CM Nayab Singh Saini Increases Social Welfare Budget to ₹17,250 Crore

Haryana Chief Minister Sh. Nayab Singh Saini, while presenting a welfare-oriented, need-based and development-focused Budget for the Financial Year 2026-27 as Finance Minister, announced an increase in the Social Welfare Department’s allocation from ₹14,905.24 crore to ₹17,250.72 crore, marking a 15.74% rise.

The Chief Minister stated that the Lado Lakshmi Yojana was launched on September 25, 2025, on the birth anniversary of Pandit Deen Dayal Upadhyaya. Under the scheme, women aged 23 years or above from families with an annual income of less than ₹1 lakh are being provided financial assistance of ₹2,100 per month. So far, ₹634 crore has been transferred in four installments to the bank accounts of 9,22,452 beneficiary women.

Sh. Saini informed that due to this scheme, 13,602 families have moved above the annual income bracket of ₹25,000. As many as 1,53,284 families have progressed beyond the ₹25,000–₹50,000 income category, while 3,23,236 families have moved from the ₹50,000–₹75,000 bracket to the ₹75,000–₹1 lakh annual income category. Similarly, 4,94,998 families now have an annual income exceeding ₹1 lakh.

He clarified that none of these families have been deprived of any previously availed benefits such as Happy Cards or free ration. There is no limit on the number of eligible women in a family who can benefit under this scheme. The Chief Minister stated that currently, 54,785 families have two women beneficiaries, 6,330 families have three women beneficiaries, and 521 families have four women beneficiaries under the scheme.

He further said that from January 1, 2026, women belonging to families with annual incomes between ₹1 lakh and ₹1.80 lakh have also been made eligible for the ₹2,100 monthly benefit, provided their children have overcome malnutrition and reached normal health levels, or have secured more than 80% marks in Class 10 or 12 board examinations, or have achieved grade-level competency under the NIPUN Bharat Mission.

The Chief Minister announced an allocation of ₹6,500 crore for the Lado Lakshmi Yojana. He also informed that to provide home-based care and basic medical assistance to senior citizens in the state, 1,000 elderly caregivers will be trained. Additionally, Senior Citizen Welfare Clubs will be established.
