The District Development Board, Doda, which met here today under the chairmanship of Minister for Social Welfare, Science and Technology and ARI Trainings Sajad Gani Lone approved Rs 172.13 crore annual plan outlay for the District for the financial year 2017-18.The approved capital (CAPEX) plan proposals include Rs 9.17 crore for regular schemes, Rs 18.30 crore as loan component, Rs 6.84 lakh state share for loan, Rs 131.25 crore central share and Rs 13.32 as state share for centrally sponsored schemes.Rajya Sabha Member Shamsher Singh Manhas, Vice Chairperson, J&K State Board for Development of Scheduled Castes, Bushan Lal Dogra, Vice Chairman of J&K State Advisory Board for Welfare of development of OBCs Reshpaul Verma, legislators, G.M Saroori, Shakti Raj Parihar, Daleep Singh Parihar, Neelam Kumar Langeh, Naresh Kumar Gupta, Shyam Lal Bhagat, Firdous Ahmad Tak, and heads of concerned departments were present in the meeting.The meeting took a detailed review of physical and financial achievements of the last year’s plan outlay and also discussed targets for the current financial year.

Speaking at the meeting, the Minister laid stress on effective implementation of MGNREGA- the flagship scheme for creation of community assets and employment generation in the rural areas. The Minister said that with a view to further push forward the developmental process, Rs 172.13 crore would be utilized on various developmental activities under different sectors in District Doda during the year 2017-18 under district plan and NABARD.Sajad asked the executing agencies and departments to give further push forward to the development works and welfare schemes adding that the district administration should avail maximum possible benefits of the unprecedented flow of funds for various flagship central schemes. “This golden opportunity needs to be fructified into a sustained socio-economic transformation by putting our heads together”, Minister maintained.The Minister directed district administration Doda to make the process of execution of works hassle-free, saying that planning, construction, up-gradation and maintenance of roads, bridges and buildings must be the concern of all and providing while as connectivity to unconnected and electricity to un-electrified habitations should be the first objective. He stressed upon the officers that the works would be carried out on strict deadlines and with proper follow-up from all the Departments for which district administration must gear up for providing quick positive results on ground.

Sajad called upon the officers and agencies to work in close coordination to accomplish the targets well within the time line. He also stressed on the need for improving the monitoring mechanism to ensure quality control and judicious use of funds and issued specific instructions to the officers to implement all decisions/recommendations of the DDB in letter and spirit to maintain the sanctity of this high level institution.Responding to the suggestions put forth by the public representatives for bringing improvement in execution of MGNREGA scheme, Minister directed the concerned officers to start execution of proposed works from the first month of the new financial year without any delay. He said MGNREGA is a flagship programme which is directly connected with the common man and with its successful implementation on the ground level it has not only changed the shape of state with regard to the developmental process but has changed the socio economic condition of the people especially in rural areas. He also directed the concerned officers to ensure submission of feedback on monthly basis to the public representatives of the concerned area.The meeting decided that Rs 64.00 crore would be spent under MGNREGA, Rs 14.67 crore under R&B, Rs 55.82 crore under Education Sector, Rs 3.10 crore under Health, Rs 9.95 crore under PHE and Irrigation and Minor Irrigation and Rs 14.92 crore under Social Welfare during the ensuing fiscal in the district under district and NABARD plans.

The meeting decided that 50.22 km road length would be black topped, mettled, shingled and made fair weather road in the district during next financial year. It was also decided that 11 habitations and 20 schools would be provided tap water supply during the coming year, while as 600 transformers targeted to be repaired in the district.Moreover 50 hectare of agri land would also be provided irrigation facility besides 5 Sub Health and NTPHC buildings would be constructed in the district during next year.The meeting further decided that 15 school buildings would be constructed besides free supply of text books and Mid-Day meal would be provided to 56985 primary and middle standard students and 12 additional class rooms in High and Higher Secondary Schools would be constructed in the district during forthcoming financial year.The District Development Commissioner, Doda, Bopinder Kumar, in his Power Point Presentation while highlighting the achievements of the last fiscal said that Rs 33.92 crore have been expended on Ganpat Bridge, Rs 5.33 crore on Steel Girdar Bridge at Shiva Dal , Rs 1.92 crore on Span Motorable Bridges over Neeru Nalla at Khulsari upto February this fiscal under various plans. He said that Rs 22.14 lakh was expended on construction of 1.61 Kmt approach road Sartingal to Mounda, Rs 5.30 crore on Construction of Court Complex Doda, Rs 4.97 crore on Mini Secretariat Doda, Rs 28.65 crore on construction of new District Hospital Building Doda, Rs 19.93 crore on Sub District Hospital Building, Bhaderwah till ending February this fiscal under different plans.  He also threw detailed light on the ongoing mega projects being executed in the district.On the occasion, the legislators informed the Chairman about various issues regarding their constituencies like non-availability of timber, inadequate road infrastructure, healthcare and effective implementation of social welfare and rural development schemes.
