The Office of the Controller of Communication Accounts (CCA), Punjab Telecom Circle — a field unit of the Ministry of Communications, Department of Telecommunications, Government of India — celebrated its Silver Jubilee, marking 25 years of dedicated service and institutional excellence. The celebration was graced by the Hon’ble Controller General of Communication Accounts (CGCA), Govt of India, Smt. Vandana Gupta, who attended as the Chief Guest. 

The event witnessed participation from senior dignitaries representing various Central Government offices located in Chandigarh, including the Office of Additional DGT, Department of Telecommunications; Bharat Sanchar Nigam Limited (BSNL), Punjab Circle; officers from the Government of Punjab; as well as departmental pensioners, family pensioners, staff members, and stakeholders such as Telecom Service Providers (TSPs) and Internet Service Providers (ISPs).

In his welcome address, Shri Vijendra Narain Tandon, Controller of Communication Accounts, Punjab, extended a warm welcome to the Chief Guest, Hon’ble CGCA Smt. Vandana Gupta, Shri Ajay Kumar Kararha, Chief General Manager Telecommunications (CGMT), and other distinguished guests, acknowledging their valuable presence at the commemorative occasion.

Delivering her inaugural address, Hon’ble CGCA, GoI, Smt. Vandana Gupta reflected on the remarkable journey of the organization since its inception in 2000 and its transformation into an institution of credibility, efficiency, and public trust. She lauded the department’s achievements, successful initiatives, and collaborative work culture that have shaped its growth and service delivery over the past two and a half decades.

Highlighting the Department’s commitment to technological advancement, she informed that the Department of Telecommunications launched the “SAMPANN” (System for Accounting and Management of Pension) software in 2018 for efficient and transparent pension disbursement to pensioners. She further announced that “SAMPANN 2” is on its way and will bring enhanced features for smoother pension processing and better user experience. 

Appreciating the work of CCA Punjab, she commended the office for its timely, transparent, and efficient disbursement of pensions and for maintaining high standards of service delivery and accountability. Addressing the gathering, Shri Ajay Kumar Kararha, CGMT, BSNL, congratulated CCA Punjab on achieving this important milestone and emphasized the importance of inter-departmental cooperation and solidarity. 

He acknowledged the role of the office in strengthening institutional efficiency and public service outcomes in the telecom sector. As part of the celebrations, the office felicitated various Pensioners’ Associations of Punjab in recognition of their valuable contributions.  The programme also featured a video presentation highlighting milestones, success stories, and photographs chronicling the organization’s 25-year journey. 

In keeping with the Government’s welfare approach, the office organized special facilitation stalls for pensioners, including counters for submission of Life Certificates, free health check-up, and awareness kiosks set up by the Cyber Cell of Chandigarh Police, India Post Payments Bank, Postal Life Insurance and My Stamp (Department of Posts), and Livasa Hospital, Mohali. Further, in collaboration with the Forest Department, UT Chandigarh, tree saplings were distributed among pensioners in support of the Hon’ble Prime Minister’s initiative — “Ek Ped Maa Ke Naam.”

The event concluded with a Vote of Thanks proposed by Dr. Mandeep Singh, Joint Controller of Communication Accounts, who expressed gratitude to the Hon’ble Chief Guest, dignitaries, participants, and organizing committee members for their presence, cooperation, and contribution in making the Silver Jubilee celebration a memorable and successful event.
