Haryana leads in implementation of new Criminal Justice Laws

Achieves 82% conviction rate under New Criminal Laws

Haryana Chief Minister, Sh. Nayab Singh Saini, has been closely monitoring the progress of the implementation of the New Criminal Laws. He has provided continuous direction and support, ensuring the timely completion of various targets. Sh. Nayab Saini said that the implementation of these new laws, the Bharatiya Nyay Sanhita (BNS), Bharatiya Nagrik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA), will significantly improve the justice system, ensuring swift, transparent, and tamper-proof delivery of justice to common citizens across the nation.

In a recent review at the Ministry of Home Affairs, Haryana was commended on its efforts and appreciated for the progress made in all the verticals, i.e. police, prisons, prosecution, forensics and courts. The meeting, which was attended by Additional Chief Secretary (Home) Dr. Sumita Misra, DGP Haryana Sh. Shatrujit Kapur, DGP Prisons Mohd. Akil, ADGP Admin Sh. Sanjay Kumar, AIG Admin Sh. Himanshu Garg, Joint Secretary Home Smt. Radhika Singh and Director Prosecution Sh Sanjay Hooda, was chaired by the Union Home Secretary.

The Additional Chief Secretary (Home), Dr Sumita Misra has been regularly conducting review meetings with various stakeholders to ensure the effective implementation of the new laws across the state. Dr. Misra said that the Government has been committed to the implementation of the New Criminal Laws in letter and spirit in Haryana. 

She highlighted various achievements such as 100% mapping of prisons with courts and citizen centric provisions like establishment of video conferencing facilities for witness examination at more than 2000 locations across all districts in Haryana. She mentioned that the MedLeaPR app which links hospitals and police electronically for medico-legal reports, was pioneered by Haryana and has been functioning successfully in the state for the past 12 years.

Further, she informed that a high conviction rate of 82% has been achieved under the New Criminal Laws. The provisions of plea bargaining and trial in absentia are being implemented and 100% training and capacity building has been carried out across all the verticals. 

In addition, the Inter-Operable Criminal Justice System (ICJS) dashboard has been fully integrated with CCTNS, e-prosecution, and other digital tools.
