Minister of State for irrigation & Water Resources, Dr. Abhe Singh Yadav, visited several villages in the Ambala and Kurukshetra districts along with officers from the Irrigation Department, where significant damage had occurred during the floods in 2023. He directed officers to ensure the safety of residents in these areas and to implement protective measures in crucial areas prone to flooding.
He also inspected various sites of the border dam of Tangri river along with the officers and also directed to clean and widen the drains so that flood water can be easily drained during the monsoon. Apart from it, he directed officers to strengthen all weak points of border dam near populated areas adjacent to the Tangri River.
He also visited the damaged sites in Jalbera and Jhansa and instructed officials to immediately undertake the cleaning of the Markanda River at the departmental level.He also inspected the strengthening work of the Damli and Kalsana dams on the Markanda River and directed that flood prevention works be completed before June 30.
It was also directed to strengthen the embankments at crucial points on the Markanda River using sand bags or cement concrete bags to ensure their strength.Dr. Abhe Singh Yadav urged residents to remain vigilant and to report any flood-related information to the relevant officials of the Irrigation Department.
He directed officers to ensure the highest level of preparedness to mitigate any loss of life or property during flood situations and to undertake immediate flood protection measures before the upcoming monsoon.He mentioned that during the 2023 monsoon season, all rivers in Haryana such as the Yamuna, Ghaggar, Markanda, and Tangri had surpassed their danger levels, with maximum discharge higher compared to the discharge recorded in the 2022 monsoon season. Due to floodwaters, 680 villages were affected, and 195,956 acres of land were submerged.
There was excessive rainfall in Kurukshetra and Yamunanagar districts. In comparison to the danger level of 250,000 cusecs in the Yamuna River, 359,760 cusecs of water were discharged. In Guhla Cheeka, 82,400 cusecs of water were discharged compared to the danger level of 48,534 cusecs in the Ghaggar River, while in Jhansa, 13,018 cusecs of water were discharged compared to the danger level of 8,416 cusecs in the Markanda River, and in village Jansui, 29,672 cusecs of water were discharged compared to the danger level of 25,000 cusecs in the Tangri River.
He stated that in the 55th meeting of the Haryana State Draught Relief and Flood Control Board, a total of 617 new flood control projects costing Rs. 1,279.24 crore and 545 projects costing Rs. 1,191.55 crore were approved for extension.
Of the 617 new projects, 259 projects were short-term projects costing Rs. 310.59 crore, and of the 545 extended projects, 61 projects costing Rs. 37.39 crore were also short-term projects, which must be completed before June 30, 2024.On this occasion, Chief Minister's Political Secretary, Shri Bharat Bhushan Bharti, Commissioner and Secretary of the Irrigation and Water Resources Department, Sh. Pankaj Agarwal, and other officers were also present.

