Chief Secretary reviews status of SRO-43 cases, discontinuation of interviews for junior level posts

Chief Secretary, B R Sharma Tuesday asked Administrative Secretaries to expedite settlement of all SRO-43 cases pending in their respective departments and ensure that procedural formalities and identification of vacancies is completed immediately.Chairing a meeting of Committee of Secretaries (COS) here, Chief Secretary told Administrative Secretaries to finalize the pending SRO-43 cases and submit status report in this regard within the next 15 days.The meeting was informed that during the last two months around 230 SRO-43/94 cases have been settled by way of appointments in favor of the NOK's of the deceased.Chief Secretary also reviewed the status of action taken by the departments in identifying the junior level posts for which interview process for recruitment has to be discontinued and selection is to be made purely on the basis of written test/academic merit. 

While six departments have already furnished the requisite information in this regard, Chief Secretary asked the remaining departments to expedite their response and submit the information within the next 15 days.On the issue of abolition of the requirement of affidavits for availing various Government services, Chief Secretary asked the Administrative Secretaries to furnish the action taken report within the next 15 days.Both these issues viz. discontinuation of interviews and self attestation are being monitored at the highest level in the PMO.Earlier, Chief Secretary had chaired a meeting with administrative Secretaries on the subject and had asked them to review the existing requirements of attestation by Gazetted Officers, notary or affidavit to be attached with various application forms. Similarly, in services requiring submission of affidavits, Chief Secretary had asked the administrative Secretaries to take a review and submit the proposal routed through the Law department to the GAD.

The reforms are intended to provide relief to the citizens from unnecessary delay as obtaining either an attested copy of the documents or an affidavit, not only cost money but also involves wastage of time of the citizens and the government officials.While reviewing the status of pending Departmental Enquiries, Chief Secretary stressed on the Administrative Secretaries to put a closure on all such cases through proactive decision making. He also urged Administrative Secretaries to pursue court matters in respect of their departments vigorously.Issues related to early finalization of cases of adhoc/consolidated/contractual employees, as have been cleared by the Empowered Committee of the Finance department and status of the implementation of the Aadhaar Enabled Biometric Attendance System (AEBAS) in the departments were also reviewed by the Chief Secretary with directions to attend to the issues on priority.
