Under the patronage of Vice-Chancellor, Prof. Raghavendra P. Tiwari, the Department of Environmental Science and Technology, School of Environment and Earth Sciences, Central University of Punjab, in collaboration with Punjab State Council for Science and Technology (PSCST) and Department of Science and Technology (DST), organized a Capacity Building Programme on 'Adaptation to Climate Change and Greenhouse Gas Mitigation' on Thursday.
The keynote speaker and distinguished speaker of this programme were Major Dr. Gulshan Sharma (Retd.), Director-General, Chamber for Service Industry (CSI) and Er. Sachchidanand Singh, Scientist-B, WHRC-Jammu, National Institute of Hydrology, respectively. While addressing the participants, Er. Sachchidanand Singh emphasized that climate change is one of the most pervasive and threatening issues of our time, with far-reaching impacts in the 21st century.
He discussed the causes of flash floods and droughts, highlighting the increase in sea levels that is already putting ecosystems under stress and affecting human well-being. He underscored the importance of reducing the flow of greenhouse gases into the atmosphere.
The keynote speaker Major Dr. Gulshan Sharma, in his address, focused his talk on Adaptation to Climate Change. He mentioned that people living in urban areas and metropolitan cities need to take inspiration from people living in northeast India, as they have maintained the natural beauty of their region.
He stated that every individual needs to put effort into environmental conservation to mitigate greenhouse gas emissions. This can be achieved by promoting the use of renewable energy, enhancing energy efficiency in industries and transportation, afforestation and reforestation efforts, promoting sustainable agriculture, deploying technologies to capture carbon dioxide emissions from industrial processes and power plants, promoting low-carbon transportation methods, implementing strategies for recycling, composting, and waste-to-energy conversion, adopting climate-friendly policies, and raising public awareness and education on the issue.
Dr. Sharma also emphasized the need to promote the concept of nature tourism through the establishment of natural habitats and the development of manpower to serve in this sector. He suggested the introduction of academic programs such as an MBA in Nature Tourism. This initiative will not only strengthen our economy but also encourage us to preserve our natural ecology.
Prof. Raghavendra P. Tiwari, the Vice-Chancellor, in his presidential address, stated that our ancient culture and Indian Knowledge System have always guided us to adopt sustainable lifestyle practices and conserve our environment. He exhorted that the challenge of Climate Change can only be resolved through the development of innovative solutions for the optimal utilization of renewable energy resources and effective implementation of strategies to mitigate greenhouse gases.
At the outset, Dr. Yogalakshmi K.N., Dean, School of Environment and Earth Sciences and Head, Dept. of EVST, welcomed the participants. Dr. Sunil Mittal, Associate Professor and Programme Coordinator, Dept. of EVST, while introducing the program theme, stated that this program aims to address the issue of climate change by spreading awareness about the adoption of national strategies to mitigate greenhouse gases and reduce carbon footprint. Dr. Shruti Kanga, Head, Dept. of Geography, introduced the keynote speaker. Towards the end, Dr. Dhanya M.S., gave the formal vote of thanks. Faculty and students from different departments attended this event.

