thousands of rupees and increasing with age, beneficiaries under Mukh Mantri Sehat Yojana receive healthcare coverage free of cost.”

He said the scheme provides access to more than 2,300 treatment packages, including cancer treatment, cardiac care, dialysis, intensive care services and other specialised procedures. Unlike private insurance plans, where the extent of coverage depends on the premium paid and policy selected, Mukh Mantri Sehat Yojana offers equal benefits to all eligible beneficiaries.

Another major advantage of the scheme is the immediate coverage available for pre-existing diseases. Private insurance companies generally impose waiting periods of two to four years for illnesses such as diabetes, hypertension and heart disease before treatment expenses can be claimed.”

“Under the Mukh Mantri Sehat Yojana, eligible beneficiaries can avail treatment from day one itself, irrespective of their previous medical history,” he said. The Health Minister said the scheme has proved particularly beneficial for senior citizens, who often face higher premiums and coverage restrictions under private insurance plans.

Under Mukh Mantri Sehat Yojana, elderly citizens receive the same healthcare benefits without any additional financial burden. Dr Balbir Singh further informed that treatment facilities under the scheme are available through a network of 850 empanelled hospitals, including private hospitals and government healthcare institutions across Punjab.

“Unlike reimbursement-based insurance systems, the Mukh Mantri Sehat Yojana provides a largely cashless and paperless treatment process, enabling beneficiaries to access healthcare services with minimal documentation and reduced administrative delays,” he added.

Comparing the two healthcare models, Dr Balbir Singh said private insurance plans may offer customised coverage and add-on benefits. “However, these policies often include exclusions, co-payments, sub-limits, waiting periods and age-linked premium increases, making them less affordable for many families.

Moreover, while private insurance coverage is largely concentrated among urban and financially better-off households, the Mukh Mantri Sehat Yojana is available to every eligible registered family in Punjab,” he added. “The Bhagwant Mann Government firmly believes that healthcare should not depend on a person’s financial capacity.

Through the Mukh Mantri Sehat Yojana, we are ensuring that quality healthcare remains accessible, affordable and available to every eligible citizen of Punjab,” he said. Dr Balbir Singh informed that more than 46.21 lakh health cards have already been registered under the scheme, covering nearly 22 lakh families across the state.

“The overwhelming response to the scheme demonstrates the growing need for universal healthcare protection and reflects the Punjab Government’s commitment to reducing out-of-pocket healthcare expenditure while strengthening access to quality medical treatment for all sections of society.

The government will continue expanding the reach of the Mukh Mantri Sehat Yojana to ensure that no family is forced to choose between healthcare and financial security,” he stated.
