To facilitate effective and smooth functioning of 3-tier Panchayati Raj institutions and give impetus to the developmental tempo in the District, District  Development Council (DDC) chairperson Kishtwar Pooja Thakur today convened an interactive meeting of the sarpanches and  BDOs.Additional District Development Commissioner Sham Lal; Assistant Commissioner Panchayats, Zakir Hussain Wani besides District Panchayat Officer Sunil Bhutyal also participated in the meeting.At the outset, the DDC chairperson welcomed the PRIs and listened to their issues. She asked the departments to note each issue of public importance and address the same in a time bound manner.The Sarpanches highlighted the bottlenecks faced in the effective formulation and execution of the developmental plans in their respective panchayats.The PRIs sought the participation of Sarpanches in the formulation of the  Block level Developmental plan to avoid the overlapping of funds and  rationalised utilisation of funds at Panchayat level.

They further demanded the timely estimation and tendering of the works under the Capex plan to avoid the lapse of funds for the current financial year.Responding to the issues raised during the meeting, the ADDC assured them that all necessary steps have been taken to ensure that works projected under various heads for the current financial year are taken up and completed well in time.He also issued on the spot  directions to  all the BDOs  to strictly adhere to the guidelines and expedite the tendering process under the capex budget 2022-23. “Starting of work well in time is the key to their completion within the working season” he said.Meanwhile, the DPO enlightened the Sarpanches about the guidelines for the effective formulation of GPDP plan.

During the meeting a number of other  issues including delay in the payments of the works under 14 FC and MGNREGA, pending revitalisation of BDC and DDC funds of the  previous FY, shortage of staff in RDD department,  payment of funds in favour of PMAY-G and Awaas Plus beneficiaries who have completed the construction of houses, completion of  left out Panchayat Ghars, were also raised by sarpanches during meeting.They demanded for the effective intervention of the concerned authorities to avoid delay in the execution of developmental works at the ground level.Besides, threadbare discussion on the strengthening of the three tier system of Panchayati Raj institutions at grassroots level in the district was also held in the meeting.The DDC Chairperson thanked all the sarpanches and urged them to work in collective and collaborative manner with Block level Developmental Officers.
