The Centre on Friday told the Supreme Court that there has been "remarkable improvement" in the situation in Kashmir Valley which witnessed violent protests following the killing of Hizbul Mujahideen commander Burhan Wani on July 8.The Centre told the bench of Chief Justice T.S. Thakur, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud that compared to 201 incidents of violent protests reported on July 9, there were just 11 incidents on August 3.According to the Centre, the month-long protests saw a total of 872 incidents, resulting in the death of 42 civilians and two security personnel.The Centre said 2,656 civilians and 3,783 security personnel were injured during the protests.The figures were revealed by the government in its status report about the ground situation which it submitted to the apex court in pursuance to its July 29 order.The Supreme Court had sought the status report about the provisions for medical emergencies, supply of essential commodities, facilities for students to appear in examinations, steps to facilitate the movement of doctors to and from the hospitals, relaxation of curfew and restrictions to facilitate the movement of the people, and the law and order situation.
The number of patients received at the medical institutions with major and minor injuries since violent protest erupted stood at 2,656.There were 240 patients with injuries to or around the eyes, with 58 major eye surgeries (vitrectomy/retinal) conducted and 194 preliminary eye procedures.While the OPD patients who were attended since July 9 stood at 4,81,409, the indoor patients stood at 33,276. Major surgeries conducted during this period were 1,084, with 6,591 minor surgeries.Since July 9, normal delivery of babies were 2,984, while the Caesarian sections conducted were 2,162.The status report presented a satisfactory position in respect of availability of food, fuel and other goods needed by the people.The Centre was asked to file status report on a petition by the Jammu and Kashmir National Panthers Party which sought imposition of Governor's rule in the state on the ground of paralysis of administration.The bench allowed Senior Counsel Bhim Singh who heads the petitioner party to file its response.
