Haryana Minister of State for Irrigation and Water Resources, Dr. Abhe Singh Yadav said that Haryana is diligently fulfilling its commitment to provide water to Delhi. Haryana not only meets but exceeds its obligations in this regard. Haryana government has never been negligent in providing water in the past and will never be negligent in the future.
Dr Abhe Singh Yadav said that Haryana's priority is to prevent any disruptions in the water supply to the national capital. He stressed that while Haryana ensures the provision of ample water, the responsibility for its utilization and management falls upon Delhi. If there are shortages despite Haryana's efforts, it is incumbent upon Delhi to scrutinize its water management practices.
Regarding the Supreme Court's directive for the Yamuna River Board to verify water inflows from Himachal Pradesh, Dr. Yadav clarified that as no water has been received from Himachal Pradesh, the verification process has not commenced. He affirmed that had Haryana received water from Himachal Pradesh, it would have promptly channeled it to Delhi.
The Minister of State emphasized a holistic approach to the water issue, highlighting the longstanding legal mandate regarding the construction of the SYL canal. Despite a clear directive from the Supreme Court in 2002 for its construction and allocation of water to Haryana, this decision has yet to be executed.
He underscored the significance of the SYL issue, noting that its construction transcends mere politics for Haryana, as it directly impacts the state's lifeline. Dr. Yadav pledged ongoing efforts to push for its construction, lamenting Punjab government's resistance despite the Supreme Court's unequivocal directive.
Dr. Abhe Singh Yadav said that there is a need to improve the internal distribution of water in Delhi. Unless there is continuous improvement in the infrastructure of electricity and water, the situation may worsen. He said that it is very easy to blame others, the court will decide whether the allegation is right or wrong.

हरियाणा के सिंचाई एवं जल संसाधन राज्य मंत्री डॉ अभय सिंह यादव ने कहा कि हरियाणा, दिल्ली को पूरा पानी दे रहा है बल्कि जितना उनके पानी का हक है उससे अधिक पानी उन्हें दिया जा रहा है। हरियाणा सरकार ने ना कभी पहले पानी देने में कोताही की थी और ना आगे कोई कोताही करेंगे।
डॉ अभय सिंह यादव ने कहा कि हम शुरू से जागरूक है कि दिल्ली राष्ट्रीय राजधानी में किसी भी प्रकार की अव्यवस्था न फैले, हमारी कोशिश यही रहती है कि दिल्ली को पूरा पानी दिया जाए। दिल्ली पानी का कैसे इस्तेमाल करता है उसकी मैनेजमेंट कैसे करते है वो उनकी जिम्मेवारी है। प्रदेश द्वारा पूरा पानी देने के बाद भी उन्हें (दिल्ली) पानी की कमी रहती है तो वे अपने मैनेजमेंट को देखे की कहां पर कमी है।
उन्होंने कहा कि माननीय उच्चतम न्यायालय ने जो आदेश दिया था कि यमुना नदी बोर्ड, हिमाचल से आने वाले पानी का सत्यापन करेगा। लेकिन हिमाचल से पानी आया ही नहीं है तो उसका सत्यापन नहीं हुआ है। अगर हिमाचल प्रदेश से हरियाणा को पानी आता तो हम तुरंत उस पानी को दिल्ली को भेज देते।
राज्य मंत्री ने कहा कि हम पानी के विषय को समग्र रूप से देखते है। उच्चतम न्यायालय ने वर्ष 2002 में स्पष्ट आदेश दिए थे कि एसवाईएल नहर बने और इसका पानी हरियाणा को मिले लेकिन उच्चतम न्यायालय के आदेश के बावजूद आज तक भी उस फैसले पर अमल नहीं हुआ।
उन्होंने कहा कि एसवाईएल का मुद्दा महत्वपूर्ण है, एसवाईएल नहर बनना हरियाणा के लिए ना केवल राजनीतिक मुद्दा है बल्कि हरियाणा प्रदेश की जीवन रेखा से जुडा हुआ है और इसको बनवाने का प्रयास जारी रखेंगे। पंजाब सरकार उच्चतम न्यायालय के स्पष्ट आदेश के बावजूद भी एसवाईएल का निर्माण नहीं होने दे रही है और दिल्ली की सरकार को हम पूरा पानी दे रहे है तो हमारे से और पानी की डिमांड भी करते है।
डॉ अभय सिंह यादव ने कहा कि दिल्ली के पानी का जो आंतरिक वितरण है उसमें उन्हें सुधार करने की जरूरत हैं। बिजली व पानी के मामले में जब तक लगातार उसके आधारभूत ढांचे में सुधार नहीं करेंगे तो व्यवस्था और खराब हो सकती है। उन्होंने कहा कि दूसरों पर आरोप लगाना बहुत आसान है आरोप ठीक है या गलत है उसका फैसला कोर्ट करेगा।
