A series of activities envisaging capacity building and training of the designated district officers for implementation of Gram Panchayat Development Plan and Mission Antyodaya Survey were held today across the districts in Jammu nad Kashmir.At Reasi, a one-day training cum refresher course on GPDP and MAS for district officers was held under the chairmanship of District Development Commissioner, Indu Kanwal Chib.A detailed presentation about the framework of GPDP and Mission Antyodaya was given by Master Resource Person, BDO Reasi, Sanjeev Sharma. Threadbare discussion was also held regarding GPDP portal and panchayat-wise resource allocation.The DDC called upon district officers to submit panchayat-wise list of all development schemes related to their concerned departments. She also asked them to submit data on eligibility criteria and entitlement benefits to be required under the schemes indicating role of Gram Panchayats.Chib issued directions for participation of all Front Line Workers in Special Gram Sabhas scheduled to be held from November 1.The GPDP planning process has to be comprehensive and based on participatory process which involves full convergence with schemes of all related Central Ministries/Line Departments related to 29 subjects enlisted in the Eleventh Schedule of the Constitution.At Kathua, the Rural Development and Panchayati Raj department organized training on GPDP, Mission Antyodaya Survey and PPCs for district level officers of line departments under the chairmanship of District Development Commissioner, O P Bhagat.The DDC exhorted upon the officers to complete the Mission Antyodaya survey, 2019 on fast-track basis as the grading & funding of Panchayats will be based on this important survey.He impressed upon the Officers to appoint a pool of dedicated frontline workers who will be responsible for explaining in detail regarding various schemes being implemented by the Department at the Panchayat level.
Bhagat instructed the sectoral heads of all the line departments whose subjects have been transferred to the Halqa Panchayats to hold a meeting for achieving the objectives of the People’s plan Campaign (PPC) & Mission Antyodaya survey.ACD informed that a Questionnaire in the shape of booklet for conducting Mission Antyodaya Survey 2019 shall be circulated among all which will contain 142 Parameters.Later, a workshop was also organized for officers of line departments by master trainer Deepak Kumar.At Samba, the district administration organized the event under the guidance of District Development Commissioner, Rohit Khajuria.DDC stressed upon understanding the complete contours of GPDP under which activities of 21 line departments have been decentralized towards Gram Sabhas.Assistant Commissioner Development, Siddharath Dhiman, gave a brief description regarding highlights of the training programme. He said that 29 subjects, 11 schedules have been devolved to Gram Sabhas including planning allocation of resources and execution part.District Panchayat Officer, Piyush Dhotra, gave detailed presentation on GPDP. He said Peoples Plan Campaign is the basic constituent of GPDP and laid emphasis on district officer for facilitating of their respective department plan through frontline workers during Gram Sabhas. He informed that the planning process of 101 Panchayats of the district shall be completed by 2nd of November, 2019.Later, the district officers held an interactive session with trainers.At DODA, District Development Commissioner, Dr Sagar D Doifode, chaired the training programme in which threadbare discussion was held on various parameters of GPDP, Mission Antodaya, Peoples Plan Campaign, Role of Ward Majlis (Ward Sabha) and Halqa Majlis (Gram Sabha) in preparation, implementation and Monitoring of GPDP.DDC said that Mission Antyodaya Survey is being done co-terminus with the People's Plan Campaign (PPC) for sustainable and inclusive growth and development of rural areas.
DDC directed the officers of line departments to submit information regarding GPDP as sought by District Panchayat Officer strictly on the formats pertaining to their respective sectors within two days positively.He further directed the concerned district officers to issue necessary directions to all their subordinate officials to remain present in Deh Majlis during formulation of GPDP.He informed that the exercise for formulation of GPDP at Panchayat level shall be started from first week of November, 2019.At Kishtwar, Deputy Commissioner, Angrez Singh Rana presided over the Training programme.Threadbare discussion was held on various parameters of Mission Antodaya, Peoples Plan Campaign, Role of Ward Majlis (Ward Sabha) and Halqa Majlis (Gram Sabha) in preparation implementation and Monitoring of GPDP.DDC stated that the main aim of organising this training programme is to sensitise the district officers of line departments about PPC, GPDP and Mission Antyodaya Survey 2019.ACD Kishtwar briefed the participants about role of Gram Sabhas and Ward Sabhas in preparation of Gram Panchayat Development Plan.BDO Din Mohd elaborated in detail about Role of Halqa Majlis for preparation of GPDP and parameters of GPDP.ACD Kishtwar, Anil Kumar Chandail, Joint Director Planing Mohammad Iqbal, District Officers of line departments, BDOs remained present during the training programme.