पंजाब केंद्रीय विश्वविद्यालय में पर्यावरण और पृथ्वी विज्ञान विद्यापीठ के अंतर्गत संचालित पर्यावरण विज्ञान एवं प्रौद्योगिकी विभाग द्वारा पंजाब राज्य विज्ञान एवं प्रौद्योगिकी परिषद (पीएससीएसटी) और विज्ञान एवं प्रौद्योगिकी विभाग (डीएसटी) के सहयोग से गुरुवार को 'जलवायु परिवर्तन के अनुकूलन और ग्रीनहाउस गैस शमन रणनीतियां' विषयक क्षमता निर्माण कार्यक्रम आयोजित किया गया। इस कार्यक्रम में मेजर डॉ. गुलशन शर्मा (सेवानिवृत्त), महानिदेशक, चैंबर फॉर सर्विस इंडस्ट्री (सीएसआई) और इंजीनियर सच्चिदानंद सिंह, वैज्ञानिक-बी, डब्ल्यूएचआरसी-जम्मू, राष्ट्रीय जल विज्ञान संस्थान, क्रमशः मुख्य वक्ता और विशिष्ट वक्ता के रूप में सम्मिलित हुए।
प्रतिभागियों को संबोधित करते हुए विशिष्ट वक्ता इंजीनियर सच्चिदानंद सिंह ने इस बात पर बल दिया कि जलवायु परिवर्तन वर्तमान समय के सबसे व्यापक मुद्दों में से एक है, जिसका 21वीं सदी में दूरगामी प्रभाव पड़ेगा। उन्होंने आकस्मिक बाढ़ और सूखे के कारणों पर चर्चा करते हुए समुद्र के स्तर में निरंतर हो रही वृद्धि को रेखांकित किया। उन्होंने ग्रीन हाउस गैसों के प्रवाह को कम करने के महत्व पर चर्चा की।
वहीं, मुख्य वक्ता मेजर डॉ. गुलशन शर्मा ने अपने संबोधन में जलवायु परिवर्तन के अनुकूलन पर बात की। उन्होंने कहा कि शहरी इलाकों और महानगरों में रहने वाले लोगों को पूर्वोत्तर भारत में रहने वाले लोगों से प्रेरणा लेने की जरूरत है, क्योंकि उन्होंने अपने क्षेत्र की प्राकृतिक सुंदरता को बरकरार रखा है। उन्होंने कहा कि ग्रीनहाउस गैस उत्सर्जन को कम करने के लिए प्रत्येक व्यक्ति को पर्यावरण संरक्षण में योगदान करने की आवश्यकता है।
इस उद्देश्य को प्राप्त करने के लिए हम सभी को नवीकरणीय ऊर्जा के उपयोग को बढ़ावा देने, उद्योगों और परिवहन क्षेत्र में ऊर्जा दक्षता बढ़ाने, टिकाऊ कृषि को बढ़ावा देने, कार्बन डाइऑक्साइड उत्सर्जन को कम करने के लिए प्रौद्योगिकी का उपयोग करने, जलवायु-अनुकूल नीतियों को अपनाने और इस मुद्दे पर सार्वजनिक जागरूकता बढ़ाने के लिए निरंतर प्रास करना होगा।
डॉ. शर्मा ने प्राकृतिक क्षेत्रों की स्थापना के महत्त्व पर बल दिया और प्रकृति पर्यटन के विकास को बढ़ावा देने में युवाओं की भूमिका को रेखांकित किया। इसके साथ ही उन्होंने प्रकृति पर्यटन में एमबीए जैसे शैक्षणिक कार्यक्रम शुरू करने का सुझाव दिया। यह पहल न केवल हमारी अर्थव्यवस्था को मजबूत करेगी बल्कि हमें अपनी प्राकृतिक पारिस्थितिकी को संरक्षित करने के लिए भी प्रोत्साहित करेगी।
अपने अध्यक्षीय उद्बोधन में कुलपति प्रोफेसर राघवेन्द्र प्रसाद तिवारी ने कहा कि हमारी प्राचीन संस्कृति और भारतीय ज्ञान प्रणाली ने हमें हमेशा स्थायी जीवन शैली प्रथाओं को अपनाने और हमारे पर्यावरण के संरक्षण के लिए मार्गदर्शन प्रदान किया है। उन्होंने आह्वान किया कि जलवायु परिवर्तन की चुनौती को नवीकरणीय ऊर्जा संसाधनों के इष्टतम उपयोग के लिए और ग्रीन हाउस गैसों को कम करने के लिए नवीन समाधानों को विकसित के साथ तथा रणनीतियों के प्रभावी कार्यान्वयन के माध्यम से ही हल किया जा सकता है।
कार्यक्रम के प्रारंभ में पर्यावरण और पृथ्वी विज्ञान स्कूल की डीन और ईवीएसटी विभाग की अध्यक्षा डॉ. योगलक्ष्मी के.एन. ने प्रतिभागियों का स्वागत किया। ईवीएसटी विभाग के एसोसिएट प्रोफेसर और कार्यक्रम समन्वयक डॉ. सुनील मित्तल ने कार्यक्रम विषय पर प्रकाश डाला। भूगोल विभाग की अध्यक्षा डॉ. श्रुति कांगा ने मुख्य वक्ता का परिचय दिया। अंत में डॉ. धान्या एम.एस. ने औपचारिक धन्यवाद ज्ञापन दिया। इस कार्यक्रम में विभिन्न विभागों के शिक्षक और छात्र शामिल हुए।