राज्य मंत्री ने सिंचाई विभाग के अधिकारियों के साथ अम्बाला व कुरूक्षेत्र जिला के विभिन्न गांवों का किया दौरा

हरियाणा के सिंचाई एवं जल संसाधन राज्य मंत्री डॉ अभय सिंह यादव ने सिंचाई विभाग के अधिकारियों के साथ जिला अम्बाला व कुरूक्षेत्र के विभिन्न गांवों का दौरा किया, जहां पर वर्ष 2023 के दौरान बाढ़ के कारण काफी नुकसान हुआ था। इन क्षेत्रों के निवासियों की सुरक्षा सुनिश्चित करने व बाढ़ की संभावना वाले महत्वपूर्ण क्षेत्रों के सुरक्षात्मक उपाय करने के अधिकारियों को निर्देश दिए।
उन्होंने अधिकारियों के साथ टांगरी नदी के सीमांत बाँध के विभिन्न स्थलों का भी निरीक्षण किया तथा जरुरत के अनुसार नालों की सफाई तथा चौड़ा करने के निर्देश दिए ताकि मानसून के दौरान बाढ़ के पानी की आसानी से निकासी हो सके। इसके अलावा, उन्होंने आबादी वाले क्षेत्र के निकट टांगरी नदी के सीमांत बाँधों के सभी कमजोर स्थानों को मजबूत करने के भी निर्देश दिए। राज्य मंत्री ने जलबेहरा हेड और झांसा के टूटे हुए स्थल का भी दौरा किया और अधिकारियो को निर्देश दिए कि मारकंडा नदी की सफाई का कार्य विभागीय स्तर पर तुरंत किया जाए।
उन्होंने मारकंडा नदी पर दामली बांध और कलसाना बांध के सुदृढ़ीकरण के कार्यों का भी निरीक्षण किया और 30 जून से पहले बाढ़ की रोकथाम से संबंधित कार्यों को पूरा करने का निर्देश दिए । उन्होंने आधिकारियों को मारकंडा नदी पर महत्वपूर्ण जगहों पर मिट्टी के भराव या सीमेंट कंक्रीट बैग का उपयोग करके बांधों को मजबूत करना सुनिश्चित करने के भी निर्देश दिए।
डॉ यादव ने निवासियों से सतर्क रहने और बाढ़ से संबंधित किसी भी प्रकार की सूचना सम्बधित जिला के सिंचाई विभाग के अधिकारियों को देने का आग्रह भी किया। उन्होंने अधिकारियों को उच्चतम स्तर की तैयारी सुनिश्चित करने, बाढ़ की स्थिति में जान-माल को होने वाले किसी भी नुकसान से बचाने के लिए तत्काल बाढ़ सुरक्षा उपाय आगामी मानसून से पहले करने के निर्देश दिए।
उन्होंने कहा कि मानसून सीजन वर्ष 2023 में हरियाणा की सभी नदियां जैसे यमुना, घग्गर, मारकंडा, टांगरी अपने खतरे के स्तर को पार कर चुकी हैं तथा मानसून सीजन वर्ष 2022 में दर्ज डिस्चार्ज की तुलना में अधिकतम डिस्चार्ज भी पार कर चुकी थी। बाढ़ के पानी के कारण 680 गांव प्रभावित हुए थे और 195956 एकड़ भूमि जलमग्न हो गई थी।
उस दौरान कुरुक्षेत्र व यमुनानगर जिले में बहुत अधिक वर्षा हुई। यमुना नदी में 250000 क्यूसेक के खतरे के स्तर के मुकाबले 359760 क्यूसेक पानी छोड़ा गया। गुहला चीका में घग्गर नदी में 48534 क्यूसेक के खतरे के स्तर के मुकाबले 82400 क्यूसेक पानी छोड़ा गया, झांसा में मारकंडा नदी में 8416 क्यूसेक के खतरे के स्तर के मुकाबले 13018 क्यूसेक पानी छोड़ा गया और जनसुई में टांगरी नदी में 25000 क्यूसेक के खतरे के स्तर के मुकाबले 29672 क्यूसेक पानी छोड़ा गया।
उन्होंने कहा कि हरियाणा राज्य सूखा राहत और बाढ़ नियंत्रण बोर्ड की 55वीं बैठक में 1279.24 करोड़ रुपये की लागत वाली कुल 617 नई बाढ़ योजनाएँ और 1191.55 करोड़ रुपये की लागत वाली 545 आगे बढ़ाई जाने वाली योजनाएँ स्वीकृत की गईं। 617 नई योजनाओं में से 259 योजनाएँ 310.59 करोड़ रुपये की लागत वाली अल्पकालिक योजनाएँ थीं और 545 आगे बढ़ाई जाने वाली योजनाओं में से 37.39 करोड़ रुपये की लागत वाली 61 योजनाएँ भी अल्पकालिक योजनाएँ थीं जिन्हें 30 जून 2024 से पहले पूरा किया जाना है।
इस अवसर पर मुख्यमंत्री के राजनीतिक सचिव श्री भारत भूषण भारती, सिंचाई एवं जल संसाधन विभाग के आयुक्त एवं सचिव श्री पंकज अग्रवाल अन्य अधिकारी भी मौजूद रहें।
