Deadlock Ends on Bhalot, Jhajjar Canal Reconstruction as Consensus Reached with Farmers

Owing to the efforts of Haryana’s Irrigation and Water Resources Minister Shruti Choudhry, the long-standing deadlock over the reconstruction of the Bhalot Sub-Branch and Jhajjar Sub-Branch canals has been resolved. As a result of continuous dialogue and positive initiatives involving farmers, villagers, and officials of the Irrigation Department, an important consensus has been reached among all stakeholders, paving the way for the reconstruction work on both canals to resume with renewed momentum.

Shruti Choudhry said that the state government is committed to modernizing and strengthening the irrigation infrastructure while safeguarding the interests of farmers. She emphasized that the success of any development project is possible only when the sentiments, suggestions, and needs of local people are respected. Keeping this approach in mind, farmers’ concerns were heard seriously, and a mutually acceptable solution was reached through consultation with all stakeholders.

It is noteworthy that farmers and residents of several villages associated with the Bhalot and Jhajjar Sub-Branches had objected to the proposal of completely lining the canal bed with cement concrete. Farmers expressed concerns that such a measure could adversely affect groundwater recharge and disturb the region’s water balance. 

Taking these apprehensions into account, the Irrigation Department examined various technical alternatives and maintained a continuous process of dialogue with the stakeholders. In today’s meeting, farmers and villagers from Jouli-Lath, Tewri, Reethal, Chiri, Dhamar, Kiloi, Bohar, Makrauli, Maina, and nearby villages participated. 

Following detailed discussions, it was agreed that the canal bed would be developed with concrete lining up to a width of 10 feet, while block lining would be carried out in the remaining portion. Additionally, keeping in view the convenience and safety of farmers, stairways will be constructed between every two bridges, and ghats will be developed alongside each bridge.

Shruti Choudhry described the agreement as a positive example of effective coordination between farmers, local residents, and the department, and expressed gratitude to all stakeholders. She said that the decision is an important step towards maintaining a balance between development needs and public sentiments. 

On the one hand, it will strengthen the water-carrying capacity of the canals and improve irrigation facilities, while on the other hand, it will ensure that the concerns of farmers are duly addressed. The Irrigation Minister directed departmental officials to commence the reconstruction work on a priority basis and ensure its completion within the stipulated timeframe while maintaining high-quality standards. 

This, she said, will enable farmers in the region to benefit from improved irrigation facilities and provide a fresh boost to agricultural productivity.
