Chief Minister Thakur Sukhvinder Singh Sukhu has called on the Central Government to adopt distinct norms for hilly States like Himachal Pradesh for sanctioning projects under Atal Mission for Rejuvenation and Urban Transport (AMRUT) Scheme, keeping in view the difficult terrain and topography.
He said that projects under AMRUT were sanctioned on the basis of population and the current population based criteria was unsuitable for Himachal Pradesh and needed to be relaxed to take maximum benefit under the Scheme.The Chief Minister was speaking during a meeting with Union Minister for Housing and Urban Affairs Manohar Lal in Himachal Bhawan, Chandigarh today.
He said that the recommendations of 15th Finance Commission should also be reviewed periodically as the cost of projects gets escalated overtime. He said that Himachal Pradesh was one of the best performing state under Pradhan Mantri Aawas Yojana (PMAY) and urged for funds to be released for PMAY-2 once the funds under PMAY-1 were fully utilized.
The Chief Minister urged the Central Government to amend the tender policy system, reducing the period from 60 days to 10 days to accelerate the pace of development works. He said that system monitoring was an important concept and focus should be laid on it.
The Chief Minister urged the Ministry of Power to allow one MW capacity solar systems with battery backups for border areas like Spiti to mitigate the hardships caused by snow and adverse weather. He said that Rs. 362 crore has been earmarked to ensure uninterrupted power supply in these areas.
It was informed in the meeting that clean cities of Himachal Pradesh may be declared Safai Mitra Surakshit Shehar, which would attract additional funding from the central government to enhance cleanliness efforts.Union Minister for Housing and Urban Affairs praised the performance of Himachal Pradesh and assured full support from the Union Government.
He said that a proposal of developing new township at Jathia Devi near Shimla has been received and was under process. He said that solid waste management plants may be set up in Municipal Corporations because big projects were not feasible in a small state like Himachal Pradesh.
He said that the concept of Sanjha Bazar should be explored in Himachal Pradesh so that Self Help Groups could sell their products at one place to earn their livelihood. The Union Minister suggested the state to increase power production and the state should ensure maximum utilization of running water to harness the hydropower.
Urban Development Minister Vikramaditya Singh, Additional Secretary MoHUA Satinder Pal Singh, Director AMRUT Gurjeet Singh Dhillon, Principal Secretary Urban Development Devesh Kumar, Director Gopal Chand and other senior officers of the Ministry and state government were also present in the meeting.

मुख्यमंत्री ठाकुर सुखविंद्र सिंह सुक्खू ने केन्द्र सरकार से हिमाचल जैसे कठिन भौगोलिक पहाड़ी राज्यों को अटल नवीकरण एवं शहरी परिवहन मिशन (अम्रुत) योजना के अंतर्गत परियोजनाओं को मंजूरी देने के लिए अलग मापदंड अपनाने का आग्रह किया है। उन्होंने कहा कि अम्रुत के तहत परियोजनाएं जनसंख्या के आधार पर स्वीकृत की जाती हैं लेकिन जनसंख्या आधारित मापदंड हिमाचल प्रदेश के लिए उपयुक्त नहीं हैं इसलिए इस योजना के अंतर्गत अधिकतम लाभ उठाने के लिए मापदंडों में ढील देने की आवश्यकता है।
मुख्यमंत्री आज चंडीगढ़ स्थित हिमाचल भवन में केन्द्रीय आवास एवं शहरी मामले मंत्री मनोहर लाल के साथ आयोजित बैठक के दौरान बोल रहे थे। उन्होंने कहा कि 15वें वित्त आयोग की सिफारिशों की भी समय-समय पर समीक्षा की जानी चाहिए, क्योंकि परियोजनाओं की लागत समय के साथ बढ़ती रहती है। प्रधानमंत्री आवास योजना के अंतर्गत हिमाचल प्रदेश सर्वश्रेष्ठ प्रदर्शन करने वाले राज्यों में एक है। प्रधानमंत्री आवास योजना-1 के अंतर्गत धनराशि का पूर्ण उपयोग होने के उपरांत प्रधानमंत्री आवास योजना-2 के लिए धनराशि प्राप्त होगी।
ठाकुर सुखविंद्र सिंह सुक्खू ने कहा कि प्रदेश सरकार ने प्लास्टिक के उपयोग पर पूर्ण प्रतिबंध लगाया है तथा इस पहल के ठोस परिणाम सामने आ रहे हैं। पंचायतों और गैर-सरकारी संगठनों ने प्लास्टिक के उपयोग से मानव जीवन पर पड़ने वाले हानिकारक प्रभावों के बारे में जागरूकता बढ़ाने में महत्वपूर्ण भूमिका निभाई है। विकास कार्यों को गति प्रदान करने के लिए उन्होंने केंद्र सरकार से टेंडर नीति प्रणाली में संशोधन कर टेंडर अवधि को 60 दिन से घटाकर 10 दिन करने का आग्रह किया।
ठाकुर सुखविंद्र सिंह सुक्खू ने केंद्रीय ऊर्जा मंत्रालय से स्पीति जैसे सीमावर्ती क्षेत्रों में बर्फबारी और प्रतिकूल मौसम के कारण होने वाली कठिनाइयों को कम करने के लिए बैटरी बैकअप के साथ एक मेगावाट सौर प्रणाली की अनुमति देने का आग्रह किया। उन्होंने कहा कि इन क्षेत्रों में निर्बाध विद्युत आपूर्ति सुनिश्चित करने के लिए 362 करोड़ रुपये का प्रावधान किया गया है।बैठक में बताया गया कि हिमाचल प्रदेश के स्वच्छ शहरों को सफाई मित्र सुरक्षित शहर घोषित किया जा सकता है, जिससे स्वच्छता प्रयासों को बढ़ाने के लिए केंद्र सरकार से अतिरिक्त धनराशि मिल सकेगी।
केंद्रीय मंत्री मनोहर लाल ने हिमाचल प्रदेश के प्रदर्शन की प्रशंसा की और केंद्र सरकार से पूर्ण सहयोग का आश्वासन दिया। उन्होंने कहा कि शिमला के निकट जाठिया देवी में नया शहर विकसित करने का प्रस्ताव प्राप्त हुआ है और इस पर काम चल रहा है। नगर निगमों में ठोस कचरा प्रबंधन संयंत्र स्थापित किए जा सकते हैं, क्योंकि हिमाचल प्रदेश जैसे छोटे राज्य में बड़ी परियोजनाएं संभव नहीं हैं। उन्होंने कहा कि हिमाचल में साझा बाजार के अवसर तलाशे जाने चाहिए ताकि स्वयं सहायता समूह एक ही स्थान पर अपने उत्पाद बेच सकें।
ऊर्जा मंत्रालय के कार्यों की समीक्षा करते हुए केंद्रीय मंत्री ने राज्य को बिजली उत्पादन बढ़ाने का सुझाव दिया क्योंकि राज्य में जल स्रोत प्रचूर मात्रा में हैं। उन्होंने कहा कि राज्य को जल विद्युत ऊर्जा का दोहन करने के लिए बहते पानी का अधिकतम उपयोग सुनिश्चित करना चाहिए।शहरी विकास मंत्री विक्रमादित्य सिंह, अतिरिक्त सचिव आवास एवं शहरी कार्य मंत्रालय सतिंदर पाल सिंह, निदेशक अमृत गुरजीत सिंह ढिल्लों, प्रधान सचिव शहरी विकास देवेश कुमार, निदेशक गोपाल चंद और केंद्रीय मंत्रालय तथा राज्य सरकार के अन्य वरिष्ठ अधिकारी भी बैठक में उपस्थित थे।
