Shopian Killings:A year after Koul Commission’s report, justice still eludes victim families

The families of the three youth, who were killed by Para-military troopers CRPF in cold-blood in Gagrin area of South Kashmir’s Shopian district two years ago Tuesday, appealed the State Government to punish the killer troops. Four persons including three innocent youth Tariq Ahmad Mir, Tauseef Ahmad and Muhammad Yusuf and a Pakistani militant Abdullah Haroon were killed in CRPF firing at Gagrin area of South Kashmir’s Shopian district on September 7, 2013 on the occasion of the concert of music maestro, Zubin Mehta, in Summer Capital Srinagar.The one-man Koul Commission headed by Retired Justice Moti Lal Koul was appointed by the Omar Abdullah led government to probe the incident. The Commission submitted its report in July 2014 wherein the Commission indicted CRPF for these innocent killings.

The Commission while justifying the killing of Pakistani militant Abdullah Haroon, had termed the other three slain youth as innocent and had demanded compensation to the families of the victims and stern action against the guilty CRPF personnel.“It has been over a year. My job was to submit the report and I did that with honesty. It is up to the government to implement or reject the recommendations made by the Commission,” M.L Koul told CNS adding that he doesn’t know what has happened to the report submitted by him.One of the family members of the slain youth Tariq Ahmed Mir from Okai Kulgam said that ever since the death of Tariq, they had undergone a lot of stress and hardships. “Tariq was a walnut merchant and sole bread earner for the family,” he said adding that Koul Commission was constituted to buy the time and to hoodwink the people seeking justice.

The father of another slain youth demanded implementation of Commission’s report in letter and spirit. “From last two years, Justice has been eluding us,” he said.CNS contacted many top officials of the State Home Department to know the fate of the report submitted by the Koul Commission and all these officials ‘feigned’ ignorance, however, Principal Secretary Home, RK Goel said that he will check the details and will find out the present status of the report. Despite repeated attempts, Inspector General CRPF, Atul Parikar didn’t respond to phone calls. (CNS)
