Chief Secretary B.K. Agarwal presented a book titled "Land Registration: Global Practices and Lessons for India" authored by him to Governor Acharya Devvrat at Raj Bhawan today.Appreciating the efforts of Shri Agarwal, the Governor said that the book gives a global view of the registration system with focus on the Indian land registration system, issues and challenges. This book discusses in a scientific manner about the pros and cons of both types of registration and will help the readers to gain a detailed understanding of global land registration practices besides providing knowledge on how other countries are managing their records.Acharya Devvrat said that this book is a must-read for practitioners of law relating to land and property and for policy makers looking at land record form as a part of larger economic reform. The law students aiming to understand the Indian land registration system and how land registration is done around the world, will also benefit immensely from this work.

The book contains a comparative analysis land registration system of Germany, UK, Australia, USA, France and Netherlands. It explains detailed analysis of replicability of each of these systems in the Indian context. It also provides a comparative analysis of laws regarding maintenance of land and title records in four Indian states–Maharashtra, Karnataka, Punjab and West Bengal.He has addressed the problems and strength of the current system of the Indian registration system and advocates not to replace the current system but to implement some constructive changes that will provide better results. He also discusses in detail the different systems of land registration and the comparative study of deed and title registration helps the readers to understand wide spectrum of land registration system in a very simple manner. It covers not only the challenges encountered by the Indian registration system but also recommends some feasible solutions which will be helpful in solving larger issues.It is pertinent to mention that B.K. Agarwal has a long experience of land administration and during his service period he has successfully redressed various important administrative works especially the matters relating to the revenue.
