Describing the Governor’s address as clueless about vital issues, senior CPI (M) leader and MLA Kulgam, Mohammad Yousuf Tarigami today said that there is no mention of restoration of Article 370 to its original position, no mention of revocation of AFSPA, removal of bunkers from civilian areas and return of power projects as promised in the “Agenda of Alliance”.Stating that the address is silent regarding political initiative focused on meaningful dialogue with all shades of political opinion in the state, Tarigami said that there is no mention of unfortunate civilian killings in Handwara.Regretting that there is no mention of the devastation caused by the recent hailstorm in many parts of Kashmir valley particularly in Anantnag & Kulgam districts, the CPI (M) leader said that Governors address is silent on implementation of Crop Insurance Scheme (CIS) and waiving off KCC loans as promised by the ruling alliance.

The CPI(M) leader said that there is no mention of providing of 35 kg of ration @Rs.2/- per kg per month for each family despite the fact that the resolution in this regard was passed unanimously in the House in  2014 Autumn Session. The Governors address has no mention about concrete measures to be taken to deal with alarming unemployment problem, measures to implement labour laws including Minimum Wages Act, substantive measures to address the long pending demand of regularization of daily wagers, casual, adhoc, contractual, need based, seasonal labourers CPWs, measures for enhancement of honorarium of Anganwadi Workers & Helpers, ASHA and Mid Day Meal workers. Other important issues have also not been reflected which include concrete measures for strengthening anti-graft institutions, rehabilitation of flood victims, strengthening of flood control infrastructure on river Veshu.
