No local purchase of drugs by any health institution without NoC from JKMSCL : Bali Bhagat

To ensure single window system and complete transparency in procurement of quality medicines and diagnostic equipments for health institutions across the State, Minister for Health & Medical Education, Bali Bhagat has directed all the Heads of Departments and Institutions, including Principals Government Medical Colleges, Dental Colleges, Directors Health Services to put in their consolidated and timely requirements to the Jammu and Kashmir Medical Supplies Corporation Ltd (JKMSCL) for arranging the same in a time bound manner.Chairing a high-level meeting of officers of Health & Medical Education department here today, the Minister issued specific instructions to the management of JKMSCL to put in place a foolproof mechanism for procurement of medicines and diagnostic equipments as per the requisitions made by various health authorities after their rigorous testing from the designated laboratories of the country.Minister called upon the management of Corporation and concerned officers to maintain close synergy to hammer out petty issues, if any related to the purchases to ensure adequate stock of medicines in the health institutions.

 He directed the officers to put in their requirements strictly as per the budgetary provisions within sufficient time to the procuring agency for undertaking necessary lab tests and completing other formalities. He cautioned all concerned not to affect any local purchase of medicines without seeking the NOC from the Corporation or from the competent authorities. For meeting the emergent requirements, the Government will earmark separate funds for each health institution.  Violation of instructions shall attract severe action on the part of defaulters, he asserted.

Several issues relating to the smooth functioning of JKMSCL viz-a-viz procurements, warehousing, and manpower were discussed in detail.The Minister said that Government has created the Corporation with a sole objective of procuring quality medicines and diagnostic gadgets to meet the requirements of all health institutions across the State in a transparent and systematic manner, for which every effort will be made to make this institution more vibrant and result oriented. HE said though the Corporation is at infancy, yet it has been able to meet over 80 per cent requirements of the department. “From next financial year, the Corporation shall be solely responsible for meeting the requirements of all the health institutions in the State,” he added.On the occasion, the Minister also launched the Calendar published by Directorate of Health Services, Kashmir.   Commissioner/Secretary Health & Medical Education, Dr. Mandeep K. Bhandari, Principals, GMC, Kashmir/Jammu, Dr. Qaiser Ahmed, Dr. Zahid A. Gillani, Principals Government Dental Colleges, Kashmir/Jammu, Dr. Farooq Riyaz, Dr. Romesh Singh,  Managing Director, JKMSCL, Dr. Yashpal Sharma, Mission Director, NHM, Dr. Mohan Singh, Director Health Services, Kashmir/Jammu, Dr. Saleem-ur-Rehman, Dr. Gurjit Singh Soodan, Controller Drugs & Food Control Organization, Ms. Lotika Khajuria, Director Finance ( H&ME), Zahoor Ahmed Wani, Joint Director Planning, Madan Lal and Medical Superintendents of Associated Hospitals were present in the meeting.
