The three-day training capacity building programme organised by Department of Administrative Reforms and Public Grievances (DARPG) concluded here today with Government  e-Marketplace (GeM) remaining focus of the speakers on the last day.The programme was held in collaboration with National Institute of Financial Management (NIFM), National  Centre for Good Governance (NCGG), Department of Finance and J&K Institute of Management, Public Administration and Rural Development (IMPARD).Advisor to Lieutenant  Governor, Farooq Khan chaired the valedictory session of the three-day capacity building programme.During his address, Khan called upon the participating officers to get the  maximum benefit out of the programme particularly on GeM which will eventually help in saving the public exchequer.The Advisor said that if the purchasing on GeM by  government departments is done properly, timely and diligently it would serve the purpose of people's welfare.Complementing DARPG, IMPARD, NIFM and other agencies for  organising such programme, the Advisor said that the young officers will get good exposure through the capacity building programme and would enrich them for future  procurement and purchasing of equipment for government departments.Secretary, General Administration Department, Farooq Ahmad Lone, while speaking on the occasion said  that the training programme will extensively help the officials of J&K administration while dealing with their day-to-day work regarding procurement and purchasing for Government  agencies.He added that the officials have actively participated in the programme and in this regard more such programmes will be held. He said that an MoU was already signed  during the inaugural day between DARPG, GAD, JKIMPARD and NIFM regarding capacity building of around 1000 officials of J&K Government.

Speaking during the practical session on procurement through GeM, Joint Secretary and Chief Finance Officer, GeM, Rajeev Kandpal said that the programme will give exposure  to the officials regarding General Financial Rules (GFR) and other financial matters while dealing with their administrative work.Commenting on 'GeM Samvaad' an outreach  programme launched by Government of India, Rajeev Kandpal said that it was launched with an aim to get on spot feedback from all States and UTs regarding GeM. He further  said that the governments of different States and UTs can save upto 25% of public exchequer by procuring various departmental equipment through GeM.Earlier during the  morning session of concluding day of the conference, a detailed and insightful presentation on GeM was delivered by Director, GeM, Deepesh Gehlot highlighting the procedure  of registration on GeM portal.During the afternoon session, Business Facilitator, GeM, Kush Tyagi delivered a presentation on 'Introduction to Functionality of Buyer' highlighting  pre-requisites for registration as primary and secondary user on GeM portal.The three-day capacity building programme was inaugurated by Union Minister of State in PMO, Dr.  Jitendra Singh in presence of Chief Secretary J&K BVR Subrahmanyam, Additional Secretary, DARPG, V Srinivas and Financial Commissioner, Finance Dr. Arun Kumar Mehta.
