Narinder Chauhan, Chief Electoral Officer informed that the election campaign would come to an end in the period of 48 hours ending with the hours fixed for the close of poll, i.e. 5 PM on 4. 11. 2012. He said that after the closure of campaign period on 2nd November, 2012 at 5 PM, no campaign could take place within the constituency. Political functionaries/ party workers/ campaign functionaries etc., who have been brought from outside the constituency and who are not voters of the constituency, should not continue to remain present in the constituency, he added.Chief Electoral Officer informed that restrictions on presence of political functionaries in constituency after the campaign period is over may not be insisted upon the office bearer of political party who is in-charge of the State. He further informed that such office bearer of the political party shall declare his place of stay in the State Headquarter and his movement during the period in question shall be confined normally between his party office and place of his stay. All political parties/ contesting candidates and their agents have been requested by the Chief Electoral Officer to take note of this and ensure compliance. He further informed that Election Commission of India has directed that all District Election and Police Officers shall ensure that all those political functionaries who have been provided security by the State shall not be allowed to remain present in the constituencies in which they are not electors after the period of campaigning is over and they shall also restrict the movements of such political functionaries in the constituencies in which they are bonafide electors on the day of poll before and after they cast their vote. These instructions will however not be applicable to the candidates.
