In a significant stride towards building a future-ready administration, the Chandigarh Administration & Capacity Building Commission (CBC) and Karmayogi Bharat formalized a powerful partnership.

A Memorandum of Understanding (MoU) has been signed today in the presence of the Chief Secretary, U.T., Chandigarh marking a shared commitment to elevate the skills, knowledge and effectiveness of Chandigarh’s public servants. The MoU signing ceremony was graced by a distinguished gathering of leaders and visionaries committed to the future of public administration.

Leading the Chandigarh Administration was Sh. Rajeev Verma, IAS, Chief Secretary of U.T., Chandigarh, Sh. Swapnil M. Naik, OSD Personnel, Sh. Ajay Chagti, IAS, Secretary Personnel and Sh. Akhil Kumar, Additional Secretary Personnel.​​

Representing the Capacity Building Commission was Ms. V. Lalithalakshmi, IAS, Secretary, Capacity Building Commission and CEO, Karmayogi Bharat and Sh. Shyama Prasad Roy, Joint Secretary, Capacity Building Commission. Ms. Alka Mittal, Member Admin., Capacity Building Commission joined the ceremony through VC.​​

Further in a landmark move to strengthen public administration and governance in the region Mahatma Gandhi State Institute of Public Administration (MGSIPA) and Chandigarh Administration also signed a Memorandum of Understanding (MoU) on the same day. This collaboration marks significant step towards fostering innovation, capacity building and sustainable practices in public service delivery.

​​Representing the Mahatma Gandhi State Institute of Public Administration (MGSIPA), Punjab were Sh. Amit Dhaka, IAS, Director, MGSIPA, Sh. Gulshan, Executive Director, MGSIPA and Col. Dalbir Singh, GM (Training), MGSIPA.

​​Sh. Rajeev Verma expressed great enthusiasm for the partnership and stated that these MoUs are testament to our commitment for fostering a culture of continuous learning and improvement in public administration. We are excited to work hand in hand with the Capacity Building Commission and MGSIPA to empower our workforce, enhance service delivery and ultimately better serve the citizens of Chandigarh.​​

​​Ms. V. Lalithalakhshmi, IAS, Secretary and Sh. Gulshan, Executive Director, MGSIPA shared the sentiment & enthusiasm by adding that the Capacity Building Commission is proud to partner with the Chandigarh Administration. Together, they aim to create a robust framework for skill development and knowledge sharing that will not only meet the challenges of today but also set new benchmarks for governance in the future.

Sh. S.P. Roy, Joint Secretary, Capacity Building Commission has informed that the Capacity Building Commission has launched the Rashtriya Karmayogi Large Scale Jan Seva Program in September, 2024, a behavioural training initiative for Central Government employees. 

He has further desired that the Master Trainers be identified so that they may be trained (03 days training) by the Commission. W/Chief Secretary has desired to implement the same in Chandigarh Administration also before 15.08.2025.

​​Ms. Alka Mittal, Member Administration, Capacity Building Commission attended the program virtually and appreciated the progress of Chandigarh Administration by mentioning that about 25,000 officials have been onboarded on iGOT platform & more than 1,00,000 course enrollments and more than 90,000 courses have been completed by them.
